REPORTED FOR THE NEW YORK HERALD. ‘Mr. Flournoy delivered a speech at Lynchburg during the recent session of the Convention of the American party at that place. Not that I believe that the ecresy or the oaths ot the pacty are wi in themselves, but that their remova! will tase from vergartes the false issue which enables ‘hem to avoia a discussion of ‘the principles of the party. Ido pot mean to admit that any portion of cur countrymen heving for thelr objects the good of the country and the preservation of our oa- tional Union, have not a perfect :igii to moet im secret an they choose, to consuii together tor ity advancement preservation, or that il ts wrong fn ti-elt to take a solemn obligation that they will advance no one into office, either by th ir votes or appointment, but native born cilizens of the country, who acknow no allegiance paramount to the alloginuce due to our own government. And even now, winile I advise the removal of secresy and the absndoament of all oaths of initiation, | would be willing to take in tue presence of this assembly, a most sulemn obligation (o sustain o> one for office but a native citizen of our coausry. My opposition to the ap ointment of foreigarrs to office, arises from no hostiliiy towaids them, but from an at- tachment to my own country. (Cueers.) 1 would re- joice to see them throughout the world enjoy the same berty that we enjoy. But the preservation of our own government requiies that the enactments of its iaws aud administration should be confided to tue hands of ite native citizens. There is no reason why any that sym. thize with us, and thet aid ta the accomplisinaSit of tin view, should not participate in ull the action, ofthe party. Years ago, when the number wai compara- tively small, they were lost in the maas of the country, and their w fluence not injuriously felt. They come nuw In such numbers that they form distinct and separate communities, preserving and perpetuating their distinc- tive characters and opinions, which are at war with the repubiican simplicity of our ina\itutions, The annual immigration is now 500,000, and will continue to invrease ip all probability until it reaches ove million. We have not only the emigration from Europe, but by the exten- sion of our couatry to the Pacilic, the immense hordes of me v of the American Lynehburg. These are distinguished men and pairiots, of high intelligence and groat moral worth, but who evince the power and influence of us- tivity and early association, Though in America, the heart of Kossuth was in Hungary; the heart of Mitchell in Ireland, the heart of Soulé was in France. And is it not natural that it should beso? Where is the Virginian who, if he went to any poriion of the habitable globe and became a citizen of any country, eoula forget his native State, or could cease to sympathize with her ia any struggle or difficulty which she might have to endure? or the citizen ‘of America that coud ever forget that America was hit native tani, or could ever cease to feel for her prosperity und the preserva‘ion of her government + deeper interest than he could feel for avy other governmen: »poneartn? The Ameri- can party is charged with religious intolerance, ant with opposition to religious freed m. This 1 utterly deny, One of itn loadin objects is the preservation of religious liberty, by bolding in check the intlueuce ia this country of the Roman Catholic eburch, whose tenets ant whose history show it to be the great enemy of freclom of opinion, We make no war upon it aa a religious denomination, but we uncompromisingly oppore the temporal power which it claims, aud ia rignts to control the consciences and actions of mon as citieers and as subjects. We insist that they shall have secured to them in our country perfect f'eedom of opinion, sad the right to worship God according to the dictates of their own consciences. Civil and religious freedom both require it. The Amecican party is opposed in the South upon the farther charge “of un- soundness upon the question of alavery—« question of the deepert and most vital importance to all the Southern States. This charge is equally unfounded.
