Affairs in Russia. ‘Special Correspondence of the Paria Presse. fr, Purensnuse, June 30, 1865. Tte princ'pal topio im political circles here is the lave expression of the government of Great and Little Russia at &t. Petersburg and at Mozcow by tho re- cemt a reat. These rigorous meagures are attribu- ted to the discovery of a conspiracy set on foot by members of the slave party, and ales attributed to the resuscitation of the rash attempt of 1825, at the advent of the Emperor Nicholas, which shows that, even after the lapse of thirty years, the passions of parties and politic#have not recovered from their irritation, It is positively stated that among the persons arrested are four -Genergls, in active service, two Profesaors of the University of Moscow, and one Professor of the University of Kiew. It is also uni- versally reported that the veteran General Yermo- leff is strictly watched. This old soldier, after re- maining a long time in exile, in consequence of a coldness between the late Emperor and himself, was recalled to St. Petersburg by Alexaider IL, and nominated to the obief command of the mobile militia. This arpotaiarns was resigoed, bocause the old Gereral not desire to serve under the German Generals, G abbe, Berg, and Siewers, who were given tte chief command of the militia in Fin- avd and Courland. [From the NY, Tribune, July 27 } SOCIALISM. Our advertising columns to day contain an ac— Bouncement that the domsiv of the association kvoyn as the North American Phalanx, in Mon- mouth county, N. The estate consists of nearly sever hundred acrea of land, ail in exceilent condi- tion, and with ever: vantage for profitable farm- ing cr gardening. It will be sold cither in a mass er in parcels, and there is no place ia the vicinity ct New York better worthy the attention of persons lookirg for farms. There yet remains. however, in Maseschusetta the commtmity at Hopedale, which, without at‘aining any very brilliant pesu- piary reeults, still gives no sign of dissolution; bat ths is establishel upon a peculiar reli- gious basis. It will naturally be argusi that these exptzimenta show that aside from spe: ciul religivus doctrince--tlike that of the Sh. kers, for instancc—it i: very difficuit, if nctim. pe ible, with such materials as scciety now fur: ‘Dishea, to form aesociations for tte purposes of do- westic, agricultaral and mechanical indastry, edu- cation and social life. We donot deny the force of this argument; but at the vame time it should net be forgotten that a'l of these experiments have been made under great disaivantage; tiat not one of them has ever bad the capital necesary to fairly crgenize ite various indostrial acd educational d> pectmente; ava taat they have boen carried on by pereons only ae competent tothe work they pave undertakes. Inthe failare of them all there is nothing to demonstzate that urder proper condi- tiurs and with the requisite means, success may not be achieved. Same or these conditions are ceriain- ly pcageesed by the new French-American Associa: vie, whose éstabliehment is now folng, for vard in Texas under the superintenden :e of Mr. Victor Con- siceran ; and we trust the event may prove tnat it pceseeces them all. ‘TLe great practical difficulty in there experiments bas peen to secure in the members a due s2pse of personal responsibility, aud a due vigilancs tor the ccmmon good. Thos a shiftless and careless way of going on has too often grown up in the association, and while a few have borne more than their fair shace of the tcil and care, others have borne lese. Thia defect might, per- paps, be obviated by a more stringent system of compeneating the services ct the ties; but at the same time the trath is indisputabie that in an asecciation pinching economy can less easily be practieed than ipfisolated life. ee people cae and they can bear privation and want, if not with facility, without complaint; but bring them into genisi ard natural relations, and what befcre was luxury becomes simply necessary, They require to be better fed and better housed, and to have much more leisure fcr the social ple és aod opportunities of culture put within their reach.
