At the opening of the stock marke’ this morning lower prices ruled. With increased activity among operators the tendency was downward. The lead- ing railroad stocks were sold quite freely at the de- preciation, and there appeared to be 9 great disps- sition to realize. Erie Railroad stock was fall as active to-dsy at the decline as it was yesterday at the improvement. Cumberland seems to increase in activity as it depreciates in prices. Railroad bonds were in fair demand to-day, and sellers put off lota freely at a decline. We do not exactly under- stand the cause of the changes since yesterday. At the fisst board yesterday the market was quite ‘buoyant, and there were strong indications of a much greater improvement. To-day the entire complexion of the movement is changed, and there are plenty of sellers at our quotations. At the first board Erie ponds, 1875, fell off } per cent; Lilinois Central Bonds, 1; Nicardgua Trausit, 3; Camberiand Coal, 4; Northern Indiana Railroad, 4; Erie Railroad, 3; Reading Railroad, j; Hudson Railroad, }. Cleve- Iand and Toledo Railroad advanced } per cent; Nor- wich snd Worcester, 14; Michigan Southern Rail- road, }. State stocks were comparatively quiet today, without change in prices. There is no dcubt but that many holders of stoek securities, ofall classes, have taken advantage of the recent rise in prices to realize and throw into other hands the burden of carrying unproductive iavestments. When fancy stocks become much inflated it coats eomethinig handsome in the shape of interes’ to car- ry them, aud holders who can realize a fair profit, generally do £0. It is not only more dangeroas, but more expensive to hold stocks which pay no divi- dexd at high prices, and speculators are now shrewd encugh to make quick turns, and keep their cepital moving. We do not believe in a much greater aggregate Inflation. Certain stocks may, by the force of speculation and internal improvement, reach higher points; but there the expansion must be confined. The most promising stock on the list, beyond all doubt, is Reading Railroad, and those who are disposed to look into the company’s affairs can easily satisfy themselves of its enormous pro- ductiveners. The market has, during the past sixty days, been flooded with stock, in the face of which prices have steadily advanced, and they appear to be most firmly fixed. Its coal business, this year, is likely to be nearly two and a half mil- lions of tona, end ite net earnings beyond all pre- vious calculation. Its gross income on a total cost of $18,000,000 will be nearly as much se the Erie, the total cost of which is nearly thirty-six millions of dollare. Tne finances of the two roads show what the relative market value of the stocks should be, and capitalists are beginning to see the difference between the railroad stocks offered for investment. It is with eorrow that we ‘sunounos the easpen- tion of the firm of Page &Bacoa of Bt. Louis. Their drafts were again dishonored at their agen sy to-day, and the eecond suspension has overtaken the firm at a time when its friends hoped it had regain- ed sufficient strength to sustai ite resumption. The position of affairs in Catifornis, and the protracted suspension of the house of Page, Bacon & Co., of San Francisco, is the principal cause of the relapse of the house in St.Louis. Drafts to a large amounton the San Francis:o house have been sent on here for payment, and so far as the means of the houss here would admit, have been liquidated. This weakened the firm of Page & Bacon, which, with the abssnoa of remittances ot gold, compelled the St. Louis firm to felter sgain in their payments. It will be very @ifficult for this concern to resume again, and we fear the only course left is to go into Kiquidation and close up. It now appeare that the recumption im Febroary last was premature; that it should have been pos‘poned an‘iy return advices had been received from California, #0 that the worst would have been known. What ‘over losses have been incurred by the failure of Page & Bacon, of St, Louis, must be attributed solsly to the breach of faith practiced by a banking house ia this city. We bave no fault to flad with any man’s method of doing business, Any man has a right to redit whom he pleases as much as he pleases; bu’ be has no right, whon he enters into a writtes contract to do a certain thing at a cortain time, to suddenly change his mind and leave the contract unfulfilled. This was the position of Duncan, Sherman & (>., avd Psge.& Bacon, Mr. Sherman had a rigat to refuse Mr. Bacon any turther credit; but when he made @ written agreement with Mr. Aspinwall to extend Page & Bscon’s account to a stipulated amount, be wae guilty of ¢ breach of faith, when he, Without notice, refnsed to perform his written agree ment. There was not much done in any stock, and no one ap- peared to be pressing sales, Tie excitement of the morning board had subsided. The Harlem Railroad Company are in the market for a loanof $750,000, for which second mortgage bonds will be issued, bearing seven per cent interest, with coupons attached, payable in February and August, the principal reimburasblo on the lst oy August, 1864. The proceeds of these bonis will be used, first, to extinguish the floating debt of the company, ad second, to complete the double track to White Plains, and erect some few station houses required along the line of the road. The issue of ponds to pay off a floating debt is a wise and juii- cious measure. It is the intention of the company to close its construction account at the close of the present year. The agitation of the usury question, relative to bonds issued by railroad companies in the differen’ States, bas created considerable excitement and ap- prehersion on the other side of the Atlantic, and nearly every letter in relation to that class of secu- rities alludes to the subject. We give below an ex. tract from a letter dated London, March 9, The writer is evidently alarmed :— I must now advert to a very important subject; and,as being ignorant of the laws of yoar country, 1 shall be obliged for information thereon. There isan opinioa that the perils attending the payment ef the prin- cipal of American railroad bonds is far ee than had been ined, such opinion having been announced by the "Judges of the Superior Court of New York. In consequence, I fear no fresh sums will be obtained in London on railroad mort- gage bonds, If the principal of the bonds from any cause be doubtful or insecure, it would be better to ex: change them for other securities, re such danger does not exist. On this point! should value your opinion, oe which would influence me as to my future course of action. Tn consequence of this feeling among Earopean capi- talists, railroad bonds have lately becn much neglest_ ed, and attention has been turned more to railroad stocks. It is well known that if the plea of usary is pat in sudcessfully to avoid the payment of bonds, that the stock in the repudiating company would be much improved in ectual, as welles in market value, and purchases of stocks have therefore been more freely made since the question of ueury has been agitated. The legislatures of she different States have made every effort to remove this objec. tion to the negotiation of railroad bonds, and we have no doubt but that before the lapse of many years such laws will be adop‘ed as will prévent sa:h a plea being put in under any circumstances There ia a power now that protects holders of rail- toad bonds full as strong as any legislative enact- ment. We alinde to public opinion. That is the best regulator, and must continue in full force so long as honor and honesty guide the actions of men. <A total repes! of the usury laws is out of the question for the present. Representatives from the sural districts cannot, or will not, take a view of the subject comprehensive enough to de- stroy all those prejudices against capitalists which ignorance of the laws of trade is ap’ to create. We cannot expect a total repeal,and must therefore labor for such modifications as are imperatively re- quired. The Legislatare should pass a law probibit- ing the plea of usury being put in to avoid the pay- ment of railroad bonds, by any one or in auy shape. Railroad bonds should be made legal, no matter at what rate of discount they may have been negotiat- ed, and: individual stockholders, or any other party interested in any way, should not be permitted to taint the legality of the-izsue. It appears to us easy enough to do tbis, and remove at once all doubt and distrust rega:ding the security of the millions of dollars invested in these works of iaternal improve ment. The rural members of our Legislatures can have no objections to auch anact. Leave their bonds and mortgages and all other evidences of ix. debtedness, under the government of existing Jaws, if they please, but give us something clear snd con- clasive relative to railroad bonds. We have no fear of repudiation. There is not a railroad company in the country the atockholders of which dare raise the plea of usury to avoid the payment ef any class of indeb‘edness, and holders of these securities need not give themeelves apy uneasiness on that score. Is cannot be denied that in too many of them usury exists, and as the laws now stand, it could besac- cessfully pleaded by stockholders; but nothing of that kind is to be apprehended.
