Wasuiaroy, Feb. 16, 1855. ‘TOE DIPLOMATIC AND CONBULAR REFORM BILL, Mr. Mason, (dem.) of Va., from the Committee on Fo- reign Relations, reported back the House bill remodel- Ling the Diplomatic and Consular system of the United Btates. {TUE PRIVATE CALENDER—THR PRIVATEER GEN, ARMSTRONG, Mr. Wap, (ree soil) of Ohio, moved to take up, from ‘the present point in the calendar, such private bills only as were likely to encounter no objection. Rejected. Mr. Sewarp, (free soil) of N. ¥., moved to commence as above with the beginning of the calendar. Rejected. Agreeably to the motion or Mr. Jonxs (dem.) of Iowa, submitted few days since, the Senate then proceeded to the reconsideration of the vote, wheraby the bill for the relief of the claimaats of the private armed brig General Armstrong was laid on the table. He stat that by agreement between the friends and opponents of the Ait thousand dollars was to be appropriated to the captain officers avd crew o! the Armstrong, instead of the present appropriation, which is for the benefit also of the owners of that vessel The motion to reconsider was then apreed to—yeas, 23; nays, 22; and the bill afterwards laid on the table, by'a vote of yeas, 24; nays, 23. THE COLLINS MSHIPS. ‘The House went iato committee on the Mail Steamer Appropriation bill, Mr, Olds’ amendment, offered yes- terday, being the pend.ng question, Mr. Kener, (whig) of N, O,, advocated the amoudment. He said the elect of withdrawing the additional allow- ence woulll be taeripple the operations of the Collins’ line and give the Cunsrd lie the yietory, and create a most unsatural contlict among our own citizens; Van derbilt, Hanson and others would be contending, while Jobn Bull would stand by, illustrating the fable of the Yion and the unicorn Sghting for the crown, while, h thought, the Cunard line would realize all the adva’ tages of the unnatural contest. The Coliins line has achieved a great triumph over British sitll, and should not be crusied now, when it is about to reap some re- muneration It was no matter of dollars and cents with him, but plighted ‘aith and national pride and honor. He waa the deci’ +d unwave ring advocate of American enterprise and ind against all competition, and especially agaivet { ympetition of our ancient ene my, whose policy bas deen ever to oppress, and whose atilihas always’ enabled them to prossoate that policy with more success than avy other nation, Mr. Breckennincs, (dem.) of Ky., proceeded to show that no breach of plighted faith was i d by the Committee on Ways and Means in repor'. the proviso to give notice to the Ce tion of extra allowance. The Collias line, a: with that of Cunard, receives more than doable bounty In reply to gentlemen who had ssid that the Collins steamers could be converted into war vessels, he pro- Bounced thisan unmitigated bumbog. He ‘examined all the operations of tbe Col'ins Line to show that it had realized a clear profit of $1,600,000 We ought to com ply with our engagemevts and then stop the system, ‘availing curselves of ex'eting stipulations to wituiraw the bounty, Commerce should be free and unfettered Dy goveanment spplisnces, The osean mails ought to be carried by private enterjrise, afterjadverNsing, as other mails are ca: Mr. Cuanprer, (whig) of Pa., (interrupted )—He said cived a statement from the balance sheet of ag aciear loss of 8854000. r. BRECKENRIDGE restimed and caured aletter from . Vanterbilt, to the Postmaster General, to be real, the mail between New rk and Liv- thy, fer $15,000 a trip, to commence sof siguiog the contract. Mr. Collins now received $33,000 a trip, and if the bounty be wita- drawn ho will be restored to $19,250. Mr. Lyon, (ind.) of N. Y., advocateé Mr, Olds’ amenément, eulogisieg the enterprise of Mr. Collias, and denied the steomers, for war purposes, were an un. mitigated Lumbug, as Mr. Bre kenriige bad declare. Mr Vanderbut offered to abanion his project, provided the Collins Company wou!d buy a vessel from him. Mc. Surra, (dem a, said he was authorised to deay say such proposition wasever made. The report yas circulated to excite unjust and unw@trentable pre- judices against Mr Vazderbilt. He appealed to Mr, beeler to ray whether Me, Vanderbilt 13 or is not a gentleman of honor Mr. Wuercen, (cem.) of N. ¥., in response, said he Angw Mr. Vanderbilt to be a mau of the highest honor integrity; andin his judgment there was no man living whe beara that character better than he Mr, Yarra, (en hig) of lil, opposed Mr Olds’ amena- ment, ard said the growing evils of bounties to steamers ought to cease. i, WASHBURN, (whig) of Me, did not view this as a qeesien of bounty, but of payment for services ren- jered the country. Mr, Corr, (dem.) of N. Y., controverted the state- ment from the Post Office Department quoted by Mr. Breckenridge, showing that, es to profits, it was remarka- bly inaccurate, Mr Vanderbilt needed no endorsement from him. Mr. Vanderbilt was one of the abl agers in the world, He had not the least hesit: declare, in his judgment, Mr. Vanderbilt could make Collar go fifty per cemt further than any other man he Ladever seen, Mr. Vanderbilt never pro J to take the place of tne Collins. He wished to get into competi tion with the Cunard line to drive it off. If Mr. Vander- Dilt's proposition was in the shape of the bill he (Cut- ting) would vote for it, but by this the Collins contract could not be affected, as it bas fi He ar- sues generally in support of the Ce The debate wa) continued for some time longet, when ‘Mc.
