FINANCIAL AND COMMERCIAL, MONEY MARKET. Frivay, Jan. 26--6 P, M. ‘The tendency of the market at the first board to Gay was downward. A large majority of the stocks sold st lower prices. Virginia 6’s fell } per ceat; Missouri 6's, 3; Erie Bonds, 1883, 3; Illinois Central Railroad, 4; Canton Co., 4; Nicaragua Transit, j; New York Central Rallroad, 4; Erie Raflrosd, 4; Harlem Raiload, }; Reading Hallroa’, 1; Hudson Railroad, }; Michigan Soathera Riilroad, 2; North- era Indiana Railrosd, 1; NewYork Central Bonds advanced 4 per cent; Panama Rail- read, 4. The buoyancy of yesterday was to> much to be permanent. The inflation of any fancy under the present pressure cannot be otherwise than temporary. The steamer Pacific brought very pacific news, it is true, but we feel that confidence in any immediate amicable adjustmant of difficulties is gradually oozing out. Yesterday the prospect of peace was to many very flattering. To-day all is doubt and distrust again. Tne interests Of different parties naturally give color to their opinion, and due allowance mast be made for tie influence of doliarsand vents. It is a question whe ther a continuance of tha war would not ba more advantegeous to our most important interests thana favorable termination of the negotiations reported to have been re-opened. The war has done ita wors: for us, 1t has compelled us to pay our debia at shorter notice and in shorter time than was found agreeable cr convenient, bu‘ so long as we have paid uo,and hav- ig DO more favors to ask, we have nothing to tear. If ® continuance of the war would prevent our enter- ing upon new indebteduess, we certainly are oppos- ed to peace. If it will keep England and France from meddling with our political affairs, let us have war. If it will give us active markets for breaistuffs st high prices, peace cannot be considered, in a eommercial point of view, at all desirable. Pease would, perhaps, give a temporary impstus to apscuia- tion in fancy stocks, and the bulla are taerefore in favor of the tour points being im nediately accepted, Dealers in provisions, flour and corn are panic sirack at the remotest probability of peace. Cotton brokers are strong for the termination of hostilities, while the Wall street beacs are perfectly indifferent whetber it is peace or war. Toey believe the stock market io all g ing to smash any way, whether we have peace or not, and so they keep cool and feed cut the fancies to the bulls in Jota to suit. The war perty and the peace party are on the whole pretty well balanced. We allude to th»se who look at the matter through their pockets. A large interest is involved in either result, ‘Yhere is a curious rumor afloat in Wall street re- spectirg the indacements which have beea held ou’ to procure subsriptiors to tie origiial seventesa iclition lan of the Ithooie Central Railroad Oom- pany, to thie effect—that a large amount of stock to which the privilege to subscribe was at the same time given, was accompanied by & guarantee that, Guring tbe year 1855 it should be redeemed ata premium of thirty per cent over par ; if this be 99, and it comes in no questionable shape, it is bat ancther instance of the manner in which the inter- ests of those not behind the cur‘ain are sacrificed \* by thore controlling these gigantic concerne. The "probable fate of the holders of the bonds and stock not guaranteed a8 above can easily be imagined. At the second board the market was pretty well tustaized. Cumberland Coal advanced ¥ per cent; Moseouri 6's, 3; Inciana 5's, j. Harlem declined § | per cept. It is reported by certain partica in | the street that foreign capitalists would have ‘ bid largely for the new Erie loan had they known it would have been taken as low as eighty | per cen If they are of the same mind yet, ard have any desire to make such an inves:ment, it oon easily be made upon the terms named. Is would materially relieve our market and individuals i these foreign capitalists would take a couple of mil | Kons of Erie bonds of any iseue. | The transactions at the Aasistant Treasurer's office to-dey were as follows :— $128,788 91 1iest0 37 093 08 es + 2,554,006 52 Mr. Albert H. J. & J: Stuart & Co. intend giving up their present basi- nese to engage in bavking. Neither do they intend @oicg a banking business in connection with that fwey are now following. As importers they have made a large fortune, and they intend sticking to it. ( The warrants entered at the Treasury Dapart- ment, Washington, on the 23d and 24th inst., were as follows: — Fer the redemptio im of stock th rtment.. . The Governor of the State of Illinois, in compli ance with a resolution of the Senate, bas replied in & message, relative to the financial transactions be- tween the Treasury Department and the State Agent. The messege we aunex :— Exxcutive Dep., SPRINGFIELD, Jan. 16, 1855. To THe HONORABLY THE SENATE :— In compliance with the revolution of the Senate, of the 9tu inst., I bave the to communicate to your ho- norable ‘body a report of the account between Julius Wadsworth, as State Agent, and the State of Illinois, giving the amount of money in his hands, as near as can be ascertained without a full adjustment of the account. The difficulty! tabor under in coming at the precise amount is that at all times there are some payments de ferred on account of holders of bonds not calling for their interest, which sums vary very much at different times. If the Senate will authorize the Finaace Com- mittee, or other appropriate committee, to examine a detailed settlement of the account of the State at, made up to the lst of July st, pow in my office, | can ive amore clear view of the whole account. It con- ng ail the vouchers I have of the settlement, being are t many hundred, or I would submit dire:t to the nate. ‘There is now in the hands of the Sate Aieet as ne as I can calculate, about two hundred and thirty thoa- sand dollars, being one hundred and fifty thousand dol- Jars for the amount io be paid as interest due January 1, 1845, and balances applic! on arrears of interest due on former instalments, with amount not drawn, subject to be used on July interest, 1855, T have sent an agent on to New York, who will remain there, if possible, until he gets a report of the precise tituation of said account. As soon as I receive the same I will lay it before the Senate, Amount of interest drawn and paid ove: July 15... September 5 Decem>er 3. Total... steeee does ccnvesiecce ccs cnn voce SSRR 000 Attached are the copies of the’ bonds given’ by Julius Wadsworth as agent of the Sate. I also herewitt en- close a statement of the receipts and Seeates made of the surplus revenue and land funds. The balance, as yer this statement, was the amount in the hands of adsworth & Sheldon on the first day of December, 1854, but may have been in part or whole used in the purchase of bonds before the day of failure. There were no bonds taken in the case of these investments. I hope there will be no loss, Should there be, I pledge myself that as soon as such are known, | will make the amount good to the State. Juliux Wadsworth wan appointed State Agent by Au- gustuaC French, and bonis taken 20tn day of April 848. I feel satisfied that the State will lose nothing by the failure of Julius Wadsworth, as State Agent, as am informed that Wadsworth and Sheldon preferrea this debt. J. A. MATTESON, Accompany ing the above communication the Governor forwarded copies of the bonds of Wadsworth & Sheldon, and Julius Wadsworth, The securities for the latter are orth, Thomas Dyer, F. C, Sherman, rk Skinner all ‘Also accompanying the abo: statements, showing the « rplas ro- venue, and the amount of State ind: btoduess purchasod therewith. The total ind received by the $137,063 82: in- 172.43 ash value, $117,053 Lesving an unexpended balance in the Governor’s hands of $20,000, The amount of land fund drawn by the Governor was $289,652 99; indebtedness purchased therewith, $414,- 578 78—its cash value was $273,267 66; unexpended balance remaining with the Governor, $40,385 53, Total balance of both funds on hand, $30,385 63. In relation to this matte, the Chicago Demoerat of the 22d inst. says:— It will be seen from this communication that the mo ney to meet the payments of interest talling due on the first of January, 1865, was drawa from the treasury at different times, commencing aa early as the 1oth of July, or five months and a half before the payments were to be made: and also, a larger amount than is neces- sary to meet the inte: has been drawn, by something like $60,000. Taking these facta as data, we can arrive at something of an estimate ot what the State Agent makes out of the transaction. The sums drawn by the Governor remained in the hands of the agent as follow prior to the I+t of January 850,000, 53, months; $43, 400, 44 months; $37,000, 3 months; $62,000, say 0%, montba. | oe per month is a very low rate avers, Assuming that Mesars, Wade. worth & Sheldon realized but this from the use of the i PY and we have the foilowing result:— 63; months. $4,125 435 months. 4,005 3°” months. 1,645 0%; months. 620 Total.......... Spear Here we have, at tois low estimate of per centage, the sang sum of ten thousand five hundred and five dollars realized by the State Agent. During all the time, how- ever, money in Wall #treet has been worth from two to wer cent & month. and & porton of it the quota- tions have beea as high as five. And this is the money which the tax payers of Illinois are compelled to pay into the State Treasury in coin, alter paying two per cpnt to convert bank bills for this purpose. Two inquires very naturaily «i reading this document. What necessity for taking the coin from our State Treasury as early as the loth of July to meet eee not due until the Ist of saaeee And second }—Why draw on the 2d of December $52, more than was required to make the January payment, which, as we apeontse mr must remain in the agent's bands until the payment of July, 1855. And now about the security ? One of the gentlemen, whose name is upon the ‘ bond, ’’ has ua that he does not consider himself m in the leant for the delinquency of Mesars Wadsworto & Shelton. ae eee ago. under the administration of Governor French, and he contends that circumstances have transpired to inva lidate it, Among others he mentioned the fact that tue ‘State funds bad been transmitted to and deposited with Wadsworth & and not w th Julius Wadeworth, ae State Agent. The full facts in the case, however, we suppose, will come out soon.
