QBYERAL QUIEP—PROPOSED REDUC" RAILROADS—MINES—3U8I ur advices from Valparaiso are to the 14th ult. Throughout thia republic the greatest quiet prevails in poltical matters. The questicn of subjugating the Aroucan Indians is discussed by the press, and is said to be urgently required. The journals also discuss a pian for a reduction on the export duties] on copper and eilver, the reduction of custom house duties on imports, the construction of railroads with government assist- @ace, and reform in the system of taxation; nothing, hhowover, can be done until Congress meets in June next. ‘The works of the Santiago railroad were progressing. ‘The last dividend of the Copiapo line is stated to be four- teen and a heli percent. Relative to the Conception aad Coquimbo lines no progress has been made, The #tate of the Coquimbo mines is not so flattering as here- éofore, the number of mines vot yielding being conside- rable. From recently published statistics of the commercial business of Chile, it is ascertained that for the first quar- ter of 1864 the foreign importations amounted to $6,398,- 70, which sum, eompared with those of the second q@uarter of 1853, shows a decrease of $2,107. For the eaid first quarter of 1854 the exportations are estimated ‘to have amounted to $6,225,669. Mr. Campbell, the engineer, was to leave Valparaiso within @ short time for the Argentine provinces, to mabe the preliminary surveys, &c., of # line of railroad rom Cordova to Rosario, in Parana. Business during the fortnight in Kho has been on tho average brisk; many vessels arrived with wall selected but not very large cargoes, Cotton, silkeand woollens have experienced no change ‘worth ooting. In linens there has been but little done, ye certain art s are im fair request; in metals no sales have been effected, and prices remain as before. Oils of all kinds are firmand saleable, the markets not being overstocked. In liquors the stock of brandies is netting low, and good brands are saleable; gin scarce vad wanted; all saleable; mone in first hands; claret, in casks of 60 gallons, has been eold at $34, and in cases of 21 to 22 reals. Spanish wines scarce and wanted. In visions rice is abundant and dull; the same may be aia of coffee and American provisions; sugar slightly ad- vanced, In Chile produce, flour has been more inquired far; owing to accounts received from Australia, the price is quoted at $6 a 9625 in Valparaiso, and $3 50a $5 76 deliverable in Conception. Animprovement in the eact cont trade is anticipated. The crops are reported a4 looking well, and it is generally anticipated that prices wil further recede and rule low during the year. Hides aad copper are in constant request, at prices of $12 a $13 for the former, and the latter $21 on shore, equa! to $21 75 4 $21 on board. Nitrate at Iquique has been sold at 18%; reals, at which price more is offered, although eom+ holders ask 19 reals. BOLIVIA. THE REVOLUTIONARY MOVEMENT--A SKIRMISH. From Bolivia our only information is derived through ‘tbe Lima papers, The Repudticano of Ariquipa says that Geaeral Acha, the leader in the new revolutionary move- meat, had taken refuge within the Peruvian territory, haviog been driven there by Belzu ; but later dates from ‘Tacna say that he wax in Corocoro on the 14th (Dec.) acwing the infantry there, to enable him to lead them along with his two regiments of cavalry against La Paz. ‘The same authority states that a part of Belzu's forces engaged a portion of the revolutiouary army on the Altos o€ Tapacari, under General Lanza, in which the former retreated, having had many killed, and among them General Irigoyen. “PERU. PROGRESS OF THR SEVOLUTION—MOVEMENTS OF CAS- TILLA AND ELJAS—EXPECTED DOWNFALL OF ECHE- NIQUE. We hiave received files of the Lima Commercio and He ratdo to the 24th December, Wit for the news from this republic relative to the progress of the revolution under Castilla and Elias, we can only refer to the statements puYlished by the government party in their organs. The Aeraldo of the 25th, in its summary, regrets that it can- not yet announce that the revolution is at an end. Cas- ‘tla waa still within a short distance of Lima, but movexents were unknowns, nor were the government aware by which of the many roads he intended marching on the capital. The government has a force ot 1,000 cavairy, well armed and mounted, and 5,000 infantewy ‘besides eighteen guns in good order. Castilla is said havo almost an equal number of men, but they are not #0 well equipped. By the last accounts he was concen- trating his forces at quilla, a point six or seven feagues distant from Lima. The same journal says, in a pt, that on the morning of the 25th President chenique left Lima to inspect hisarmy, by whom he ‘was reeeived with great enthusiasm. Private accounts received from yas who have just come from Lima @ay that the troops showed no enthusiasm at all, and that Echenique’s downfall was daily expected ' The whole of the South is in the Lands of the revolutionists, aad tie feelings of the majority of the people with them.
