In 1844 the company paid adivi- «= dend of ten per cent, and its stock commanded a premium of thirty per centin the market. The stock now sells at a diacount of sixteen per cent, and the company passed the last dividend. This depreciation has occurred in the face of a steadily in-reasing income. The net profits, however, do hot show @ corr sponding increase. In 1854 they ‘were less iban iu either of the two previous years, and but about eighteen thousand dollars above that of 1848, when the gross income was about three bandred thousand dollars less. The same process is going on with all railroads in the New Evgland States, and will soon commence on those in other sections of the country, of more recent constra:tion. Nearly all the Western raiload companies com menced by paying enormous semi annual diviiends, and the markst value of tueir sto:ks ran razidiy op to high points. The changes we predicted have Deen realized. The dividends which were unearned, have, in soome instances, been cut off entirely, while others have been reduced to very moderate rates, axd the s‘ocks have fallen from a premium ranging from twenty to fifty per cent, to a die count ranging from twenty to thirty per eent below par. Holders of railroad stocks, partic- ularly those of the Western States, have been de- ecived by the declaration of immense stock divi- dende. These dividends, declared parpovely to blind the eyes of stockholders, and to give the companiss eredit, bave run up the capital stock to such figures that now, when no more money caa be borrowed, the payment of ¢ividends has ceased, or is made in Bew issues of stock. The p:ocess of deterioration and depreciation is going on silently and gradaaily, bat effectusly, and, although railroads must con. tinue more or lesa productive, it will ba only to those who make investments in them at vory re- duced prices. The receipts from all sources for the past year amounted to $461,025 45, and the ex- ponditares to $343,818 04, leaving a balance of 9108,107 41, This balance, however, ia subject to warrant) drawn and unpaid, and several specifi: appropriations, amounting in the aggregate to $71,448 46, which would leave the actual balance of $96,658 95. The State debt is only $431,500, ex:la rive of the $250,000 of the Massachusetts land debt, which is redeemable in ten sume of $25,000 each, from 1863 to 1872. The available cash fands of the State are $648,289 36. In addition, the State owas about 2,000,000 acres of land. The increased cost of criminal proseca’ions is attracting ettention, having more than doubled within the rast six years. In 1849 the costs in criminal prosecutions were $14,926 86 ; in 1850, $23,578 66 ; in 1851, $26,877 ;in 1852, $33,366 89; im 1853, $25,333 97; im 1854, $35,649 89. The upper house of the Legislature of Indiana has passed a bill repealing the Free Banking law of that State. The probability is that the lower house will not concur. We do not see any necessity for this precipitate legizlation. The law, as itnow sands, is defective; but itcan be so amended and improved as to answer all the required purposcs. ‘When the Free Banking Jaw was first adopte! in thie State it was very defective, and we had failures innumerable among the new banks. Ins‘ead of re- pealing it, the Leg'slature weut to work and amend- edit from time to time, until it has been made near ly perfect. A convention of the Indisua F.¢c Benke have estabiished an agency at Indianapolis for the redemption of th:ir notes,and this ageacy has classified the banks. Stripes and ticks are dull and heavy. Nothing really new can be noticed im woollen fabrics. The sup- ply is not s very large one, but is ample enough for this season. Cassimeies, cloths and doeskins are in limited request, at feebly-sustained rates There is not mach movement in flannsls, jeaus or Uneeys, which are also quoted languid. The trade in foreign p: oductions is very trifling, and insufficient to enable us to present a detailed notice thereof. The arrivals sre not large, and the stock on the mar_ ket isa moderate one. Holders have no great ia- clk ation to force sales, and are reluctant to mike any further reduction in prices. Thue this brauch of the business stands at present, with little boing done therein, and without any striking symptom of a change for the better. ‘The circular of Mr. Isaac O. Davis, of Cincinnati gives the following review of that market for the week ending Wednesday evening, Jan. 17, 1855:-- The money market continues quiet and unchanged. Currenoy in very scarce, and discounts in a regular way are almost impossible. Borrowers are compelles to de- yend altogether upon outside loans, and at very high rates. First class paper is discounted at from 12 to 24 per cent, and second class, when discounted at all, ranges from 2 to 3 per cent a month, and in rome cases even aigher. There is an evident dispositioa among oar business men to make every exertion, and, if nsessary, submit to sacrifices, for the purposes of meeting ther ities; and we are pleased to notice that but few,com- paratively, have as yet been compelled to yield to the pressure of the times, and stop payment. Aad much credit should be given for the indulgence which has been extended towards each other in these times of flaxneial distrer#, which has become eral throughoaténe land.
