) NO. 14, “FINANCIAL AND COMMERCIAL. MONEY MARKET. P Sunpay, Jan, 14—6 P. M. ‘Tho ehange which hae been realized in the stock masket within the past three weeks, is ove of those ‘meonsistent, extraordinary movements in financial * affairs, go frequently met with in Wall street. Less than sixty days since quotations for stocks, of all Kinds, were very much depressed, and ruled fifteen and twenty per cent below those now current, At that time there were no buyers in the market, and the bears had fall swing. They put out short con- twaete freely, and calculated confidently upon « far- ‘ther fall of ten per cent at Jeast, easy enough. Sud- denly the shipments of specie ceased, and the banks eomméneed accumulating bullion. This arrested the downward course of prices, and both classes of epeculators paused in their operations. The arrival of two or three steamers from California, with large vemittanees of gold, without a ship. ment te Europe, had its effect upon finances, and the stock tharket tock an upward turn. At first thetm- provement was very gradual, and of s very nocer. tain character. Prices fluctuated considerably for & time, but finally the inflation became more @ecided and more permanent, until it bas reached an extent little dreamed of and not war- ranted by the posifion of our financial affairs generally. As the banks accumulated specie, they extended their loans to brokers and not to the mer- eantile classes. Money was loaned freely on call, axd stock speculators therefore took prevedence. The weekly returns exhibited no extension of facili- ‘ties to the commercial commusity; but money be eame easy in Wall strect, and the fancies were rapidly run up in market value. Qocasionilly a failore or two would be reported; but it created no excitement at the stock exchange, and was only the talk of a day or two even among those who sufiered meat. Outside of Wall street a different state of things exists, There has been no let up among the mer- chants. The pressure stil! bears heavily upon those ‘engaged in trade; and although numerous heavy failures have been reported among the jobbers, im- porters and commission houses, not one half of the @istrees and embarrassments have reached tha public eye orear. There is hardly a mercantile house of apy mognitade in the city which has not been com: pelled to get an extenaion with the hope of avoiding actual suspension. Scores of failures have occurred which bayenot been heard of or known out of the etrele immediately interested, and it is utterly im- pessible to form a correct idea of the extent and in- Aensity of the revulsion which now overspreada the country. Compremises have been the order of the day, and no one refuses accommodation, because every one is more or less in want of similar favors, All here wanted more time to realize on their resources, and it has been very generally granted. The moat important question now is, what is going to be the reault of aj] this postponement; of this putting off to nome future time the evils which at firat pressed ee heavily upon the trailing community? The fear ,& that they have not been lesxened or reduced by the extension; that the shock to credit and confi. Gence by the nos payment of obligations at maturity produce, must embarrasses future operations, and 80 impairs the market value of available assets as to only plunge thoge resorting to such an alternative etill deeper into difficulties, and make their ultimate sus free & mattter of certainty. Al! this mast soon determined. The next six months will settle all these pointe, That there wilt be in all parts of the eonntry failures from time to time reported, we Dave not the slightest doubt. It mast not be sup. posed fer a moment, because faney stocks in Waly street are inflated at the rate of one and two per | @ent per day, that the revulsion is past, that the extiavagance and overixadiog of the previous eight or ten years have beon liquidated by e:oaomy and curtailment; but, on the contrary, we mus’ be grepared for a long period of dep:ession, and a gra- dual, very gradual recovery. The presont movement atthe stock exchange is entirely spasmodic, a adr} of galvanic action on the part of a clique of specula- tors, who have for the time aid aod comfort from the banks to an unlimited extent. ‘fo go from the haunte of stock speculators into the counting rooms of the business clases, is like going from Broadway at midday, when filled with fashion, down into the Pointe, where distress and want meets one on every side. ihe banks are encouraging all the specalation jm stocks now going on. Taey are loaning freely ‘om the fancies at moderate margins, ard are by no meeans particular in the eecurity offered, so long ss Ws hes evens temporary market vaiue. Sixty days hemece the brokers may not be able to get one dollar from there banking icstitationa which are now #0 see and liberal in their offers. By or before that imo these banks may refuse to discount the paper auy merchant who may have ever bought or gold lancy stocks. This they have done before, and Joudtless will do again. It is all sunshine now wmong stock speculators for a rise. It cannot con- fiane long while the great interests of the country we so much depressod, and when the reaction ymes it will sweep away the fine visions of those who have been led into the movement. , The effects of the financial convulsion of the past year has been more disastrous upon railroads and iM those connected with them than upon any other dustry of the country. Up to the cione of 1853 fhe railroad mania continued with immense force, New lines were projected daily, and tho Western pountry was the principal theatre of operations. Auction sales of bonds took place three or four fimea a week in the rotunda of the Exchange, and of dollara worth of isilread bonds were yorked off under the hammer, at any price. The object was to sell. It was so easy to mazufacture fhe securities that no sacrifice deterred the origina’ fore from realizing. After the creait of the numer- ove companies had been stretched to ite utmost, the bonds of citier, counties, towns and villages were and pressed forward for eale. Financiers were sent to Burope to raise loans to purchase iron ponds, and for a timo it was easy enough to ne- gociste loans upon pretty fair terms. Bonds were jeened for everything, and given out in payment for jeverything. Capitaliste, brokers, speculators and cont: actors were allinvolved in the same movement. ‘Every one was filled up with railroad bonds, and securities formed a pretty good paper cur lveney among the moneyod men of the day. Private houses were established in this and other eties, for the purpose of negotiating railroad bonds stock, and it was really astonishing to sve with bat rapidity @ raiiroad would be projected and put the course of financlering. The fll ef 1863 was the maximum point in this mania. At that time Schnyler waa in the full tide of opera tlep, and was, in fact, the railroad king of the United States. Credits up to that time bad been 29 inflated, and so many auxiliaries had been drawn into the expansion, that it became dif- to carry it much further. Nothing new in the projects of day at thet time had trane- to destroy confidence. The pubic continued leok apon them in a favorable light; but it be more ¢ifficult to negoctate loans, and the sales of bonds were not fo easily made, & QL. Behuyler, contractors and specula- 2,000,000 Robert; 3,000,000 ease i. , ‘This list comprises the principal failures in this city of houses which have been extensively engaged in negotiating loans for, and in loaning money to, western railroad ‘Most of these concerns extended their credit #0 far , and become responsible for such en amount, that when stringeut times were Upon them it was found impossible to go threugh Of the total amount named above, sbout four mil- Yons were losses from frands. With the exception of Schuyler and the Parker Vein Co., the liabilities have all been honestly and honorably created, and the parties concerned have preserved their integrity and position. Had Schuyler stopped payment in Octo ber,l 853, he probably would not have been guilty of the fraads afterwards practised. In his efforts to extricate himelf from the embarrassments growing out of his coutracts, &c., he ¢ommltted tho crime which has stamped his name with eternal infamy. All the other failures have been caused directly by entanglements with railrosds in Illinois, Indiana, Obio and Pennsylvania. The Illinois Central, Gale- na and Chicago, Illinois Great Wes‘era, Ohio and Mississippi, are the principal lines which have proved so disastrous to all who have had anything to do with them. A few years since a railroad mania, similar to that which we sre just emerging from, overspread Great Britain. It seized hold upon all classes, and for the time absorbed every other intarest. Parlia” ment was beset with hungry applicants for charters, It was impossible to supply the demand. Noarly every member of the House of Commons was direct- ly intereated in some project, aud the greatest rivalry prevailed among the respective lines. Fora time this expansion went on at a rapii rate, and no one ecemed to anticipate a change. It was a new thing entirely, and it was the general impreasion that rail. reads could not be multiplied too fast. The whole United Kingdom became involved in the specala- tion. Capital was withdrawn from every other branch of industry, and no sacrifirs considered too great to raige means to purchase some favorite rail. road stock. All things have an ead, and so had this mania, A sudden collapse opened the eyes of the commanity. The diftereat works did not prove a productive as anticipated, and the operations of Hudson, the railroad king of Eogiaud, produced as great a partic as those of Schuyler, the rail- road king of America, The bubble buert in both countries from the samo cause. Years of depression, followed the railroad collapse on the other side of the Atlantic, during which few new lines were constructed; but the old ones were con. solidsted, strengthened, improved, economized, and operated with more experience and judgment. The recult has been a recovery ia this important interest, anda gradual retarn of public confidence to such investments. Rgilroads are now considered in Great Britain among the most solid aud substantial pro: perties of the age. It will ultimately be jast a0 bere. We must pass through the same purging, depleting, purifying process. Our railroads are fixed facts. 1+ mattera notmow how many have boea Tuined in their construciion. Thoso completed mast be cperated; thoee unfinishe2 must be flaished; those which are unproductive must, es the country grows and population increases, become productive, and ‘the time willoome when they will command attea- tion as investments. At preseat all is chaos aad confusion ia railroad matters; but we must look into the future. A tew years bring about wonderfal re. sults in oor progress, and if we can only stay the operationa of speculators long enong to recuperate a little, we can stand another siege, jast like tha we have just undergone, without capiculating. We understand that the house of Page, Bacon & Co., of San Francisco, will not bs compeiled to au pend on account of the failure of Page & Ba:on, of St. Louis, All the drafts of Page, Bacon & Co. will be paid, and all tse deposits at San Francisco will be paid on demand, in builion. We see by the letter of Mr. Bacon to the committee of St. Louis mar- chante, dated Saturday, that itis his iatentioato make a statement of the facts connected wit the suspersion of his house. It is due to the public and his many friends, who believe tha: he has not been fairly dealt with. The Manchester Print Works (Manchester, N. H.) have de-lared 9 dividend of three per cent, payable Jan. 20, being their first dividend since January, 1852. The Boston stock market was improving. Maine railroad stock was held at 100); Western, 90); Fitchburg, 784; Od Colony, 72; Providence, 63}; Lowell, 69; Eastern, 49; Vermont and M assachu- ectts, 103; Ogdensburg, 4; Central; 24; Central Bonds, 40; Ogdensburg Bonds, 50}, and Rutland, 53, Bank atocks were in better demand. « The total value of the foreign exports from Balti- more for the week ending on Thursday, the Lith instant, amounted to $240,051, The export of breadstufts for the week comprised 5,194 barrels of flour, 1,110 barrels of corn meal, 4,125 bashola of corn, and 200 barrels of rye flour. Among the ex- ports were 2,000 tierces of beef, 1,075 barrels and tierees of pork, 1,156 bales of singed bacon. 619 boxes of short middles, and 63 hogaheads of tobac. co, to London, and 579 tons guano to Barbadoer. There has been but little doing in the coal trans- portation bueiness in the Cumberland region, for several weeks. The eastern markets are pretty well supplied, and, a8 & consequence, there is a falling off in the demand. Daring the week ending Satur. dey, the 6th instant, the Cumberland and Pennsyl- vania Railroad brought down 495 tons, and the George’s Ureek Coal and Iron Company's Railroad carried down 2,355.07 tons, making a total for the week of 2,880.07 tons. The following is a copy of the bill reJative to usury, of which Mr. Aitken gave notive in the As eembly of this Btate on Friday last:— Section 1. No promi note, er bill of exchange, whetber accommodation or business paper, shall be void by reason of any paying, or receiving or ‘agreement to pay or allow such rate of interest as the parties may gree upon, ided the time to run of such prominso- ry note or bill of exchange shall not exceed six months, Bec, 2. Whenever in ant brought on such pro- mnissory note or bill of exchange, tt she! ee upon a pleading and proof in the action to that effect, that a Greater rate o interest has been directly or indirestly en or received than seven per cent per annum, aod at that rate for a longer or shorter time, the defendant ehall recover his full costa, and the plaintiff shall recover and be entitled to the principal, and no more. This act ehall take effect immediately. The Cincinnatti Gazette makes the following startitpg announcement :-~ ‘The most startling discovery of the age is that by which & dank note or other writing or engraving i copied to such perfection a9 to defy the best juices. Last week a photographist copied a note of the 8! Bank of Ohio, and the spurious bill was presented t, and received at genuine by three of the mont experienced bank tellers in the city, and even after being told that it wns mot genuine they contended that it was good. Unless this discovery can be overcome, confidence in bank notes will be destroyed.
