At six o'clock last evening, the gentlemen having charge of ‘this "black roll were busily engaged in arranging the matter furnished during the day, for transmission to the parties accused and the inspection of his Honor. ‘The list of complaints for yes‘erday extended to six pages of the size of large ledger paper. There wore a great number relative to the filthy condition of the streets, holes in the sidewalks, lumbering the sidewalks, ‘and other matters, which will be found in the reports o the Captains of Police.— We extract the following fotes from Mayor Wood's kim Poprokers in Wall street complained of for blocking up the street with merchandise tor the past two years. ‘A Indy complains of her husband for ill treatment. Officer Smith, Sixteenth district, reports holes in the sidewalk m Eighth avenue, opposite to Nos. 163, 155, 203, 263, 243, 186, 161, 180 and 182, Obicer Eider reports sidewalk on south side of Twenty- second street, east of Seventh avenue, to be in a very bad condition. The lower part of Fifteenth ward is encumbered with ashes. ‘The culvert of No. 94 Fourth street is broken and in a dangerous condition. The cover is off the sower at No. 96 Bowery. There is a hole in Amity street, between Mercer street and Broadway, ‘There is an intolerable nuisance in the street opposite to No. 240 Sixth avenue, in consequence of some persons emptying filth there. Thas part of the avenue not clean- ed jor months. Captain Haggerty reports the Seventh ward in a disty and Althy condition. Every atreet in the Fourth ward reported as filthy or dirty. "A hole in street corner of South and Catherine streets. LAMPS NOT LIT—FILTHY OR BROKEN. Two in Stanton street, between Orchard and Clinton streets, not lit, Qne near Norfolk street, broken. The lamps in Stantor and the cross streets, from Allen to Clinton streets are in very dirty condition, Lamps in Second and Third streets, between avenues A and 8, are also in a filthy condition, Lamps in front of 137 William street, and 64 Nassau, not lighted. Lamps opposite 201 Weat Twenty-third’ street, and 220 Ninth ayenue, not lighted; also three lamps in Bighteeuth leet, between Seventh and Fighth avenues. Organization of the Board for the Yoar 1855... ‘The Board of Education met last evening for the pur- pose of organizing for the current year. Tho members of the Board were called to order by the Clerk. On motion of Mr. SixcLam, Mr. Phillips was appointed President pro tem., for which he briefly returned thanks, ‘The Clerk then read the names of the members of the Board, already published in the Henan, and thefollow- ing certificate of Richard B. Connolly, County Olerk :— lerhs Office, and County of New York.—I certi that the F-eosh ie fron contains the names of the Gon, missioners of Common Schools, who were elected at the eneral election, held on the 8t!: day of November, A. D. 854, In testimony whereof I have hereunto affixed my hand and official seal, RICHARD B. CONNOLLY, Clerk. ‘THE CONTESTED ELECTION OF THE FOURTH WARD, Mr. Hmnarp drew the attention of the Board to the. fact that there were three members returned for the Fourth ward, (Messrs, MoCarthy, Ridden and Day,) while the law restricted the number to two. Mr. Green moved to refer the question of this con, tested election to a special cornmittee of three, Mr, McCartay, one of the gentlemen nominated to the Fourth ward, was averse to being sent before a com- mittee. He had received as many votes as all his. sppo- nents together, and he hoped that the members of the Beard would not permit a fraud on the elective fran- chise to be practiced because the Inspector of Elections had made a mistake. He had received votes—600 more than Mr, Day received, and if the ‘gentleman contested bis seat be would like to hear him say ao. Mr. Rurmxkrorp moved, im amendment to the motion of Mr, Green, that Mr, McCarthy, as recipient of the largest number of votes, be dectared elected, : Mr, Smirn thought that the matter had better be re- ferred to the Committee on Elections and Qualifications. It did not seem to him clear that beoause Judge Mc- Carthy had apparently the majority of votes the should therefore be necessarily elected, Mr, MoCioskey moved also, in amendment, that the | Commissioners returned from she Fourth ward, by the | County Clerk, as having the largest number of votes, be declared entitled to their seats. Our schools are numerous, at for the most part well attended, aad under good manage. ment and instruction, They are not now, as in years past, attended almost exclusively by the children of those in indigent circumstances, but the youth of our city, both rich and poor, are, toa great extent, gathered daily within the same building to receive their portion of fostruction from the same fountaia. Let frugality characterize the provision which we. make for their in tellectual support. Let us not famper the mind with ‘upsubetantial and luxurious accomplishments, while the food necessary to nourish and strengthen the intel- lect is withheld. Let the provision be abundant, bat wholesome—rather solid than spurious, such as willin due time bring the child ip good nealth to the fullness of manhood. Ihave used the word frugsiny: but let me not be considered ag a friend to parsimony, which by stinting the means to Dé used, frustrates in a vast degree the efforts put forth for the attainment of the beneficial end, I would, however, recommend that | prudent and judicious’ economy’ which is opposed to prodigal waste and useless extravagance—an economy which husbands its resoarces—imposes no unnecessary burden upon the tux-payer, and sets aa example of careful moderation to thos? to Whom we are bound to be good exemplors, while wo are providing for | them proper instruction. At the close of {he past yeat the Board of Evucation found themselves deficient sa funds to meet the claims of those to whom they had contracted indebtedness, The cause of the deficiency it is not necessary for me now to state—it will be found set forth in a very able report of a commitice appointed to moke application to the proper authorities for relief. J would, however, recommend that this year our fluan- ciat accounts be so kept that we may have constantly vefore our eyes the amount applicable to every object set forth in the aunual estimate of the Board of Euca- tien, and that we in no case permit a trespass of one object upon another until we pre satisfed beyond a | peradventure that there is a surplus to the credit of the | account sought to be drawn upon. In this, and in no | other way, shall we be able to confine our expenditures within the means of the estimate for the year. In thanking you again foz the mark of your confidence and | esteem which you have conferred upon me, let me ex- press a hope that, with the help of that omnipotent God whose name we so solemnly invoked when taking our oath of office, we may each one of us be duly im- pressed with the rent responsibility of his position, and faithfully discharge the high duties which he has called on us vo perform. Coroner O'Donnell held an inquest on Tuesday after- noon, at the house No, 70 West Twentieth street, upon the body of William Dunn, the engineer emyloyed in the carpenter shop of Mr. Stevens, in Twenty-first street, which was entirely destroyed a few days ago by the ex- plosion of the boiler, From the evidence of the wife of the deceased, it appeared that on the Saturday previous to the explosion deceased remarked that the boiler was in an unsafe condition, and that the patch lately put on it was not done in a perfect manner; while on the other hand the engineer that put se boiler in this shop tes- tifled that by the advice of Mr. Stevens, he went to the West street foundry and ordered one to be made that would carry one hunilred pounds of steam, After it was made he inspected it carefully, and as far as he could judge it was well calculated to answer the work required, 1@ boiler was required to have been made of the very best materials, He also testified that some time ago ® crack in the boiler was discovered, which was patched, and made, in bis opinion, perfectly safe, pro- vided enovgh of water would be always kept in the boiler.
