From Albany. GOVERNOR CLARK’S MESSAGE. ALBANY, Dec. 30, 1854. ‘We understand that the Governor elect has not yet decided as to the propriety of allowing his forthcoming message to go out of the city in advance of its delivery tothejLegislature. It is quite probable, however, that Governor Clark will adopt the same course as has been adopted by his predecessors for several years past, and take measures to have his message delivered simulta- weously to the public of New York and Albany. Message of the Governor of Missouri. . Sr. Lovis, Dec. 28, 1854. ‘The message of Governor Price, of this State, was sent into the Legislature yesterday. It shows that the bal-. ance in the treasury on the Ist of October last was $235,000. No reduction of taxes is recommended, but ‘the Governor advises the application of the surplus to the redemption of the outstanding debts of the State. «He recommends the extension of the charter of the Bank ef Missouri, and the increase of its capital to $5,000,000; recommends authorizing the nullification of the branches of the bank; favors additional aid to railroads now in course of construction, and deprecates new schemes till ‘those projected are completed; advises that, instead of setting apart a portion of the revenue of the State for the support of schools, s special tax be collected. In connection with a hope that the railroad to the Pacific will pass through Missouri, the Governor expresses the pinion that a mail and telegraph line could be establish- ed from St. Louis to San Francisco, so that a letter mail ‘might be conveyed between the two points in from sev- enteen to twenty days, at about one-half the present evatract prige, while a telegraph would bring us in hourly communication with our Pacific neighbors. Captain Burdett was accom- panied by his wife and a crew of seven persons. ‘The pressure in our money market this week has been Jess severe, and there are various features in monetary affairs favorable to an easier condition of things for the future. Th the Court of Common Pleas at Dedham, yesterday, Wm. Henry Moore, a brakeman, plead guilty of robbing packages in the baggage car of the Boston and Provi- @ence Railroad. It was discovered that he had stolen seven hundred dollars worth of property. Counterfeit ten dollar bills on the Merchapts’ Bank, of Newburyport, are now in circulation here. ‘The first regular passenger train over the Boston and New York Central Railroad, from Norwich, arrived here this evening, in charge of Geo. Lovis, Esq., conductor. A large crowd was in waiting to welcome it. Louis. Railroad velebration. OPENING OF THE BLACK RIVER AND UTICA RAILROAD. Unica, Dec. 30, 1854. The Black River and Utica Railroad was opened for the Grst section of sixteen miles, from Utica to Trenton, to- day. The contractors, Messrs. Farwell, Case, Lund & Co., invited the directors and stockholders of the roadto anexcursion, anda great number of them accepted of their invitation. At the villages along the line where the stopped, it was received by the firing of cannon ‘and other demonstrations of rejoicing. When the excur- alonists arrived at Trenton a collation was prepared for them, at which many speeches were delivered and toasts offered. Among the speakers were the Hon. J. A. Spen- eer, and J. Benedict, Esq., of this city, C. Storrs, Jr., of Lewis county, and others. The work on the sections farther north is eing prosecuted with energy and vigor.
