of Mr. Gibson, aud! do not deem ince, neveaeary to ter into further arguments on subject, though I must be permitted to o! e that which your last note bases the re- jesty’s government, appears to me quite as inadmissible as that contained im your former communications. Walter M. Gibson, an American citizen, sailing under Susuiy fnprinoned and despofodof hs property by the oned and despo' roperty, by the authorities of the Netherlands India, eal ep rightful elaim for indemnity is wholly refused by you, it now only remains ‘or my government to take such measures for the enforcement of Mr. Gibsvn’s claim as it may deem fit aud proper in the premises. AUGUSTE BELMONT, CAPT. GIBSON TO MR. MARCY. ‘Wasinxarox, Nov. 11, 1954. ten. | application for the intervention of the go- v upon a claim of indemnity against the Dutch government, having been favorably cousidered, and the means of amicable adjustment being exhausted without a succeasful issue, I am constraincd to urge a resort upon the part of the government to the only means re maining for enforcing the just demands that are the subject of that application. Tam fully sencible that, while it is the first daty of @ nation to protect its citizens, and to redress their big ape niin by i = roe met ig by foreign potentates or subjects, yet the appeal of the citizen to the arms of his country, is the most solema, as it should rightfully be the last effort to obtuin re- dress. Impressed with the belief, founded upon the fagfs of history, that the government of my country is the foremost to recognize and enforce the citizens, I feel that no argument or incenti ing to secure its aid ina justcause. Yet, when I co: sinc tha aatare of the means which, in the last resort, nations must employ to enforce their just demands, it seems appropriate that the appeal of the citizen should be solemuly recorded, and the necessity and justice of its allowance made manifest. Oe ee eis While these considerations furnish mo argument for 4 resort to belligerent means, they justify a confidence, that the interests of our nation wil: sustain no loss, ani ita honor no diminution, from so solemn an act of justice. WALTER M. GIBSON. FINANCIAL AND COMMERCIAL. MONEY MARKET. Monpay, Dec. 25—6 P.M The business portions of the city were nearly de -serted to-day. We have aeldom known Christmas more geueraily observed. The cause of this is pro- bably the dullness of trade for the season, and the relief to the miads of all classesa day of festivity produces. The banks were closed, the Board of Brokers and the Custom House cl-sed; stock speca- Jators were away enjoying themselves in different ‘ways; capitalists attending church, aud clerks visit- ing oyster cellara; all seemed to be devoting them- selves to those thingy best calculated to aitract their minds from the troubles and anxieties of their daily Occupations. No doubt the masses succeeded in catering for themselves satisfactorily. These holi- days deraz ge business matters very mush, but we suppose they are servicable to the working classes. From the 23d of December to the 2d of January we have five business days and four holidays—enough to give all a surfeit of amusement and feasting. After that we shall be comparatively free from un- usual interruptions and all kinds of employment will go om naturally, and we hope prosperoualy, for several months. 5 Weare without anything of a financial or com- mercial character to report. Those interested in European affairs, politically or commercially, have nad sufficient time to digest the advices brought by steamships Washington and America; and we shall probably see the effect immediately upom the open- ing of the markets. The news is considered favor- able, but it is eur opinion that it will be neutralized entirely by the unfavorable character of our bank returns. Much disappointment has, no doubt, been eaused in financial cireles by the report relative to the banka’ supply of specie. An increase of fall one million of dollars was confidently looked for. The stock market should, in the natural course of things, be depressed upon the opening by these influences, but we should not be surprised to see the reverse. A general advance in prices would not astonish us. The Soutiern Michigan and Northern Indiana Railroad Company have declared « semi-annual di- vidend of five per cent (payableinstock.) The regular four per cent semi-annual interest of four per cems on the Construction stock will be paid in eash. The steamship North Ster, at this fron Aspinwall, brings one week later intelli, from California, and one million eight handred and fifty dollars in gold and gold dust. Of this specie $360,701 is for European account. The steamship Bonors, at Panama for San Francisco, brought down $1,851,375 56 in gold and gold dust. The commer- cial advices continue favorable, and the mining ac- eounts satisfactory. Our dates from San Francisco are to the let ifst. z The Governor of Iowa, in his message to the Le- gislature of that State, expresses his gratification at the highly prosperous condition of the State. The receipts into the State Treasury during the fiscal year ending Oct. 31, 1854, amounted to $125,- 462 67, of which $10,515 70 were received from sales of Saline lands. The payments during the year amounted to $118,542 90, leaving a balance on and at the ologe of the fiscal year of $15,522 22, in- cluding $8,602 80, the balance on hand at the com- mencement of the fiscal year. The funded debt of the State at the commencement of the year was only $79,796 76, of which $16,442 05 was redeemed last May, leaving outstanding $63,353 70, which ‘will be payable in 1856, 57 and ’59. The Governor urges the probibition of all bank notes under $10, and cautions the Legislature against granting un- necessary bank charters. The Recelver appointed by the Fayette (Ky.) Circuit Court, to take charge of the effects of the Maysville and Lexington Railroad Company, pro- ceeded to the execution of his trust on Monday last, and on the following day eased that portion of the road between Paris and Lexington to the Coving- fon and Lexington Railroad Company. The extent of the lease is eighteen months, the sum paid $1,250 per month; the first five months’ rent vo be expend- ed in puttirg the read in perfect running order, The City and Union Banks of Illinois have had their bills protested for nou-redemption, and the evidences of protest forwaried to Spriagfield for the purpose of having them wound up in the man ner and form contemplated by law. The Columbia Insurance Compaxy of South Caro lina has suspended. Resolved. That s committee of three stockholders (other than directors) be appointed to examine into the affairs of said company, and report to an adjourned meeting of the stockholders, to be held on the second Monday of January next, a plan for the final settlement ef the affairs of said company. The British Board of Trade returns for the month ending the 5th of November have been published, and again show s diminution of exports as compar. ed with the corresponding month of 1853, the fall- ing off being £593,158. Looking, however, at the inflation of the shipping business which prevailed at this time last year, and which caused the return on that occasion to exhibit the extraordinary in- crease Of £1,312,360, this reduction is not greater than might have been anticipated, even if nothing had ocourted to check the ordinary activity of commerce. Contrasted with the same month of the year before last, when the country was considered in a state of unprecedented prosperity, the present figures exhibit an augmentation of £719,202. They show, likewise, that the contraction which has been going on during the past few months can be at- tributed to the war only ina very limited degree, sinee it is in articles suitable for the American and Australian matketa that the principal stagnation has been feit. ’ ‘ The following from a correspondent in Washing: ton, N.C, dated the 20th inst., shows that tho reports which have been im circulation relative to certain banks in tet Stote, are aafouaded and an- true:—— 4 An infamous slander baving gone the rounds in north cen vapers, apecialty ia Baltimore ‘and New York, inating no doubt smongs' for yur be on im the notes of several bank in this tate, permit me to say, so far as regards the Bank of Washington, ampere infamous falschood ceuld not have been got up. This Bank has been in operation about three anda half years—the stockholders, who are mos'ly wealthy men, are bound for the redemption of the notes —the bank has never, up to this day, refused te pay its notes in specie or northern checks at the option of the presenter of the notes, by gienieg * fi for north- ern exchange when preferred—t has always been prepared to do this every day simce it commenced business, js now, and will be as as it is under the management of such a president and directors a: have the control—the bank never has been in sounder condition than at present, having just declared a semi- annual dividend of five per cent, payable on the lst of January, 1865, with a very handsome surplus retained, and I believe bo" tement will hold good in re- rd to the Banks of Fayetteville, Wadesboro and the wmercial Bank of Wilmington.
