FINANCIAL AND COMMERCIAL. wee MONEY MARKET. Tuvnapsy, Nov. 9—6 P. M "Mere was a regular stampede among the fancies in ‘Wa street to-day. A perfect panic seived upon boliers, ‘and a great dosire was manifested to sell, even'at the de- prociation. There were transactions on time, both buy- ‘ex's and seller’s option, notwithstanding the rapid de- eline in prices. At the first board, Kentucky 6’s fell off 4 per cent; Minois Central Bonds, 2; New York Central Bends, 4; Delaware and Hudson, %; Canton Company, ‘4; Nicaragua Transit, %; Cumberland Coal, 4; New York Central Railroad, %; Michigan Central Railroad, 4; Northern Indiana Railroad, 1; Erie Railroad,-14; Harlem, 3; Reading Railroad, 1, A very large quantity of stock changed hands at our quotations. Illinois Cen- tral Bonds were freely offered in the face of a deprectn- tion of two per cent. There appear to be great appre- hensions relative to the future course of prices for stocks generally. At the second board there was a slight xeaction, as might have been expected afta such &® great and rapid decline. Erie Railroad went =p % per cent; Reading Ratroad, 4; Nicaragua Tram+it, \; Cumberland, 4. There seems to be me end to disasters in the financial ‘and com- mercial world. From every direction we are continually veeeiving accounts of failures of banks, banking houses and mercantile firms, The banks throughout the entire West appear to be in a state of insolvency, and upon the eve of a suspension. We know not what may come next. ‘They will create a greater panic than yet realized, and all are afraid to enter into any movements, fearfal some- thing may occur to upset the best and closest calcula- tions. The general disposition ig to keep quiet and wait patiently for the end. The time is coming fast when it will be perfectly safe to buy any stock on thelist. Prices must, at the rate of depreciation realized within the past month or 86, ultimately become so much reduced ‘That all speculators will be buyers, and then the upward von must be rapid. We must havea great change in money matters before outsiders can buy at any price. ‘They must get the means from some soume to Duy even at reduced rates, The probability, ‘which t= daily becoming strengthened, that some com- gpanies will pass their dividends, and {hat others, eontemplating the announcement of dividends, will not @0 so, has undoubtedly had an unfavorable influence ‘upon prices, and may depreviate the securities alluded to still farther; but a depression from such causes can de but temporary, and in the end may prove advan- tageous. We bave no doubt many will be disappointed, and that many may be forced to realize on the principal 4m the absence of dividends; but it is the wisest course ‘the managers of the companies referred to could, under the circumstances, pursue, and the end justifies the means used for its accomplishment. In times like these, all human calculations fail. A few daysin such an event- ful period changes completely the complexion of mat- ters, and all our hopes and anticipations suddenly disap- spear, Jeaving us all in the midst of doubt and uncertain- ty. A few days since we began to feel as though the worst was over—as though we bad passed through the severity of the pressure, and only required time to recu- perate and husband our resources; but it seems we were @ little premature in our reckonings —that ‘here was still a lower depth before we found bottom. The mutterings of the convulsion we heard a week or ‘two since, in the West, |. commenced again with in- ereased force, and prebely will burst forth and sweep ever that entire section of country. Tho banking sys- tema of several States in that region are in a wretched eondition. It is reported that thore is not a solvent bank im Indiana, and we have several bank suspensions in @hio to record. The Miami Valley Bank, of Dayton; the anal Bank, of Cleveland, and the Bank of Circleville, heave all stopped. Nearly half a dozen banking firms of Gincinnati have failed, and the panic appears to be spreading in all directions from that city. Several. fail- ‘ures have also been reported at Buffalo. These suspen- wions will throw upon the market a large amount of pub- Tae securities, and great, sacrifiggs must be made. We twastafew days will suffice to clear up the excitement and enable people to take a calmer, cooler view of mat- ‘ters. After the adjournment of the board the following sales of bonds and stocks were made at auction by A. H. We understand that the bills of the Woodbury Bank ‘ave no longer taken by the Suffolk Bank of Boston. ‘The warrants entered at the Treasury Department, ‘Washington, on the 7th inst., were:— Bor the redemption of stocks. ying other treasury debts. Bor tne customs, Toseone into the treasury from’ lands Wovered into the treasury from customs. Wovered into the treasury from reset 5 «$14,498 83 sources .. 1,863 75 For the War Depar 21,225 08 For the Navy Departiue 5,000 00 Bor the Interior Department. 15,388 86 We believe that the Illinois Central Ra‘! oad Comp: 4s the first which has come witltin gunsho. of its orlzi- nal estimates of cost. It has done so, however, in face ef a combination of adverse circumstances which are meldom to be encountered. The original estimate was 916,500,000, by Col. Mason, in 1852, This estimate was Dased upon responsible.contracts when wages were rea- wonsble, and on the purchase of the iron at a very low fignre. The company therefore issued $17,000,000 of Bonds, secured on 2,000,000 acres of land, in addition to the road to be built by the bonds, The work pro- gresred within the estimates of time and cost up to the autumn of 1853, when wages had risen for laborers 25 per cent—say from $1 to $125 per day—under the general railroad excitement. It is obvious that where ten thousand men are employed that such an advance was formidable. It caused the failure of many contrac- ‘tors, compelling the company to make new contracts at ‘the advanced rates. This item alone would have incréased ‘the cost one to one’and a half millions, if no other dif- Meulties had oceurred; but early this summer the ebolera caused a stampede among the laborers, making H still more costly to keep labor employed. At the game time, the great panic in all railrond securities Pook place, rendering it next to impossible to raise amoney on such securities, The company had, however, another resource, its land&, but bere arose a new diff- sulty in the loss of crops, which made it difficult to vel! Jand unless at a sacrifice. To put the 495,000 acres of Jand at the disposal of the company, independent of the 2,000,000 acres in trust to secure the bonds, on the mar. ket at that juncture, was to make a great sacrifice, The eompany had promised that no more bonds should be ismucd. Under these circumstances the gentlemen who eowposd the company put their hands in their own pockets to pay the dillerence, assessing the stock $10 per share, and have now called for $5 more, making 15 per cent, say $2,000,000, which makes good the con- tingencies that have arisen; Grst, from railroad specu Jation; second, from cholera; third, from railroad con valsion; fourth, from crop-frilures. Under all these for midable difficulties the track has steadily stretched its Tength, meeting given points in the given time, and promptly forming promised connections involving an expenditure of $4,200,000 since July. The whole road ‘will by January 15, 1855, be in full operation, with the excoption of the connection of the Chicago branch with the main stem, which will be some months later. To do this they have not had reeourse to any modern fimancial expedient, nor have they accumulated an un- wieldly ‘floating debt,” nor have they sacrificed their Iand; but they bave assessed thelr own stock, thys in- creasing the security of the bonds by the expendi(ire pon the road of $2,000,000 more than their procecls, ithe same time retaining the land for the benefit of fature rise under the growing population and wealth of the State. The bondholders have thus a guarantee that the bonds will be protected by the stockholders under elf circumstances. No better evidence of faith in the great success of the undertaking could be afforded than forthe gentlemen who compose the company to refuse to borrow any more in any shape, but to meet them- selves all contingencies that have arison in the course of their own unremi(ting management; neither have they sought to disgtiise this fact, that revulsion, pestilence and famine have disturbed the original estimates of cost dm respect to stockholders, but not in regard to bond helders; and we believe this ix the first instance where the actual coxt has so closely followed the e=timates. ‘The steamship North Star, at this port from Aspinwall, brings two weeks later intelligence from California, and one siillion seven hundred thousand dollars in gold and gold dust. The Golden Age, at Panama from San Fran- isco, brought down $1,861,776 in gold and gold dust. ‘The commercial advieos from Catfornia do not vary ma- werighty from those received by the previous steamers. guile an excitempat bag been ereated in Gpancial cig- > the escape of the parties implicated. The acter of ibe ‘bank pak! , Showing what confidence is placed in the banking system of Obio. If Indiana had euch Joousition bebind free bank billa, there would now be ‘no panic, and no run upon ber banks. ‘The operations of the Washington branch of the Balt!- more and Ohio Railroad, during the year ending Sept. 30, 1854, exhibit the following result:—The receipts from all sources have been $369,220 63, of which $278,302 13 was derived from passengers, and $90,927 50 from mails and freights, showing a decrease, as compared with last year, of $15,800 78, The actual decrease im passenger receipts being $30,833 64, while the imcrease in revenue from freights amounted to $15,052 86. The anticipated increase in travel which it was yamed would follow a reduction in the fare to $1 25 not having been realized, on the Ist of May last the fare was advanced to $1 60, and the result shows the propriety of the measure; the number of passengers has not diminished, and the re- venue derived during the last six months, as compared with the first half of the year, has been increased by $20,227 25. The working expenses for the year have been $181,370 65, being 49 1-10 percent of the gross revenue. The amount of State tax paid forthe year was $62,877 63, being one-fifth of the entire receipts from passengers between Baltimore and Washington, way travel included, and is equal to a fraction over 3% per cent of the entire capital. The construction account has been swelled during the twelve months by $1,082,- 459 19, under the subdjoined heads :—Real estate, $260,100 12; rolling power, $550,179 16; second track, $447,066 81; cost of road, $425,128 11, A large amount of counterfeit quarter eagles are in circulation, and so well executed as to deceive any one. They are made from a genuine New Orleans Mint dic, stolen some years since, and bear the letter O under the talons of the eagle. It is made of a casting of pure gold, filled with silver, and probably with platina, to increase the weight. The weight is €0 6-10 grains, which is only four grains light, and the coating of gold weighs 80 1-10 grains. It is therefore worth $117 in gold and 8 cents in silver, or $1 25 in raw material, besides the labor of making. . There hae been but very little dohe in dry goods dur- ing the past week calling for special reference. Several purchasers have been in the market, settling their ac- counts for goods obtained on credit earlier in the season, and they have met all the claims of their creditors with landable punctuality and exactness. They Mkewise bought some additional lots of desirable fabrics, to keep up an assortment, and for these they paid pretty full rates; but this action was not sufficiently general nor spirited to vary the uniformly dull state of the business. The stocks have been lately decreasing, and they are now lighter than it was previously supposed they would turn out to be by this time; yet owners are anxious to get rid of them, and as they cannot find buyers for such very easily, their eagerness exerts a baneful influence upon prices, These are much depressed, and except in the case of very choice articles, which from their scarcity rule firm, the tendency is downwards, Brown sheetings and shirtings are in moderate request, at previous quo- tations. Bleached sheetings and shirtings are not very brisk, but are steady in price. Both kinds appear in fair supply. Cotton flannels are pretty freely taken at full figuree—the production is rather limited, and this helps to sustain the market. There is a pretty good business doing in denims at old rates. Drills are rather plenticr, but are saleable and firm. Ginghams rule quiet, yet are otherwise unchanged. Lawns and nan. kins are dull and heavy, as before reported. Osna- burgs are inanimate at last quoted prices, Print- ing cloths are less active, but stiffy held, Prints rule quiet, and languid, * Stripes and ticks are inactive at previous quotations, Wodllen goods are but sparingly dealt in at irregular and rather eas‘or prices, the supply being heavy for the season, and freely offered, while the inquiry is unusually tame, Blankets are less sought after, and axe depressed in value. Desi- rable styles of cassimeres are in fair demand, and are firm. Cloths rule quiet at former prices. The stock is moderate. Doeskins are less abundant and in good re- quest at-steady rates. Flanncls attract rather less at- tention, but are unaltered in value. Jeans are inanimate and drooping. Lindseys sell slowly, but are firm, Mouslin de Jaines are plentier and less inquired for, yet they command full prices, Satinets are dull and heavy. shawls find pretty ready buyers ats slight reduction in price, excepting for the choicest styles, which are un- hanged. Sheep's grays and tweeds are moderately ac- tive and steady. Foreign productions continue without improvement. Only the most seasonable styles of British ard continental fabries are in any demand, and the pre even very cautiously purchased at old rates. The imports are falling off, but the stocks are ample, and there is some disposition to press them upon the market. This affects prices unfavorably. The auction sales are decreasing in number and interest, and their influence upon the trade is not very powerful, The market, nevertheless, is quite depressed, and the tendency of it is favorable to buyers.
