M. ‘There was more activity in the stock market to-day | than we bave noticed for some time, but prices continue depressed, At the first board, to-day, Mlinois Central Donds fell off % per cent; Virginia 6s. 1; Harlem \; Wiearagua Transit %; Cleveland and Toledo Railroad %; Ohicago and Rock Island Railroad 34; Reading Railroad 34. Wedo not see any indications of « decided move- ment in the stock market, one way or the other. The daily transactions afford no criterion of value in any of the stocks sold, and there appears to be a pretty good Balance of power among operators for a rise and fall ‘The absence of later advices from Europe, and the apathy at home among al! classes of speculators, have a depress- fag influence. The power of hollers to carry stocks prevents their further deprec’ the in. ability of outsiders to buy p n, ‘The great misfortune, or ev ry de. jon, and ents any indi lof a severe mo: Preesion, ix the long continuance of the edfects, even af- ter the causes producing it shall have passed away, It fe at such a period that the greedy and avaricious avail themselves of opportunities to enhance the rate of in- terest, and to lower the value of the securjtiea they de- sire to buy; and too many of our banking institutions are made the instruments of stock jobbing and note shaving. Presidents and directors in times of general ealamity elevate and depress values for their own inte yeats and for the benvGit of their own purses. There is mo ciass of men who so skilfully avail themselves of a peal scarcity of money to make it scarcer, or who join in s bue and cry after hard times with more alacrity than yeur bank men. For many years a cliance like the pre- pent, when capital could reap so golien a harvest, has mot occurred. At an early day we predicted what has taken place— daily in our solnmnecons <4 peated the note of alarm, and those who. read inteMigently and heeded ows warn- tg took in sail, Our reasons for the course we pur- sued were founded on'the evidences everywhere seen— that the country was going too fast—enterprises re quiring millions were as rapidly projected as at any period of our golden millenium. At the North, the South, and in the West, ambitious States and villages were stretching out their iron arms, apparently without object or aim. @ur own roads entering the very doors of our own city, under the very eyes of their owners, were shamefully mismanaged; and the fact that they were constantly in the market for large sums, either to complete their ‘works, to pay dividends, or to pay debts, ata period, too, of enormous traffic, indicated such mismanagement, or something worse. If in New York State the great lines of thoroughfare, with uninterrupted travel, such as can De Aecn in uo other State or country, were in such despe- rate condition, we knew it was time te pause in the ereation of these expensive highways, ‘The railroad system is one of incalculable benefit to ‘the whole country—the increased facilities afforded an energetic, restless people—the augmentation of agricui- tural wealth cannot be overestimated. A great number of these works are to the suffering stockholders mere evidences of their enterprise and contributions to the public good. The losses are tremendously exaggerated, and the burthen does not fall justly. The landholders suffer but little—the moneyed man seldom subscribes, but buys of the suffering, needy, and enterprising pro- Jecters, at low prices. The impetus has been stopped. The check given may be considered one of those whole- pome lessons not soon to be forgotten. Projected lines must wait for a moreconvenient season; and we hope a wiser and better administration of our public works will be adopted, enforcing economy in their management and a change inthe managers. The State, in granting a por- tion of its sovereignty to ccrporations, does so for the public weal, and not to confer powers by which the com- amunity is to be swindled, or for purposes by which grasping and selfish men can make fortunes at tho ex- spense of confiding stockholders. At tbe second board the stock market was very blue. Gumberland coal fell off 3¢ per cent; Virginia 6’ 1; Hudson River Railroad 34; New York Central Railroad 3; Nicaragua Transit %; Reading Railroad %; Erie Railroad %. The committee to whom the financial part of the Presi- dent's annual repert had been referred, submitted an ‘laborate report through their chairman, involving a dilference of opinion in regard to the proper fiscal and administrative policy of the road, The committee ex- press the conviction that the interests of the stockhold- ers imperatively demand a.decided change in the policy which has for some time past controlled the company, by which its embarrassments have constantly in- creased. They say:— ‘To earn more and spend less is the direct path through which the company must retrieve its impaired credit and financial position. ‘To accomplish. this deaideratum we recommend to the stockholders that the construc- tion account be closed, with the single exception of arching those tunnels requiring it. We recommend most earnestly and emphatically that the construction of se- cond track be suspended until the floating debt of the company shall have been liquidated and the means of being the necessary capital for that purpose can be provided on reasonable terms. The road now has in operation 91 miles 295 feet of se- cend track, of which 21 miles 4,801 feet have been com- pleted during the past year, These sidings are judi- ciously arranged at the most desirable points.
