FINANCIAL AND COMMERCIAL. MONEY MARKET. Monpay, Nov. 6—6 P. M. ‘The buoyancy noticed in the stock market at the close of the pest week has disappeared, and this morning we have a slight decline to notice. There was considerable activity in some of the leading fancies, and s great many eyperations for eash. [linois Central Bonds fell off 14 per eent; Cumberland Coal, 1; Erie Railroad, 14; Harlem, 3. There was scale of Erie Income Bonds, to-day, at 9134 per cent—a low price, in view of their speedy maturity, with the probability of liquidation. The current price is 834 per cent discount; this, with the 334 per cent in- terest due on the Ist of February, 1855, the day the se: is due, makes an aggregate of 12 per cent for three months, or an interest of about four per cent a month, Illinois Central: Railroad Bonds are in moderate demand for remittance to Europe, on for- eign account; but the supply on the market is se large that prices are kept much depressed. The Hodsen River Railrosd Company will be compelled to put their loan upon the market, and sell it to tho highest bidder. The refusal gf the stockholders to take it, or any part of it, at eighty per cent (twenty per cent dis- ¢ount) must have an unfavorable effect, and seriously embarrass the company in its financial arrangements. We do not clearly understand the cause of the decline in Cumberland while other stocks remain comparatively steady. The coal report of last week shows a large busi- wees, and the price of the article has not receded much. New York Central Railroad has not been affected much yet by the operations of the bears. The character and Position of the sellers for a day or two influeneod prices wnfavorably, but they have since recovered. We have mot heard much lately about the company’s loan of three millions of dollars, and presume that it remains antaken. It is now within about fifty days of another dividend time, and not the first cent of that declared in July last has yet been puaid. The dividend declared last July was ,four per @enton about twenty-five million of stock, requiring the sum ef one million of dollars to pay. The company promised to pay interest on the dividend so long as it remained unpaid, On the Jat of January next thet in terest will amount to $35,000, all of which will have ‘te come out of the proceeds of the bonds when sold. It ia seurious fact that the old bonds of the New York Oentral Company se now selling below the market value of the stock. The last of the preminm western vailread stocks has disappeared. Cteveland, Columbus . and Cincinnati Railroad stock sold to-day at 99 per cent. For come time this has been the only western railroad stock that commanded @ premium. There is not one left. All are at a discount. We cannot call to mind at this moment but about half a dozen railroad companies in the United States the stocks of which at this moment eommanda premium. The road has earned in ten months nearly the amount of the esti- mate of the chieTengineer for the whole year. ‘The Thinois Central Railroad Company have called for ‘an instalment of five dollars on each share of ita capi- tal, on whith ten dollars has Leretofere been paid, paya- dle on the Sth of December. Tho Vermont Legislature, now in sossion, has passed- alaw to punish tie fraudulent issue and transfer of stock. The bill was introduced by Mr. Page, of Rutland; it passed both houses, and has been signed by the Gover- mor, and has already taken effect. The following is a copy of the law:— An act to punish the fraudulent issue and transfer of certificates of stock in corporations. It is hereby enacted, &e. fee. 1, Every president, cashier, treasuier, secretary, officer, and every agent of any baak, railroad, facturing orwther corporation, who shalt wilfully and desiguedly sign, with intent to fssuc, sell or plod: or cause to bé issued, sold or pledged, or shall wilfully and designedly issue, sell Es sledge, or cause to be is- sued, sold or pledged, any fal-c, fraudulent, or simulated certibcate or other evidence of the ownership or trans- fer of soy share or shares of the capital stock of such corporation, or any certificato or other evidence of the | ownership or transfer of any share or shares ia auch corporation, or any instrument purporting to be acertificute or other evidence of such ownership or transfer, ile signing, issuing, selling or pledging of which, Dy such presivent, cashier, treasurer, or other offi- eer or agent, shall vot be authorized by the’ charter and Dye laws of Such corporation, or by some amendment thereof, shall ve aujudged guilty of felony, and shall be punished by a fine not exceeding one thousand dollars, and imprisonment in the State prison not less than one year nor more than ten years, in the discretion of the rt. rc This act shall take effect from its passage. Approved November 1, 1854. ‘The earnings of the Chicago and Missiesippi Railroad Company for the second weck in October amouatet to $37,102 80. ‘The Sollowing lettor in relation to the course pursued by the Superintendent of the Banking Department of the State of New York, regarding the circulation of the Lighth Avenue Bank, ix from the party immediately in- terested in the amount of bills forwarded for redemption. There is very little doubt but that Mr. St. John refused to do, when requested, what he had previously agreed to. In all this simple business transaction I see pothing that should disturb the bile of even a private individual, much less that of the honorable Superintend- ent of the Bank Department. The only important bear- ing of St. John’s present position is the destruction of confidence in the notes of banks when offered curity for money ; for the holders of such notes must pow take their chances in the Ss ih of &@ bank, or tey must take the poorest recurities held by St. John, which he may turn out. A more direct step to break up the bendignd banks (provided St. John treats others as he treats me) could not be taken, But Iam 50 fully in the belief that St. John is the Hon. D. B.
