FINANCIAL AND COMMERCIAL. MONEY MARKET. Taurspay, June 22—6 P. M. ‘ho stock market was fn very unsettled condition at ‘the opening this morning, but there was considerable activity at the first board, and in several instances bet- Ser prices were realized. Canton Company advanced 4 per cent; New Haven Railroad, j<; Pennsylvania Coal, ¥; Cumberland Coal, +; Erie Railroad, 3. Llinois Gentral bonds declined { per cent; Chicago and Rock Taland bonds, 1; New York Central Railroad, 1; North Madiana Construction, 34; Harlem, 3g; Reading Railroad, ; Michigan Central Railroad, 3. Cash stock was not ‘wery plenty, and most of the time operations were buy- er’s option. Erie appears to be the great target for the Dears, and they have followed it down with « determina- ‘tien seldom exhibited by that class of operators. We have repeatedly warned them about following it down oo far, and the probability is that they will be serious wafferers for their rashness. They have not looked @osely enough to the character and quality of their contracts, and the wide margin that appears im their favor may prove, in many instances, of me value. That there have been no actual fail- ‘ures yet among the bulls is astonishing. As a general thing they have been strong, and have bied freely, but we must be prepared for some startling aa- mouncements soon. A few heavy failures would, fora time, produce a panic in the street, but it is a question @ the ultimate effect would not be of a favorable cha Facter. The bears would be compelled to let prices up for their own protection. It would have been much bet ter for them had they not depressed the market so much. Many of their contracts which will now prove worthless, would, without doubt, have been good had the margin against buyers been smaller. The bears have not acted wpon the principle that half a loaf was beiter than smo bread. The decline in the market value of stocks bas Been too great to expect the payment of all differences, Dayers have heen pretty seriously drained, and many must by this time be most eifectually cleared out. The mext movement will be failures, and heavy ones too, that will produce panic upon panic, the immediate effect of which can easily be foreseen. The sooner it eomes the Detter for those who have been holding on for better times. New York Central was sold freely to diy st the decline. The lower this stock goes, the greater the quantity pressing for sale. Cumberland is the fanciest stock on the list. But for the depression im other stocks, which always more or less affects the market generally, we should find Cumberland somewhere ~ kauthe vicinity of fifty per cent. A large quantity of the stock has been withdrawn, and placed in hands where it witlremain. The coal tonnage for the month of Jano will eonsiderably exceed that for May, which was upwards of twenty-eight thousand tons, Nicaragua Transit stands well at the board. It has not been affected materially in arket value by the scarcity of money. The July divi- dend will be # large per cent on the present cost of the miock. After the adjournment of the board, the following bonds and stocks were sold at auction by A. H. Nicolay:— $5,000 May: svilie & Lexington RR, 2d mort.. 7,000 Ly Ons (Iowa) Central Railroad, Int mort, 5, 000 éo do do do. 21,000 Great Western (ilinois) RR, Ist m., int. At the second board lower prices ruled throughout. Erio Railroad sold at a decline of % per cent; New York Gentral Railroad, 34; Nicaragua Transit, 34; New York Central Bonds, 34; Harlem, 34; McCulloch Gold, 34; Can- ton Company, 34. At the close the tendency was down- ward. The Michigan Southern and Northern Indiana Railroad Company have declared @ semi-annual dividend of five per cent on the full stock, payable in cash, on tho 5th ef July. Also an extra dividend from the surplus earn- ings, of one share of construction stock for every three shares of old stock held. Said stock to be issued August 2, with twenty per cent paid endorsed thereon, and the remaining eighty per cent to be paid by instalments of Bfteen per cent on the Ist of August, September, Octo- Der and November, and twenty per cent on the lst of December. The semi-annual payment of four per cent interest on the construction stock will be made on the Ist efJuly. The Cleaveland, Columbus and Cincinnati Rail- road Company have declared a dividend of four per cent fm cash, on the earnings of the last five months. The Lleayeland, Painesville and Ashtabula Railroad Company have declared a semi-annual essh dividend of five por eent on the full paid stock. A surplus dividend of six per cent will be paid in scrip om the Ist of August, which will be received at par in payment of the instalment on he upw stock due July 1. ‘The hands employed in the mines of the Parker Vein ©oal Company have suspended work, and have announced ‘their determination to avail themselves of the Miners’ lien law. We have no reason to doubt but that these stocks nt time be regarded as suffivient soon ty may at the rity for the circulation, at least #0 far as stock s« ean be £0 consi, It will be remarked thas wed, | | General Banking law discriminates unfavorably as re- | gards Illinois stocks. Whatever may have eperated at | the time of the passage of the law to give it sanction, by _ placing our own stocks in this equivocal position, it is | conceived that there is no good reason now existing | why these stocks ought not to be considered more nearly im their relation to their market value, asa deposit, | than the law permits. We feel justified in the bellef that the Auditor of Public Accounts and the Treasurer have faithfully and judiciously discharged their duties, | involving great responsibility in regard to the deposits and bank circulation. ‘The circulating notes of our own banks, as yet, sustain but a very limited relation to our entire currency circu- lation—perbaps not more than three-tenths. This dis- Proportion will, however, gradually diminish as our domestic issues find their way into the State, from the distant points where they were originally put into circu- lation. Of the remote or foreign paper which makes up the residue of our paper circulation, a portien rests upon a stock security basis for its redemption, while » large proportion rests upon a foundation always liable to suspicion. Since the adoption of the general banking law, thirty- one banks or banking associations have been establish- ed with an aggregate capital stock of $17,360,000, upon which have been deposited with the auditor and treas- urer public stocks to the value of $2,650,987 62 of this number, to wit: the bask of Luc: monds, Springfield, ard the Quincy City Bao! have closed their business operations, and are now being two or threo of the wound up under the lay. Some aboye number have lat me into operation, and con sequently their business is as yet rather limited. That the number of banks will increase may be confidently expected from causes before hinted at—the large amount of stock ready for investment and the fact that they can be proiitably used for this purpose. It becomes no part of our duty to speculate upon the vast interests de- pendent upon the proper management of these asaocia- tions. Much may depend upon appropriate legislation toremedy such errors asthe system of banking may from time to time evolve during its operatiou. ‘The annexed returns of the Boston banks exhibit the average condition of the leading departments for the week ending Monday, June 19, 1854:— BANKS o¥ Boston, Circula- tion.
