The news from Europe, received by the steamship Eu- ropa, is not calculated to help financial and commercial | matters much on this side of the Atlantic. The effect of the hostile movements going on in every part of Europe was just beginning to show itself, and we must look for panics and excitements such as have not been realized within the past thirty years. No one can anticipate the | ultimate effect of the operations now progressing through- out the Old World. For s long time the public mind, both in this country and in Europe, rested in quiet and apparent security amidst the negotiations, and it was the hope and belief of nearly every one that «general war would be avoided. Financial and commercial operations were therefore carried on as usual, and credits were ox- tended with full confidence in # favorable and profitable result. As negotiations proceeded, it became more ap- parent that difficulties of a very grave character were daily springing up, and the probabilities of an interrup- tion in the peace of the world were daily increasing. Notwithstanding all these indications, the hope was en- tertained that some alternative would arise, some way be devised to avoid disturbing the existing peaceful relations. The market value of public securities ‘was therefore sustained, speculations in breadstuffs con- tinued, and quotations for cotton fluctuated only to about the usual extent. On this side of the water a different state of things existed. Every steamer from Europe was looked for with the greatest anxiety, and from the ex- citements produced in our local markets from time to time by foreign advices, it appeared as though we were more directly and immediately concerned in the maatters at issue between England, France and Russia, than the people of those countries. Quotations for stocks, bread- stuffs and cotton would suddenly rise or fall, as the pros- pects of a war were good or bad, and our markets were kept continually agitated. This state of things was the more extraordinary, from the fact that on the other side financial and commercial matters were moving along steadily, without any unusual fluctuations. The con- trast was Very great, and must have appeared most ab- surd. A change has now come over things in England. Panics have occurred in the money markets of London and Paris, and the markets generally have become as mouch depressed and as stagnant as in this country. Con- sols have fallen off rapidly, breadstuffy have declined, and the demand much reduced, and cotton has become a dull, heavy article of trade. We are, however, yet far in advance of England in the effect of the recent panics. When consols have fallen one per cent, some of our firat class stocks have fallen from three to five, all on account of the war in Turkey. Now it appears to us that just the reverse of this should have been the effect. The fact is that our stocks are held by speculators who have moderate means, very little nerve, and very little knowledge of the operation of cause and effect. They buy one day and sell another, without one good reason for doing one or the other; and it is therefore to be hoped that the first puff of wind from an unlooked for direction will capsize their frail and poorly ballasted craft. In times like these the shrewd, far-seeing capitalists step in and select such securities as have substantial value, which are un- unwarrantably depreciated. They who keep aloof from the market in times of excitement, with the means to purchase during such foolish panics as have recently been 40 prevalent, will make more money in one or two opera- tiens than all the rash bull and bear speculators in Wall street. On the other side of the Atlantic the market value of stock securities moves steadier and slower one way or the other. Prices are not so sensitive, and are not affected by such slight causes. There is no doubt but that our markets have been operated upon too power- fully by the European advices which have lately come to hand; and it is our impression that a few days will suffice to bring about the second sober thought, and create a favorable change in the complexion of the stock market. Everything that can possibly occur in Europe, affecting commercial affairs, has been anticipated, and the effect already realized. The actual commencement of hostilities on sca and land, would not have given good cause for such a depreeiation in stocks as we have experienced, and it is a question if both of the fleets in the Baltic should, like the Kilkenny cate, annihilate each other, it would not have a favorable influence on the price ef stocks in Wall street. Such is the inconsistency of cause and effect in stock speculations that we are never surprised at anything, however contradictory. Quotations for stocks current at the close of the market yesterday, compared with those ruling at the close of the previous week, show a decline in nearly every one on the list. Money continued moderately easy. There is a good supply and an active demand. The banks are not expanding or contracting, but preserve a uniform move- ment, in the face of quite an increase in the offerings for discount. Call loans are avoided. The brokers are afraid to touch them. The Mauch Chunk Gacette of the 6th inst., says—The prospects of business are by no means flattering. The boatmen generally do not seem inclined to enter into contracts on the terms of- ferod by the companies. Many of them romain here wait- ing for a rise in the price of freight, and some, it is said, have returned home with their teams. With the naviga- tion in first rate order, and readiness and ability on the part of the miners and contractors, to supply coal to the full capacity of the canal, this interruption of business ix much to be regretted.” The trade in the Schuylkill region is more active. The Schuylkill Navigation Com- pany brought down, for the week ending on Thurainy, 21,185 tons, making a total for the season of 79,790 tons, against 47,549 tons to the same time last yoar.
