ADVERTISEMENTS RENEWED EVERY DAY The establishment of joint stock, or proprietory in- surance companies, as they were originally named, is of ‘comparative recent date in this State, and, I may say, eountry. This description of. business was originally confined to individuals under the name of underwriters. The formation of the individuals engaged in this pur- suit into joint stock companies began in this State sbout the year 1800, by special charter. One object to be ob- tained by the corporators was undoubtedly to escape the individual liability under which they labored, in this method of prosecuting the business, previous to that | time; another, as the commerce and wealth of the coun- try increased, the demand for assurance, as it was then termed, became so extensive that it in a measure com- pelled 2 system of associating capital, in such a manner as to allow those of smaller means to’ combine with the lass of mon engaged in this pursuit, and participate in the profite of the transactions, while it relieved both par- ‘@ loss that would be ruinous, by confining it to the capital thus associated. A corporation thus formed, with a limited amount of capital, which, when once lost, Jeaves no remedy for the party whose property is in- sured, if loss takes place, cannot be viewed in any ether light, (based as all insurance is upon the doctrine ‘of echances,) than as simply conferring an unlimited Power to:make money, without corresponding liabilities ‘on the part of the corporators—in other words, to lay a ‘wager with individuals who choose to make one to an gated amount, (upon a contingency which may eho vis. : a loss upon the property insured ) which is entirely unlimited, and without reference to the amount for which tho corporators were liable in their associated eapacity. This system was considered so aute, asan in- | vestment—tho doctrine of chances, based upon ex rience, being in favor of the corporators—that they be- come reduced, in the opinion of capitalists, almost to a mathematical certainty. The highest tribunals of our State gave evidence of this belief by directing trust money to be invested in the stocks of fire insurance cor- porations. It had never failed, except in rare instances, ‘of being found a safe and prudent investment of capital, so much g0 that the insured began to evince a desire to ticipate in the profits of a system to whose prosperi- F'they were the only contributors, by forming what ne taken at BaALGS at ACOTIUN. N- B.—Liste of the property to be country literally stood aghast at the destruction of cor. teas well as individual wealth, and a capitalist for the first time that the business of insurance was one that was liable to a loss ina night, that might reach and destroy millions of even associated capital. ‘Thero:was hardly a county in the State on which the loss of that capital was not severely felt. The destruction fire was so immenso, and the disaster so over- whelming in its results, that it became a matter of se- | rious embarrassment to procure insurance, even at in- ereased rates, upon the property that the flames had spared, and to supply the additional amount required ‘on application at the Comptroller's Ome 8. Capital had taken the alarm, and eould not be made immediately available until time bad mellowed the remembrance of that terrible infliction. It was, in'my opinion, one-of the principal causes, from the difficuities arising, and the effects produced in this State by that fire, which led to the extensive formation ef mutual insurance companies in the interior counties ‘of this State. Asan evidence of this, look at the legis- ~-Jation immediately previous and after thatevent. During the sitting of the Legislature in the winter of 1835 but five insurance companies were chartered, of which one oF two only were new companies, and the others were re- ~mewals of their privileges. One of these companies—the y Washington County Mutual, I. think—was the second *aautual company chartered by this State. The winter of 1836, immediately following the great fire in'New York, fifty: mew companies were chartered, one-half of § hich were mutual companies. Stock Exchange.
