amine Our Boston Corresponde aco. Boston, Jan, 21, 1954. ‘The Legislature—The Liquor Qv,estion— Finances of Massachusetts--Vitul Statistics—The Econ omy of the Gallows—Corsfirmations—Removals —A Statue of Frankliv, Authors and Publish- ers—Mrs. Stowe— Authorship of “ Passion Flowers”—Genersi Cushing's Threatened Visit —The Constitutionality of the Liquor Law— Abolition Profits, §c., &c. Our Legislature as yet has done nothing of im- portance beyond the appointing of special commit tees on the tunnel question, the question of constitutional reform, and the rum question. The reports of these committees will make work, and lively work, too, for the House, and for the Senate, perhaps, if anything ean give that stupid body some vitality. The tone of the legislative reports is rather satirical when mention is ade of the rum question. They say that the Speaker on Thursday “ appointed the follow- ing committee on that portion of the Governor's message supposed to have reference to the liquor gnestion,” &c. There is not a word in the message about that question, and the passage referred to the the committee is a piece of Master Tommy Good- ohbild or Mrs. Margery Meanwell Morality, very ap- propriate for the “ American Preceptor,” or the “ Young Man’s Own Book,” but most ridiculous in a Btate paper, which ought to contain mental food for | men, not the pap appropriate for babes and suck- Hings. His Excellency showed the white feather on the rum affair, and it is now very clear to the rum- mies that ‘he’s not the man for Galway.” How- ever, they did their fall part in electiog him Gover- nor, and it is to be hoped that they are satisfied with their work. At a!l events, they'll hwe no other Governor, or one more favorable to their ends, for this many along year. The committee appoin‘ed by Mr. Speaker Lord oa this subject contains at Jeast three determined enemies of the law, namely, Mr. Wiggin, of Boston—who has fought the lag from the day that it was first proposed—Mr. Knight of Marblehead, and Mr. Gill, of Worcester—a very evergetic member of the coalition, and a demozrat There will be # good report made against the law; bui thet will not kill it A report from Mr. Wilder, State Anditor, shows that the total receipts into the S‘ate treasury dur- ing 1853 were 118,205 07. Of this sum $5 684 52 were from the bank tax and other ordinai sources of revenue, and $258,605 from the State tax in part; the remainder was on account of loans, and the various funds spe iflcally ppropriated The ex- penditures were $215. . The payments on account of the Legislutnre, “nalaries wc, were $679,752 87, The expenses of the constitutional Convention were, in part, $164,184 $2. On accouut of the State prison, $40,551 01’ Total, $574,438 70, The balance was on specitie funds, loans, é The deficit is $84,068 The revenue of 1854 is esti- mated at $752,850; expenditures, $764,00 to be increased, perhaps, by legislative apprupriations. The sum of $100,000 will be reqnired to finish the Btate Almshonses, and to completa the enlarge- ment of the S The entire liabilities of the State 730 56. This includes five millions of scrips issued as loans in the constraction of railways. The entire property of the State is $11 092,457 61, The securities held by the Treasurer amount to $4,421,- 71427, and produce over six per cent per annum. The School und is $1,244,284 05. The claim agaicst the general government is $181,000—which wome people think will not be paid in a harry. There has been paid the sam of $145,880 for the support of the deaf, dumb, aud blind, idiots, State aupers, &e.; and for the State Reform School at Vextborough 30,000. he total payments from the school rund have been about $76,000. The number of births in Massachusetts during 1852, was 20,502; deatus, 18,482; marriages, 11,5753 consumption was the chief cause of the deaths, the gverage being twelve a day. The number of females tha* have thus died is ni fitty per cent greater than that of males duriug the jast four years. Sep- tember is the worst month, and February the best, in this respect. The disease has been very generally distributed over the State, Essex and Berkshire counties being most free from it. The former is a maritime county. and the latter is mountainous. Tae exact number of deaths by consumption was 4,155, of whom 1,663 were males, and 2,482 females. The next highest ‘number, among aduits, was trom dysentery, being 1,018: of typhus fever, 617; other fevers, 561; various pee of the bowels, 542; disease of the heart, ; searlatina, 843; iafantile disease, 1,160; reun, 429; hydrosepbalus, 440; paralysis, 283; diseases of the brain, 520; cholera, 60; whoop- ing cough, 166; pneumonia, 831; smallpox, 31; rheumatism, 68; marasmus, 157; ’ diseases of the heart and the lungs, 204; cancer, 180; erysipelas, 163 ; measles, 141 ; scrofula, 99; fits, 120; apoplexy, 120; 13 persons were poisoned, 16 suffocated, 76 com: mitted suicide, 45 died from intemperance, 37 from insanity, 31 of delirium tremens, and 960 of old age. These fucts are derived from Dr. Shurtleff's annual report, which contains a great deal of important mat- ter to those who make a study of vital statistics. The whole number of suicides during the last four years was 247, of whom 173 were males and 73 females. Ie this difference to be attributed to the superior cheerfulness of women, founded on their being more religious than the other sex ? ‘he gallows is a worthy public luxury, it would seem. It appears that the publication ol "the docu- ments in justitication of the hanging of Clough has Oost the State the pretty little sum of $670, as they were published in ten daily papers at a charge of $67 each. This was Goy, Clifford’s work. The ex Governor was Attorney General when Clough was under trial, and he has made the State pay for the hanging of the criminal whom he got convicted a very good extra bill. The publication of these docu- ments is supposed to have been made for the purpose of convincing the world that the ex-Attorney General and ex-Governor was not governed by personal feel ings in this case; but, then, his friends of the whig press ought to have pristed them gratis. There were several coalitionists in the batch of eonfirmations just received here. Mr. Allen, of Nan- | told Mr. Sumner that he did not write more than a week since. There are some people so | uncharitable as to say that he never meant to come to Massachusetts, where he has not a friend in any | rty, either as @ public man ora private eitizen. | Th hey declare that the s‘atement that he was comin, was but a ‘‘feeler”” in the hope of his receiving an invitation to a public dinner, or something of the kind, and so afford him an ‘opportanity to make a defence of his rascally interference in our local poli- tics, though belonging to an administration That affects to have a great regard for State rights. He went into the Senate chamber a few days since, and ¢ article at- farking Fan (Mr. Bumper) that had just appeared in the Washington Union. That article, by the way, was as full of lies asthe Union's article on Russia was full of nonsense and evidences of igno- rance. Even Cushing was ashamed of it. We shall not have the Supreme Court's opinion on the constitutionality of the liquor law for some days. The argument was made on the case of the Com- Mmonwealth vs. Albro, being the Bristol case, of which so much has been said. The Garrison abolitionists took $4,256 at their re- | cent fair in this ¢ity, and many articles remained unsold. ALGoma. Cvriovs DeveLorgments.—On the 7th instant. the sum of $1,300 was stolen from the store of Mr. B. P. Crocker, ir Salem, Washington county, New York. Active exertions were made to discover the robber; many persons who were known to be near | the scene of the robbery at the time were examined | and searched, but all without affording a clue to the auth of the robbery. A week later sozse little sons | of Mr. A. G. Eldridge, who were at pley in his yard, | discovered a parcel rolled up ina piece of newspaper. | They took it to their father, who upon examination found it to contain $640 of the stolen money, and a | note written with a lead pencil, aud evidently ina disguised band, to the effect that as the writer was | going home and did not need the mney at present, he bad concluded to return it, but would be “round” again in a few days. Chis note was evidently writ- ten for the purpose of throwing Mr. Crocker off his guard, ardinducing hin to believe that the robber Was not a resident of thetown. It had, however,a precisely contrary cffeos, and the search was prose- cuted with renewed vigilance. The newspaper in which the returned bills had been folded was fouod to bea porton ot a New Bedford journal. Is was ascertained from te postmaster that this paper was sent to but one family in the town; and upon pro- ceeding to the residence of this family, the news- paper from which the fragment had been torn was fund, and one of the individuals whose naue had been prominently mentioned in conoection wth the affeir was stting in the house when this discovery was made. He was immediately arrested, and a’ Jast accounts had given bail in $1,000 for his appear- ance for trial, Tur New Boston Tracepy.—We before stated thal Heary N. “argent shot, in sold blood, @ young iady nain¢o Servil Boston, N Hon toe lath | ines. During the past week the tendency of prices in the stock market has been cownward. The fluctuations have beeo very moderate, but, as a general thing, the closing quote. tions yesterday were lower than those current at the clore of the week previous. It is ® wonder that a greater Cifference does notexiat. There areno buyers in the mar- ket, and the bears areas earnestly and as energetically at work as ever in pressing down prices. As strange as itmay seem, the bear interest is unusually large. Ope- rators for @ fall do not appear to be deterred by the re- dueed rates ruling for the leading fancies, The only thing that keeps stocks out of the street is the firmness of holders, but we can hardly suppose that they willre main inthis inactive state much longer. It would be better to let prices down a little if there was any guaran- ty that more activity would prevail, but there are no in- timations that it would have that effect. The only way in to keep the market as steady as possible until the sea- son for speculation arrives. when there is very littledoubt holders will be well paid or their perseverance. It is the low, prices ruling for the leading fancies that keeps up the faith and hopes of holders. They know very well that there is no margin for s further decline, and any change that takes place must be for the better. It would not surprise us if prices settl+d cown a fraction or 60 between this and the middle of February, but that would not shake our cenfidence in an important expansion at no very remote period, Later intelligence from Europe is rear st band, but we do not look for anything of a defi- nite, decided character Oar next advices will probably be but ® repetition of those we have received by every steamer during the past six weeks, and we cannot, there fore, expect apy relief from that quartr. Judging from tucket, was a strong coslitionist, aud isa very good man. Mr. Smart, of Belfast, Me., was an old Wilmot but app tment is popular. Mr. Bar- a Marblehead, was formerly a whig, but of late years he has acted with the democrats. Thete was a Coalition in Marblehead last November between the whigs and the bunker democrats, in which Mr. Bar tol figured. It was under the auspices of Mr, Cush- ing that it was formed. It is thought here that these confirmat'ons indicate a complete triumph of the ad ministration in all cases of appointments, which may or msy not be a well founded opinion. Our whig State govervment has “touched bot- tom” in the matter of removals “rom office. They have displaced clerks in the State and Treasury De partments, whieh has never before beeu done by any party in Mas-achusetts. They have also removed a watchman from the State prison on acconnt of his Politics. Speaking of removals, I hear that our new city government is having @ vice new guillotine made, which is soon to be put iu operation for the benefit of certain parties. A very strong desire to erect a monument to Franklin is just now prevalent in Boston, and the prospect of its realization seems better now than at any previous manifestation of the same form of luna ey. It was resolved to erect & bronze statue of the great philosopher and states- pn and a sub-committee on design and execution Was aypointed, at the head of which was placed Mr. Winthrop—a very god selestion. Mr. Pressott, the historian, and Mr. Sparks, ani Edward Everett, are on this committee. Mr. Abbott Lawrence was made chairman of the Committee on Finance, and will do his duty there. His most prominent assistant is Mr. Sears, a gentleman of great wealth and mach public spirit. The business may now be considered as fairly commenced; but *e must have a little pa- tience for all that. Monuments have a bad habit of not growing. It may bea harder matter, too, ia Franklin's cave than it would be in that of other Yankees, most of whom would be c spable of supply- ing their own brass. Authors have complained of booksellers and publish- ers from time immemorial, and C. ampbell the poet was ured to say, half-seriously, haif-jocosely, taat he felt a great regard for Napoleon ever after he had shot poor Peaim, the bookseller, of Nuremberg. Au- pig however, can be as churlish as publishers.
