THE ELECTIOM OF PUBLIC PRINTER—MR. KING'S DEATH—SPICY SPEECHES EXPEOTED, ETC. SVECIAL CORRESPONDENCE OF THE NEW YORK HERALD, Wasntnaton, Dee. 7834 P. Mi The question of Public Printer was decided in favor of General Armstrong, of the Union, by nearly a full party vote, Some four or five New Yorkers, and a few Virginians voting for Beverly Tucker, and the whigs for the Intelligencer. It shows a good deal of Christian for- bearance on the part of those national democrats who have been the target for the Union's abuse, that they have £0 easily forgotton it. It is, perhaps, the effect of party discipline or cowardico—it don’t much matter which—but to argue from it, that all who voted for Gen, Armstrong, believe in the coalition doctrine advocated by the Unicn, is simply an absurdity; but we repeat what wo heve said before, that the issue as to the appcint- ments or interference in the New York and ether State elections will be avoided, and from appearances success- qully for the present. Mr. King’s death, it is understood, will be announcod in both Houses to-morrow, when an adjournment wil! take place over till Monday—by that time the Committees will be arranged, and we will next week probably here some spidy speeches, in Committes of the Whole, which will bring up in review the history of the past nine wonths. [From the Morning Express, } A MEAN AND DISREPUTABLE ACT. Ths federal e¢ mini traeion—for nobody else could have done it, or they alone could Lave pravanted it being done—fnrished a newspaper in this city—which har been for some time playing locofoco in order to have such fa- verk——the President's Mesasge--it may have been on Mon- day. or it may have been the day before, All we know is, that the message was published by thet paper hare in foil, at 12 o'clock, when the Post Office di livery did not take place till 10 minutes to 2 o’clock—and a synopsis of that message was printed ia the same journal on Monday morning! W. er the President himself thus disposed of the document, or Sidney Webster, bis private Secre- tary, or some of the other onderstrappers, we do not know, asd we cannot say--but this wa do know. that in oréer to compensa‘e an ostensible whig paper for Presi- Gential flattery, a State paper from the chist magistrate of & great country, hav been clandestinely delivered to a newspaper here, in acvauce of all other papers in the country, and that thereby, through the President's agency, this State paper got before the public when hi or bis agents were defrauding the public with the id that they could first get it through the Post Office. It is 4 gross, shameful, and mesn trick upon all the press of the United Stetes—and the press, if they have the spirit we think they have, will, almcst with one yoics, demand an explanation of it. Whew, in the British government, acourd of being @ party to a like trick upon the Bri- tish press, the London 7imes demanded an explanation of it—and it was backed by all the British pross—wh Prime Minister himself came out in his own nam satisfied the public he had no hand ia the surreptitious ublication. It is very probable, now, we shali bear that ‘resicent Pierce knew nothing about thie—bu! how is it with his private Secretary? How is it with his msil mes- sengers? Tow is it with others? We know of onty one resource, and that is, to bold the President him elf re- Fhe institutes inquiries, and exposes to the partics implicated in this disreputabie transac- Prime Minister was public the tion. Ordinarily some importance attaches to a President's Ueswage — and a knowledge of what was in it might have tie greatest influence upon stocks, trade, 2nd commerce in general. Itisno compliment to Premdent Pierce to say nobody cares one farthing for what he says —bu: it is fact, if not 8 complimant, nevertheloss and there is no reason, therefore, why it aboald not be said. If, how- ever, avy importance had been attached to it, his clerks, his copyists, and otlurs have been retailiog itout by inches, for two or three weeks past, and have thus ‘sold’? his opinions for what they sre worth—not much, by the way, inasmuch as everybody knows that in his actions he pays no attention to his opinions. When John I. Mumford. now just promoted toan important office in the Custom House, read, some years ago, a portion of the , the President's Message (Gen. Jackson's) to by-standers onthe Camden and Amboy steamboat, prior to its delive- ry, there was the greatest noise about it, and President Jackvon expressed bit chagrin and mortification without stint, But Gen. Jackson’s opinions were of weight importance, for his words and hia works were cne, and stocks in Wall street quiversd and shook upon thera,—— bat not thus much can be said of President Pierce. The etn market was eupplied before the wholesale suppies go=nlong. nat Prosident Pierce, or President Pierce's agent, got for this Message, we cannot say, of course—probably notisimg more than the purchare of flattery from mor-ting paper to which he or his gave it But wed know the estimate pu: upon the Report of the Secretary of the-Navy, for oar associate, now in Washington, called upon dis chief clerk, and the’ prive of that was only $20: He didnot buy. aad he had no conficence that the paper had not been slready wold over and ever again, and in type hore in New York, when he would be buying in Wasbirgton, as the Preeident’s Massage has beev. True, Mr. Dovbin’s chief clerk did not say outright, “Come up to the captain’s oftee and settia,”’ in plain Eeglish—in- semuch $8 the $20 was asked for a press copy, to pay the clerks for copying! &e, &¢. Other documents in Watbiogton were held at’ corresponcing prices. and equally ‘dog-cheap”—but he taraed in di:gust from the spestacle, and concluded: he would not soil his fingers in a business to the department ro disgrace- ful. We lesrn from him, that almont any of the doou- ments can be bovght—and it isa just inference, that if the Secretaries permit it, they all approve it. Under no other administration of the government have auch dis graceful scenes taken place—and v0 verily believe that for a $60 bill we could iar any socret of State. Nor is this wonder ful; for an administration which commenced with selling an important foreign mission would be very likely to sell anything else. If itcontemplated a war or any other dangerous movemont, we dare wager that the brokers in Wali ttreet will Lave the first dolaga before anybody eles, ‘The smivistration has been doimg all so: ts of thinga to buy up the press. It has appointed more editors to off v4 iban any other before it—and it is buy- ing shem in all civeciions with post ofices and places in the custom house—but there is originality in this, its new moce of purchare—that is, giving or selling Slate documents, to pay for flattery and suoserviency. Sou journals, even ostensib'e whig | guraals, are in ths mar- het, and can bo had at such a price; but the Ezpress eau- not be had, for cus, We shall write speak, and think with perfect freedom, and our roaderr, who daily see and know we spare no exponae nor industry to obtain the earliest news {rem all parts of tae world, will never ex- pect us to sell ourselves for avresident's Message and the acccmpanying documenta.
