Begociations for Cuba—What is to be done for the Navy?— Phe Pacific Railroad—The President’s Habits, ce., do. ‘The Union continues its Africanization of Cuba. I sus- pect that in the idea that this businest is intended as a eounter excitement to the New York rebellion, you do not meet the whole case. Do you know that Mr. Soulé is ex- pected to open negotiations for Cuba without delay, after his official reception at Madrid; and do y>u not perceive that in the Union’sallegations against England, Crampton @ppears to have been thrown off the scent? This affair is simply o stratagem of Marcy—a man of straw to beguile @rampton—a scare crow to frighten Spain, while the real matter in hané is Soulé’s expected overtures for the pur- hase of Cuba. That Mr. Buchanan, in the mean time, will attempt to bamboozle my Lord Aberdeen with the Sadignation of our government on the Torriente develope- ments, may be reasonably expected. This policy is clear, and all the democratic cabinet organs, as well as our ministers at Paris and London, are to aid Mr. Soulé in his megotiations, by leading off England and France upon false issues. Dobbin, Secretary of the Navy, has really a dispo- sition to go aheag. I should not wonder were he to wecommend in his report some very decided reforms fm the service, as well as in the ships of the navy. The bureau of old fogies, that has kept the wavy in the back ground for the last twenty-five years, will probably also be remembered, with a gentle hint that they may possibly be dispensed with. Dobbin is from North Carolina, a State which produces immense quantities of tar, pitch, turpentine, and pine lumber, all which articles entér largely into ship building. Conse- qéently, you may rely upon Dobbin as an advocate for a eensiderable number cf additional ships and steamers to ‘the navy. Sore agents of the one hundred million Pacific rail- oad company are eaid to be here. R. J. Walker, you know, heads the subscriptions to the stock, with the zaall sum of ten millions for self and friends. The Arkan- gas and Texas senators are strongly in favor of this New York company’s scheme, because of the route they have wesolved upon. They start from Arkansas, go through Pexas, and expect at Texas a large grant of land, which they will surely get, if Congress grants the company the Donus they also expect of thirty or forty millions cash, to start on. From El Paso their route goes through the Mesilla Valley, (disputed territory,) and then, on the Mexican side of the Gila, for six hundred miles westward, &e., this route is ayailable—no mountains to be crossed— mo snow—summer all the time. But the disputed Me- ill territory must be secured, anda strip of » hundred tiles wide or ro, for six hundred miles west ward from that point to get this available route. Bat that will be dome.
