FINANCIAL AND COMMERCIAL MONEY MARKET. Moxpay, Oct. 86 P. M. ‘There was considerable activity in the stock market at ‘the opening this morning, and prices improved through- eat; but after the board holders submitted to a decline, and operations in the street exhibited weakness among w@pecelators, The demand for money must soon tell upon the stock market with a great deal of force. It is impos- sible to say what the cause of the improvement at the first board is, unless it was the character of the foreiga Oavices by the steamship Baltic, which arrived at this port arly this morning. The foreign news is rather of a favor- able character, but the advance in the rate of interest is @ drawback which is calculated to depress prices for stock gecurities instead of inflating them. Tho commer- ial accounts are satisfactory. Breadstuffs were , and there is no doubt but that large supplies from this side will be requirel. Quotations for cotton were well sustained, with a fair amount of busi- mess. There was every probability at the latest date of another advance in the rate of interest by the Bank of England of one-half per cent. This may uot take place immediately, but the object aimed at in all the advances made may not be accomplished without. The measure as been entirely a precautionary one, and as such must be eentinued until the desired effect is produced. Tho Bank of England is determined to arrest the outward cur- rent of precious metals. It must be done in some way, and the only sure way is to raise the market value of money im London so that it will check commercial trans- actions and turn exchanges in favor of Great Britain, In elation to the last advance of one-half per cent the Banker’s Circular of the 17th ult. says:— ‘The step taken by the Bank of England on Thursday, in raising the minimum rate of discount from 4 to 44 per @ent has taken no one by surprise who has looked at the Progress of money affairs since the previous advance was made on the Ist of September, We seo bs the retarns in the Gazetie of last night that up to the 10th inst. @ further diminution of the bullion has taken place te the extent of ~~ 716, leaving the total amount in both departments the bank at 16,201,352, and the reserve of notes at 27,669,090. Acting, therefore, upon the position of the Bank {n the past week, and’ judging from the circwn stances which have transpired during the present week only prudent course left for the directors to take wa ‘to inerease their rata of discount; and unless the stat ef the weather should prove more favorable, and th political affairs of the Kast assume a more tranquil ap- pearance, they will very shortly be compelled to make a still further advance. Opinions have been divided in the city on the present occasion as to the policy of in- ereasing the rate by 34 percent, instead of raising itat onee to five per cent, to prevent the anxiety felt by such rapid changes, while ‘there are those who regard the advance an ther unwarranted by the general state of the money market, and that itis only another application of the “gorew.”? We believe there @re but few who have regard- ed the actual state of the n@ney market, the unfavorable results of the harvest, the great extension of our foreign ‘wade, the advance in wages, and the extreme probability of s war between Turkey and Russia, who are not thoroughly convinced of the correctness of the views taken by the bank directors. If we take into considera- tion the extraordinary effect produced ‘upon the value of securities of the most unquestionable character, by an advance in the bank rate of discount, it is inrpoasible to cy with indifference the effect produced upon the 1 of the securities of another class, which constitute t portion of the commercial credit of the country; on it was this, we believe, that led the directors on ‘Thersday to adopt the course they did, by advancing the rate only ene-half per cent, so as not to give too great = shock to the existing state of trade, or depreciate too sud. d@enly the market value of floating securities. Om this side of the Atlantic we are ina better condi- tion. Money isin demand, and commands high rates of interest, but we have no drain of precious metals to coun- teract, and eur exchanges, both foreign and domestic, are im asound and healthy state. Trade in all its ramifies- tions continues healthy, and speculation has not been yempaat in any of our great staple products, and not even im fancy stocks. The banks of this city, which is the great centre of all financial operations en this side of the Atlantic, have been, by several public and private provi- salons, rpstrieted and checked in their movements to such an extent as to remove entirely all those apprehen- sions whieh im former years filled the minds of capitalists and commercial men generally. The banks ‘were never in a sounder state than at this moment, and ‘they cannot but continue so. In a few weeks the excite- ment relative to the political state of Europe will subside. Im the meantime our advices from the other side will, without doubt, be of a very warlike character, and all sorts of reports will be eurrent; but we have no idea that hestilities will actually commence. Turkey will be pre- vailed upon by England to agree to whatever terms Rus- sia may propose, and sooner or later all the difficulties whieh now threaten to involve the whole of Europe in a general war will be amicably if not satisfactorily » jurted. Michigan Central Railroad declined 4 per cont. At the mining board to-day the transactions were unu- maally large, and better prices were obtained. The injunction on rine mines in Lehigh county, Pa., veferred to this morning, has, we learn, nothing todo with the mines of the Pennsylvania Zinc Company, as stated. That company owns several mines, only ono of whieh it is now working. The drain of specie has been for remittance to the South and West, as well as to Europe, and during the present week the decreaso is likely to be greater than that just reported. Breapsrcrrs.—Flour displayed increased activity and firmness, at prices 18%c. & 6c. per bbl. above thone quoted in our last. The sales reached 20,000 bbls., here and to arrive, including ordinary to choice State, at $6 93% a $7 123,; fixed to fancy Western at similar rates; and other brands at proportionate figures. The mov ments in Southern comprised 3,400 bbls., chiefly at $7 = $7 1234, for mixed to good lots. | Rye flour was held at $4 87% for fine, and $5.12 for superfine, per bbl. Corn méal was inactive. Wheat seemed in very animated de- mand, at an advance of 4c. a 6c. per bushel. The trans- actions amounted to 125,000 bushels, at $152 a $1 62 or $1 63 for inferior to very prime Genesee white; $1 66% = $159 for fair to prime Western do., and $152 a $166 for do. to do. Canadian do., in bond. ’ Rye was scarce, and held at 6c. About 2,000 bushels four rowed barley changed hands at 83c. State and Western oats’ were more inquired for, at 473g¢. a 50¢ per bushel.
