St. Petersburg letters of June 20 report exchangé and stocks unaltered. Nothing had tranepired in public re- specting politics, The general impression wae that Peace would be preserved; but this belief was obiely founded on the expectation that Turkey would sign the note requ'red by Russia. A derpatch from Bucharest, of July 2, states that the body of the army intending to occupy Wallechis were that day crossing the Pruth at Leora, General Daramberg commanding, apd the next day the body intended to invade Moldavia would cross at Skoalin The Hospadars have been assured that no would be made in the government of the principalities. General Luders, with his division, is to ocoupy Walla- chia, and General Daramberg Moldavia, The Russien reserve, now at Moscow, are advancing, to encamp at the plains of Bessarabia. A St. Petersburg letter says the principalities will not be occupied at present with more them 26,000 men Among the troops on tke Turkish fcontier are Calmios and others, trom distant Asia, showing how the Ozar has been preparing for the present. Turkey. e GENERAL ANXIETY FOR WAR—RUMORS OF AW IE TENTION TO RE-OPEN NEGOTIATIONS—THE OF- FICERS OF THE U. 8. FRIGATE OUMBERLAND AMD THE SULTAN—DEARNESS OF PROVISIONS, ETO. Our dates from Constantinople are to June 3. Ame diation, though generaily con+idered ‘mpossible, is yet talked of, and it ia reported that Menschikoff would be" sent by Russia to Constantinople, to re-open negotis- tions. Others believed tha: his mission would merely be to signify to the Porte, that unless the ultimatum be now acepted, the Russians will cress the Danube as they have croseed the Pruth. The masa of the Turks are quite anxious for war, and warlike preparations are incessant, under the direction of French and English cfficera, Seiim Pasha is sent ona mis fon to Schamyl, the Cir castian chief, to secure his alliance, Commodore Stringham, and the officers of the United States frigate Cumberland, had an interview with the Sultan, who expressed satisfaction when Coammodore Stringham assured him that the Sultan’s effort toadvans the interests of the Turkish Empire wore sympathind wich in America, as well as in Europe. We have little, beyoud rumors, oa whish to found an option of the probabilities cf actual hosttlities, It was gevers lly believed tbat England aud France having modi- fied their policy, and not considering the Rasalan ooow ke of the Principslities in the light of war, that the Porte woud rot op ose by force that occupation, bat would formally call on all the powers of Europe to main tain treaties. Negotiatiens would thea be resumed. the result of which will bea guaractce of privileges and im munities formally made by the Porte to all the powers, including Russi The question ix not one of personal vanity more then policy on the Czar’s part, having taken territory in pledge, Nicholas will scarcely diminish his domanda, Tut ewunot admit the legality of the Russian cooupation, but will not be likely to cross the Dacube to foroe — war —neisher will the Russians be apt to invade per; consequently the present dep:essing ty Tay continue some time. It bas been rumored thata conference between France, igland, Austria, and Prussia would agree upon » proto col, to be submitted to Russia and Turkey, but we cam zot dircover its source. Provisions have already become enormously dear at Constantinople The paper currency sinks in value from day to day, and trade is c mpletely stagnated. is extremely scarce in Coastantinool To conse gence of frosts the silk crop 14 almost a fallare. Cocoons were selling at 60 to 70 per coat dearer than last year. The opium crop was abundant. Greece. MOVEMENTS OF THE DISAFFECTED—THE CASE OF MR. KING, ETC. The President of the Couvet! of Ministers has expressed to the Chambers the hope that Gresce will not be under the necessity of taking arms ina conflict for foreign inte- reste. ‘The parties who have designs on tbe idand of Candle, thipking this» favorable time for their intrigues, are ia full activity. A cespatch dated Athena, July 2, says'—‘-The Amert- cap envoy insists, under mevace, on the immediate reyo- cation of the sentence against Mr. King.” The Latest Relative to the Turkish Question, BY BUBMARINE TELEGRAPH. &r Petersnunc, June 2.—The course of business here indicates inoreased apprebensions of war. ‘Triste, (no date )~The Rursian commandant hes for- bidden the Horpotars to publish the Sultan’s edie in favor of the Christians, that being a document that the Czar does not recognise. ADOP- TION OF THE SUPPLY BILL—A MONSTER INCOR- “PORATION PROJECT—THB ASSEMBLY RESOLVED TO ADJOURN, ETC. BPRCIAL CORRESPONDENCE OF THR NEW YORK HERALD. Aumany, July 20, 1863, Nearly the entire sorsion of the Senate was apsnt upon the Taxand Toll bill. The object of it is toraise fanda to rupply deficiency in the treasury of something near a wilMon ard. a half, The House cent up the bill during the regular seesion, and there bas been no hurry in the Senate to take it up. It has beon under discus- sion now three days. This morning @ vote w: taken upon {he motion imposing tolls upon rai rosds, when only Messrs, Conger, Pierce, and Jones voted in favor This result has been all along antisi- pated. Thus endathe effort forever to compel tho rail- roads to contribute towards payment of the canal debts, It ts universally acknowledged as having teen on impro- per step in repealing the lay in 1861; still, haviog boon done, the law cannet be restored. The two houses having disagreed in two im- portant items im the Supply bill, a committeo of conference was raised. One point of difference ia the payment of $10000 to the Volunteers, which the Senate was opposed to; the other diffe:eace was, whether $30.00 or $50.000 shall be appropriated for the pey of members during the preseut extra session The Senate contended that the smaller eum is abundant, but the House demand the additional amount to cover there dollars a day during the long rece. fromthe middle of April uetil the latter onrt of May. The question of raWway taxation was debated at length; but the Senate refused to toll the Erie or Central lines be- tween Schenectady and Syracuse, as provided in the old eberters of those companies, or upon the entire central The committee reported progress, and thea the ques- tion came on reotmmitting the bill to impose ® mill tax. This drew out a debate (kindred’ to the debutes on the cans! amendment,) in which Senators Pierce aud Bris- tel, (democrats, ) took part. er. Pierce considered that when the quos'ion of taxa- tion really came, very many gentlemen wh had bean profuse in voting appropriations during ¢ be session found ont what he had so often predicted, that for all thereexpenses the penple of the State woul'd be com- pelled to pay. He bad’ favored the returning \'0 the po ey of tolling the railroads to provide for the payment necersary for defrayiog the debt He had al:o favored Isying a specific tax on all corporations peyin 7 a in- come of seven per cent. These gentlemen have causcd the mony ta? bo expended. Why do they not show the people’ of tho State how the funés are to be raised? x Mr. Bristou considered that either the veracity or the memory of the Senator from the Tenth was greatly at fault. He might choose whichever dilemma best pleased him. The old speech of the Senator from tho Tenth had been uttered so oftea, that, like the ticking of the clock, it was ever beard. Mr. Conger (dem ) defended his course in submit the eeveral propositions from the Committee un Fiaans! Mr. Van Scnoosnoven (whig) saw no very great cause for alarm in a mill tax Cortain gentlemen who hed made themselves the champions against internal improve ments, baving utterly failed,‘now endeavor to shake the earth from centse to circumference becanse of a mill tax. This alarm dies in the dome. It will bo like their éfforta to prove that the conrtitutional amendments were unconstitutional, which all ended in their voting for them. The people of the State understand how infatu- ated are the enemies of internal improvements.
