the nisbes a stri ment of Sir was imperatively called for, that it fur- ‘ing iDustration of the want of jee. les Woed and Mr. Disraeli, in resisting the change at a period when the state of affairs was such as to render it far more easy. It is not only on the ground of economy that it is incumbent on the Chan- eellor of the Exchequer to obtain the funds required by the public on the lowest ible terms, but it is equally im t for the national credit that the other countries of the world should fairly see the position in which the obligations of our government stand. ‘That neither of ‘these considerations weighed with his predecessors, is a Sitting enuse for regret, and as the delief into which the holders bad been lulled, that the sound principles which guide every merchant {n his business were not likely to adopted by the government, was solely occasioned by it mis ment, the blame must be borne by them, Fistead of belog thrown cn. the minister, who’ » the first toact upon definite rules. As far as the prices of Exchequer bills were concerned, the effect ci the apnouncement was such as to paralyze the market, and the only transaction that took place during the day was for an amount of £2,000, between two brokers, at 303. premium. No very accurate opinion can be formed of fe quotations thai are likely to prevail permanently, but it is believed that the market will be well sustained. In any time, there should be a tendency for them to yw par, it will be in the power of the government upport, by purchasing them in preference to stock, with the money applicable for ‘ he sinking fund. With regard to the effect of the measure, eoapled with the intelligence from France of the pacific speech of the Emperor, was very favorable. The first price for money was 993¢ to 5;, which was maint through- out the day, with the exception of a short period, when there were sellers at 9934. For the account, the last offi- cial quotation was 994, to 3{, and after regular hours traneaetions were effected at 99% to %. Bank stock closed at 227 to 228; Reduced, 100% to 3¢; Three-and-s- Quarter per cents, 108% to 44; Long Annuities, 634; and India Stock, 266 10269. For India Bonds, as well as for Exchequer Bills, there was no quotation. The operations in foreign securities were not extensive, ‘and prices underwent little alteration. The bargains com- ised—Austrian Five per Cents, 9834 and 974; Brazilian, all, 10244; the Five per Cents, New, 102%; Eucuador, 53% and 34; Granada Deferred, 113% and 4; Mexican, 231% and 3; Peruvian Six per Cents, 104; Portuguese Four per Cents, 883g and 38; Sardinian Five per Cents, 9434; Span- ish Three’ per Cents, 473¢; and Spanish Passive (oon: big vrs 534. In the foreign exchanges this afternoon there was a fur- ther advance in the rateupon Hamburg; Paris was like- wise a shade higher, but Amsterdam remained about the same as post. Vienna and Triest, in consequence of =s quotations from abroad, were more in demand. ere was a able demand for money to-day, both atthe bank and out of doors. It is said that moncy was borrowed at the bank upon Exchequer Bills for a fortnight, ata cent. The lowest rate among the discount houses best paper was 27% per cent. Markets. Livanpoot Corron Market, Saturday, Feb. 12.—The sales to-day amount to 6,000 bales, of which 2,000 American ase on specnlation, and 500 Pernam for export. The mar- ket is firm at yesterday’s prices. Fra 14,—The demand for cotton to-day has been limit- ed, and the cales Laine reach 5,000 bales, in small quan- titles, to the trade. Holders have shown freely, and pri- ces are in favor of the buyer, but are not quotable lower. Fup. 15.—The sales of cotton today are estimated at 5,000 bales, and consist of about 4,000 American, 100 Pernam and Maravham, at 6%d. to'7d.; 100 Bahia, at 64d. to 634d. ; 300 Surat, at 34d. to4%¢d.; 40 Sea Istan at 20d. to Zs. 5d, The market closed heavily for all bu solid American, at 614d. upwards. Compared with Fri- are rates, prices of American, under 53d, per lb., are . per Ib. down. Surat is steady, and all other kinds ttle affected. Lonpon Corn Excuancr. Monday, Feb. 14.—The corn trade is gradually recovering from the effect of the large injudicious importations of wheat from the Baltic, and of fiour from America. The foreign supply has now mate- ae off, only 2,067 quarters of wheat having come into London in the cource of last week, and not a single floating cargo having come in from the Mediterranean to the ports of call on the coast. At this morning’s market the supply of wheat from Essex and Kent was moderate, but there were very few samples offering by rail from Cam: bridgeshire and Lincolnshire. In consequence of the general advance in the country the market opened by the factors asking more money; but the condition of the samples not having improved, the sales proceeded slowly; 1s. per quarter advance, however, was ia some instances obtained. Foreign was generally held on somewhat higher terms, as the severity of the weather must soon prevent any further shipments from the Baltic; the bus!- ness done was not extensive, and it was only ina few instances that any advance could be realized. ine malt- Sek bariby. was rather higher, and the secondary sorts, as well as foreign, could scarcely be bought on so easy terms as last Monday. Malt continues in tolerabiy fair demand at full prices. Flour was held more firmly, and although there wes not much briskness in the sales, yet the late Ee were more readily obtained. Float of jediterranean wheat on pas: were held at im rates, and Indian corn could scarcely be bought onso easy terms as last week. Mabe ERC a NASER, using pace Feb. 15 —Su- gar.—The marl opened with a appearance, at prices of last week. The stock in first hands remains small. Of West India, 400 bhds. only sold, the bulk consist- ing of Barbadoes, in public sale, which went off briskly, and qualities under 38g. showed a \t advance; prices ranged from 36s. €d. to 40s. 9,300 bags of Mauritius were offered in public sale, a small portion bought in, the remdinder sold at full prices, 32s. 6d. to 386. 6d. 6,800 bage Bengal were [also offered, and about 5,000 found buyers at previous rates. Benares, 36s. 6d. to 40s.; grainy, 38s. 6d. to 40s. 2,400 bags Penang were offered, vold at former prices, 31s. to 378. Re! —The market is firm, at last week’s currency. Grocery lumps, 453. 047s. 6d. Coffee.—There has not been a public sale to-day, but there has been a good demand private contract, and business to some extent has done in plantation Ceylon, at full prices. 700 good ordinary native Geylon’ is also reported sold ati7s, Tea.—There bas deen a fair amount of business done to-day, at fully vious rates. Saltpetre.—1,100 bags sold freely in public sale, at full prices; refraction, 834, 26s. 6d. te 27s.; and business has also been done by private contract. Cochi- case, fall bel to giv prices. | Indigo, day, at very full prices; the total quantity now is 4,050 chests; 6,400 passed auction. Cotton —No sales reported to-day. ‘Tallow has been very firm at the ad- vance quoted yesterday, and quoted 44s. buyers. In other articles no mat alteration. Liverroot Corn Traps, Tusspay, Feb. 15.—The arrivals from abroad during the past week have been small, con- | sisting of only 8,000 quarters of wheat, 3,830 sacks of flour, and 3, quarters of Indian corn; and from Ire- land we have merely 2,213 quarters of oats, and 3,925 Joads oatmeal to report. The exports in the same time eomprise 4,082 quarters of wheat, 802 quarters of Indian eorn, 1,184 sacks and 6,904 barrels of flour, &c. The trade has been brisk, and holders, having acquired new confidence, have been enabled to obtain an advance of 24. to 2d. per 70 Ibs. on wheat, 1s. per barrellon flour, 2d. to 6d. per load on oatmeal, and 1s. per quarter on Indian corn. Barley and peas in better and at late rates. No change in oats. The weather continues very frosty. At this day’s market there was a fair attendance of the town and country millers and dealers ; however, the bu- siness done was smaller tham anticipated, and’ the ad- ‘vance noted on Friday of 2d. per 70 Ibs. on wheat, and 6d. barrel on flour could not beexceeded. Oats remained ‘as last quoted, with a very slow sale. Oatmeal, however, was more inquired for, and ad. to 6d. per load dearer. Barley, beans, and peas were unchanged in value. Indian corn on the spot was neglected, but floating cargoes met with more attention, ‘could not be bought under 33s. to 33s. 6d. per quarter for Galatz, and 31s. to 3s. 6d. for Toraila, cost, freight, and insurance. Panis Bourse, ‘Monday, Feb. 14,3 o’clock.—The effect of the Emperor’s speech was favorable at the Bourse, and prices, which were firm before a cepy of it was posted upon one of the pillars, roxe rapidly. ‘The Four-and-a- If per Cents are 50c. eee than on Saturday, and the Three per Conts 20c. higher—the former closing at 105f. 65c., and the Three per Cents at 80f. 35c. The shares of the Bank of France remain as they were, whilst those of the Mortgage Bank are 32f. 50c. higher, a those of the Société Mobilitre 20f. higher. Very little was done in foreign funds. Railway shares were all firm, ‘but the rise is not se great as on the rente. Exchange on London, (short,) 25f. 73éc.; ditto, (90 days,) 24f. 900, Mavyeurster State ov Trane, Fob. 15.---The receipts had again risen, and the last register is 125,000 bales cotton on the seaboi for the same week last year. The market at Liverpool this morning had given way, sceording | toa telogra hic an- nouneement on the inge, to the extent of 1-16d., and ‘our yarn-market has yi in sympathy with it, but to ‘a much greater extent. Thore is, however, a deal tof ‘regularity ‘There are many spinners hay- ing large orders which will keep their machinery going for weeks to come at prices contracted for when the market was firmer, and these turn a deaf ear to all pro posals for lower rates, but most of the new orders placed this morning are at decidedly lower rates. In 20's water twist the decline is 34d, upon nearly all qualities; in 30’s and 40’s mule, prices are i¢d. to 4d. lower in all except best qualities. In some eases buyers report a decline of 344. and others as mush as 14d. per lb. The advices by the overland mail from Bombay and Calcutta are less favorable than for some time past as regards yarns, and this, no doubt, has help- ed to depreciate prices here. Buyers, however, look for a still further ine, and but a limited business has been done in any description of cotton twist. In cloth, also, the tendeney of prices is downward; but manufacturers have succeeded better than spinners in holding late quo- tations, though at a considerable sacrifice of business. In printers and shirtings, prices have been sustained, owing to the scarcity of atocks, and we hear of no quotable giv- ing way in cloths; but both hcme trade and exporters have abstained te a great extent from operating, and the Dbasiness is of @ limited character. Laps, Tuesday, Feb. 16.—Thé supply of woollen goods brought to market this morning was of fully an average amount for the season. tothe increased value of pg 4 the — sales of ba tage wed, now proceed- e manufacturers were firm in their demand of higher prices.
