Mr. Tabor introduced @ bill im the Senate, this morn- ing, to prevent injustice im the construction of railroads through cities. It provides that it shall not be lawful to construct any railway through the public streets of any city without @ previous act of the Legislature, or the ‘consent, in writing, of all the ownors of real estate upon any street used by such railway. The members appear im favor of the project. This bill, if passed, will arrest the construotion of the Broadway Railroad, about which there is so much contention, Where is Alderman Stur- tevant ’ ‘The manner in which the journal of the last session has been printed was called attention to by Mr. Pierce. He pointed out several inaccuracies and one important omis- sion, particularly, im the resolutions relative to the pub- Mec lands, sent to Congress. He moved a consideration of the journal. Mr. Cooley called up his resolution relative to the ep- pointment of » joint select committee to take charge of so muoh of the Governor's message as related to the canals. Mr. Williams attached a rider, so as to include the Cayuga and Seneca canals. Mr. Pierce opposed the resolutions, and they were laid ym the table. Mr Cooley will find much difficulty In raising his elect joint committee, The whole subject will be placed in the bands of the standing Committee on Canale—the most appropriate reference. Nothing of importauce was trausacted in the House, which a only in sesefon half an hour. Among the bills reported in the House is one from Mr, Clapp, provicing fora State Almshouse, The bill does not state whether the site is to be aear the capical, or at Bouffelo. Mr. Champlain introduced his bill to repeat the railroad toll exemption bill, There will be strong efforts made to restore these tolls; but the railroad interests are mighty, and will prevail. Mr. Glover made another effort to refer: the Marlae Court bill to the committee to report complete but was unsuccessful. The Judge expectant is here on the anxious seat. ‘The proposed bili of Mr. Taylor, repeating the act whereby sluves are set free when co! in this State, is creating much inquiry here and elsewhere, It is alleged that the law as {t_ now stands is similar in princi- ple with the etatutes of Virginia and Maryland, each of which States claim and exercise the right to discharge from servitude slaves brought within their limits from otber slaveholding States. his is a stroog argument, and will be used effectively sgainst Mr. ‘eylor’s prepasi- tion. THE PROPOSED RESOLUTION RELATIVE TO THE PASSAGE OF SLAVES THROUGH THIS STATE. Mr. D, B. Tarior rose to @ question of privilege. He re. ferred to an article in an evening paper, (the Journal.) purporting to be @ report of a portion of the proceed- ings of this House, of yesterday, The artiole is entitled “Blavery Agitation,” which he characterized as a gross misrepresentation of the spirit of the notice which he geve.amd the character of the bill thus noticed, and which he should in a few days lay before the House. ‘The article in quest ion represents that the forthcoming bill is to introduce and tolerate elavery in the State of New York, Buch Mr. T, stated, was not thecase He intended, in the bill which he shouid present, to echo the sentiment of every honest heart of this Legisisture. The bill wil the mildest form possible, allow the owners of persons held to service, to brimg them from such State or country where such property is recognized, into and convey them across this State into other states or country unmolest- ed. It will not be the reetoration of the act known asthe nine months act. To such a law he would never give his consent. The time in that act was unmecossarily long. But, continued Mr. T., readily find the excuse ne this perversion of my intentious. Teis for the par] poisoning the public mind in advance of the pubii ae ofthe bili But when the bill comes fairly before the House for action, 1 trust those who love our federal Union, and desire to be generous towards our sister States, and the fair amd liberal interpretation of the con- stitution of our Union, will give it a zealous support.
