FINANCIAL AND COMMERCIAL, eee MONEY MARKET, ‘Tuespar, Dee. 7-4 P. M. ‘The markot was active this morning, but prices were not as firm as we have noticed lately. There was # run- ning. unsetiled, movement among operators, and the | fluctuations were to some extent. At the first board Delaware and Hudson sdvanced 3% per camt; Morris Canal, 14; New Jersey Zinc, 1; Phoenix Coal Company, 2; Horlem, 34; Long Island, 4; Pawama Railway, 1; Bris Railway declined 34 per cent; Stonington, 34; Norwich | and Worcester, 3; Hudson Railway, 4; Micbigan Central Railway, 8; Canton end Nicaragua closed at yester- | doy’s prices, At the second board the market a Mltle shaky, Some of the fancies fell back several par cent; but the decline checked rales materially. Canton fell off 5 per cent; Long Island 3; Nicaragua %; Cary, Improvement 34; Erie Railway 34; Morris Canal advanoed 1 per cent; Comberland coal 4; Phoenix eral 4. All the coal stocks axe the firmest on the list. The rapid im- provement in prices for the stocks of the Phceolx Coal Company 18 not so surprising as the fact of its having been so long depreseed It has a property in the Cum- Bérland coal regions, in the very heart of the coal dis- trict, equal to any other company, and when the Manat- ves Gap Railroad is extended to Westernport, it will have superior facilities for getting its coal to markst. The -— eomipany is now engaged in opening its fourteenth vein, ‘end when fairly in cperation, it will turn out as much yg coal as any other single vein in that section. We see ne good reason why this stock should not sell at prices cor- responding with those of other Cumberland Coal Com. panies, but, om the contrary, see many reasons why it should command prices considerably above those now ruling, notwithstanding the recent rapid advance, ‘The importations into this port yesterday and to-day have been as follows :-— Brick, 25,000 fice: beer, 80 casks: bleaching powder, 100 eacke; bristles, 22 casks; cheese, 188 packages; coffee, 2300 3 @oal, ia tons; begs; cocoa, 127 begs: dry goods. 309 packages per er Rhine, 241 per Mary Morris; dyewoods, $90,000 Ibe. wood. 14,142 pleces Rio Hache wood; dyes, 20 oasks madder: drugs, 226 casks soda sekird cone teuaioler ot soseeiam echo teiaaai peter ta |, 4 bags Tongiun beans. 30 casks alum,93 cases Hoor- Joe; fish, 800 kegs herring: frait, 56 barrels almonds, 12.400 cocoa nuts, 110,000 oranges, 487 cases cherries in brandy, 1.011 barrels, 15 tierces, 38) cases prunesy horas. 18,000; hides, 84,919" bides, 330 barrels goat skint, 34 do, : iron,600 tons raliread iron 4771 bars, 40 bundles, 82) ig. 220 tons rorap; lead, 1809 pigs, oll, 200 baskets Clive, as casks tinseed, i ceak tar oll; paint, 6 cases; po- fatecs, 1248 baskets Frensh; rags, 858 bales; reitaae 6,280 bundles; sardines, 104 cases; eed, 29 casks, 68 cases mustard; spices, 126 barrels ging?r. 6 casks nutmge; salt, 6,100 buehels; spelter, 4 578 plates; sugar, 629 boxes: fegurs, 129 cases, 3.930 boxes. 684 quarter boxes. and $64 400 eegars; spirits, 1.268 cacks, 10 half casks wee 2 puncheons whiskey, 2 puncheons arck; tobacco, 513 ba 2.000 p'gs aud slabs; wool, 175 bales; wine, on casks, if easks, 800 baskets. 6,126 cases, Y barrel; wood, 30 ‘tons lignum vite, 473 buudies willow. The President's message gives a brief synops of the foreign trade of the United States daring the fiscalyear | endiog June 30, 1852. It appears that the total value of | merchandise imported Was $207,240.101, and the value of merchandise exported $167 €05.937—excess of impor's- ‘over exports, $40,174,164, The amount of specie im- ported during the year was $5,282 643, and the exports $42,507,285, These sums are not included im the above aggregates of merchandise. During the fiscal year ending Tone 30, 1852, the aggregate receipts into the Treasury | ofthe United States ainounted to $49,728,386 89. and the expenditures, during the same time, to $40.007,856, | sand dollars, ($2,200,000,) to be paid for, one third cash, one third stock, and one third bonds ‘The totel value of the foretgu exports from Baltimore, for week ending Thursday, December 2 was $87,161. The exports cf breadstuifs for the week comprise 10 $20 bar rels of flour. 260 barrels of corn meal, and 1.000 bushels In | Gian corn. The eniries from foreign ports at the Baltimore Custom House durisg the month of November embrased six rhips, nine barks, twenty two brigs, and fourteen echooners—total fifty-one versels Of these, thirty one ‘were American, fifteen British. three Bremen, one Swedish, | and one French; with “dutiable” cargoes, thfrty tw; | “free cargoes,” twelve; and seven wero in ballast. The clearances for foreign ports during the same period were —thips four; barke, eleven; brigs, sixteen; and schoon- ers, fifteen—total, forty-eix vessels, with an aggregate tonnage of 9816 tons, and navigated with 440 men. Of there vessels. twenty five were American, nineteen Bri- tish. and two Bremen. and their destination as follows, viz:—West Indies and British Provinces, twenty-four; Liverpool, three; Lendon, two; Rio de Janeiro, four; Lagusyra one; Bahia, one; Pernambus0, one; Bremen, two; Boco del Toro, two; Amsterdam, one; Liberia, three; Glasgow, one; and Spanish Main, one. The total value of the exports by these vessels, as shown by thelr manifests, was $482,122 36. The receipts from duties during the month reach only $44,079 05. The balance in the depositery at Baltimore, on the lst November, was $21,825 83, and on the lst December inst , $81,988 07. Resolutions have been introduced into the Virgiola Legislature, direeting the committee on roads to inquire into the expediency of increasing the capital stock of the Centra] Railroad Company $1,000,000, in order that the read may be finished to Covington or Clifton Forge; and proposing to lcan the Orange and Alexandria Rallroad Company $250,000, to enable it to finish and equip said road. It is also proposed to make a loan to the Manassas Gup Railroad Company. ‘The Western States are being flooded with all sorts of paper currency, and we have no doubt that results similar to thore which were realized at the close of the last ‘wild cat bank” expansion will again take place Circulating notes, issued upom deporits of good, sound securities, are the only safe issues in the West, or any other section of the country; and we advise the public to closely examine every bill offered and be sure it is so seoured. If not, re fuse it The Detroit Free Press of the 34 inst. says that notes have appeared in that city purporting to be issued by the “ Adrian Ineurance Company.” The 10th section of the act incorporating this company declares, “ that it shall not be lawful for the said corporation to use or em- ploy any part of their stock, funds, or moneys, in buying or felling any goods, wares, merchandise or commodities whateoever, or in any banking operations, or business, or in trade, or business of any exchange or stock broker, or in the purchase or sale of any stock or fanded debt whst- soever, created or to be created by or under any act of the United States, or of this or any particular State nor to emit any notes or bills, or make any contract for the payment of money, only except under the seal of said corporation,” &0, Notwithstanding this, it appears that the company have commenced issuing paper promises to pay, and that they sre already in circulation. This is by no means the only company that is issuing circulating notes, in spite of all prohibitions in their acts of incorpo- ration. Tke public have the regulating power in their own hands, and if they fail to use it thoy deserve to be swindled. He advocates such modifications as will greatly augment the protecti power, and afford aid and comfort to the manufacturing Interests, which, aesording to his account, must be in the Jast etagesof bankraptoy and diseolution, The President | is oppored to the ad valorem system, and proposes the adoption of specific duties when a sufficient uniformity in the value of articles exist to justify it. The tariff act of 1846 is considered by the Executive defective in | suother particular, It encourages fraud, and has» ten: dency to deetroy that, bigh moral character for which our merchants have long been distingnished, and to reduce the revenue of the government. There is no doubt but | that the present tariff act is defective; but it is our opinion that any attempt to improve it would only make matters worse, As little fault can be found with the system now fn operation as any that has preceded it, andas itis ut- terly cut of the question to reach ‘perfection, it would be bad polfey to undertake any modification. Of two evils wo should reject the greatest. ‘The following banks in the State of New York have p § tified their intention to quit business:— Adams Bank Amelia Bank, Am k, Chaw- Jain Bank.
