The Daniel Webster—Earthquake—The Coolie Emigrants —Sate of the Public Health—Urbanity of the Captain of the Daniel Webster. &c . §c ‘The steamship Daniel Webster. from Navy Bay, arrived here this afternoon, and, as she will leave to morrow for your city, Tembrare the opportunity to send a letter, which, although necessarily short, will, nevertheless, I think, be interesting On Wednesday morning last, the 7th instant, the in- habitants of this city—I may sey, indeed, the in- habitants of the whole island—were alarmed by one of the most severe earthquakes felt in this country for the last half century. It occurred at precisely half-past seven o'clock in the morning and was preceded by a loud rumbling noise. similar to the distant rolling of carriages. Every house shook from its foundation, and in Spanish Town, 13 miles from this. several old buildings were thrown down. The message concludes by the earnest assurance on the part of the President, that his excellency will be lenient and conciliatory as regards past political offences ; but severe to the utmost rigor of the law in maintaining order and protecting industry. The news from the intermediate ports is of little inter- est. beyond a report that a change has taken place in the ministry of Peru. and that the government now feels dis- posed to withdraw its assistance from Flores On the arrival of the steamship Lima at Payta, reports had reached that place, that Flores was then in possession of Guayaquil, bat nothing was known with certainty. It is geno- rally rumored that the force of Flores is very considerably augmented ; but his present position is one of doubt—no positive intelligence having reached us beyond what we publiched last week. These people were brought out here under contract, which pledged the island to *-nd them buck at the expiration of five years, if they should wxpress the wish te go. Many of them bave been here more than five years, and they ‘now call upon the island to fulfil their part of the con- tract. The members sdmit the necessity—indeed, ac- knowledge that uhey are hound to provide for the passage of these people but they ure lost. to conceive how they are to find £20.000. which will be neceseary for the pur- pose of defraying the expense In their capacity of commiseioners of public accounts the members have not the power to raise the menus; aud they have replied to the despatch of Sir John Pakington. the Colonial Secre- tary. through the Governor. stating that the question Shall receive the carly sttention of the Legislature when they assemble.
