Railroad companies, which have a portion of their road completed and in operation, can legitimately issue bends, properly secured by a first mortgage. Such investments are safe, and bona fide, We are pleased, at all times, to point out such, and recommend them to the capitalists, and all others sceking productive employments for their money. But when we see such an attempt to raise money as is shown by the above article, itis due to the public to ex- pose it, It appears by this, that the Albany Northern Railroad Company hae not yet been organized, that no subscriptions of stock have been made, no road con- structed, no nothing, showing that a railroad was evenin eontemplation. It used to be the custom of raising enough money by stock subscriptions, to construct abou! one-balf or two-thirds of the line, and then raise suffl- cient to complete and equip the road by an issue of first mortgage bonds. This was the true system, and general- ly succeeded. This. however, is literally a railroad age, and a new system has taken the place of the old.
