But little business of special interest was py aeted in the United States Senate yesterday. teen private bills were passed, together with a a for the improvement of the navigation of the Sa- vannah river, which is much needed. Bills were yeported granting land and right of way fer three er fovr railroad projects, and numerous petitions were presented in favor of the Free Farm bill. If the public domain must be got rid of by the govern- ment, let it go for railroads and other internal im- provements, by all means, beeause they are ex- peoted to cveniually pay for the lands, although prior to 60 doing they will scll them to speculators, who, in their turn, will dispose of them at enor- mous profits, Nevertheless, it is preferable that We country should be improved by those lands, than to give them away to men who are too indolent to pay for them. Any industrious man in this eountry can easily procure a farm, if he dosires one. Senators are probably right in getting through all the railroad bills they can prior to passing the Free Farm scheme. Another spirited debate came off in the House yesterday, relativé to the salaries of territorial offi- cers. The Senate bill was so amended that uo o! wer shall be deprived of a year’s salary for sixty days’ absence from his post whon substantial jroasons ean be given for the same; and furthor, that the act shall not deprive the returned Utah judges of their pay. The democrats, in the course of the debate, exhibited a determination to haul Brigha and his Mormon associates over the indignant at the course yiursued by the judges. Congress ought to take up, and sift this whole mat- ter to the bottom. If the judicial function were really driven from their posts, av they assert, by the violent threats of Governor Yeung, the placo of the latter should be promptly supplied by @ eompetent and honest man. The laws of the govorn- mentehould not be violated and set at defiance, aud that, too, by one of its owa officers. Justice to all the parties domand that there should be a thorough investigation of the whole affair. Koweuth, evidently disgusted with Albany, left that place for Niagara yesterday. Notwithstanding all the fuss of the committee, only fifteen hundred doWars were raised for material aid by the Alba- nians. A despatch from Charleston states that eighs pa- triote have recently been arrested at Havana, and condemned to be transported to Cueta, in Africa. The late advices from New Mexico are of rather a serious character. Nothing less than a rebellion was threateved, and Gov. Calhoun was exerting himself to raise volunteers to preserve order. By a despatch from Boston it will be seen that the Massachusetts Legislature have again paseed the Maine Liquor law—thbis time without the clause sub- mitting it to the final decision of the people. No doubt Gov. Boutwell will once more veto it. Much interesting information will be found in the telegraphic and other columns. The exceedingly erowded state of the paper forbids a particular re- ference. In the Board of Aldermen, yesterday evening, the report of the Special Committee on the subject ef procuring a site for a Potters Field, and in favor ef purchasing from Abram R. Lawrence sixty-nine acres of land on Ward’s Island, was taker up, to- gether with the message of his honor the Mayor, with his objections thereto. Alderman Sturtevant moved that this Board concur in the action of the Board of Assistants, in the adoption of the report and the resolutions, notwithstanding the veto of the Mayor, which motion was carried by a vote of fourteen. A communication was received by both Boards from R. D. Arnold, Esq., Mayor of Savan- nab, excusing himself and those accompanying him, from accepting the invitation of the Corporation, @s their time while here was much occupied, and they were obliged to proceed immediately to Wash- ington. The dinner given to this distinguished mechanic and enterprising citi- wen, was peculiar for its novelty, its assemblage, its purposcs, and its origin. One thing, it seems, was extremely appropriate on thet occasion, and that wos, the recollection evinced by the gotters up of the feast of the genius and skill of the late Henry Eckford, ae one of the mechanics of his time who honored and benefitted New York. If the return of Mr, Hulsemann to Vionna is not followed by the peremptory discharge of Mr. McCurdy, we may thaok the young Em- peror and the Archduehess Sophia, for their for- bearance The complaints of Mr. Hulsemann against our Secretary of State are set forth with all the cool- ness of diplomatic dignity, and they have been | quite enough to make a sensitive and uncompro- mising absolutiet fee) rather uncomfortable, Mr. Webster did not see fit to give any explanation or apology “for the military honors rendered to Kos- uth by the federal authorities.” That, of itself, was a great oversight. Perhaps he forgot it. But it appears that Mr. Webster had pledged the Che- valier that the newspapers should no longer be permitted to criticise the official proceedings at Washington upon Austrian affairs; this solemn pledge had been given, even in writing, it was so utterly disregarded, especially by certain journals of Baltimore, Philadelphia, and New Or- leans, that they burle qued and ridiculed the whole business, without the slightest consideration, either for Mr. Webster's pledges or Mr. Hulse- mann’s feelings. The consequence was, that the Austrian Minister was subjeeted to some very “disagreeable demonetrations” at New Orleans, which were certainly reprehensible, but for which tho Secretary of State is held responsible. He had promised to put a check upon the newspapers; he didn’t do it—and hence the Austrian Minister becomes a vietim of Charivari, and the Calli- thumpian serenaders. This comes of making pledges in writing, and then noglecting to fulfil them. Why didnot Mr. Webster issue a procla- mation, warning all the newspapers in the country against any offensive remarks upon the Austrian Minister, or his official conduct? To be sure, the thing would have been extremely absurd; but he might have done it to accommodate Mr. Hulsemann, Anything for the sake of peace. Then, again, on the 7th of January, the Secretary ef State, at the Congressional dinner to Kossuth, made a speech, in which he “strenuously en- couraged Hungery to a new rebellion.” So he did; but the Chevalier forgets the antecedents. That speech was ata dinner party—it was after dinner, and a very goed dinner. The old proverb says that when the ‘wine is in the wit is oat.” It is true, and equally true that while Mr. Webster is always conservative before dinner, he is always revolutionary, and progressive to the back-bone, after dinner. Jt makes all the difference in the world. Mr. Webster, no doubt, sat down to that dinner impressed with the wisdom of neutrality, law and order, and non-intervention; but when he rose up from it, he was all alive with the inspiration of a filibuster, and full of Bunker Hill and Brandy- wine. It is a pity that Mr. Hulsemann did not attond that dinner himself. Ie would then have seen the difference upon international affairs be- tween an empty etomach and a full one. Stewed oysters, boned turkeys, Otard and Hockheimer, are powerful stimulants to revolutionary principles. Upon thie point, therefore, we bold that, in a good dinner, Mr. Webster has a good excuse. Chevalier Hulsemann leaves in a huff. He cannot stand the newspapers, and Kossuth is in just the same predicament, and Lola Montes herself has not escaped. Don Quixotte was lucky in having go sen- sible a squire to follow him as Sancho Panza. Mr Hulsemann is unfortunate in having had no discreet friend nt his elbow. Tho Russian Minister, in the ovations at Washington to Kossuth, had the same cause of offence as the Austrian; but M. Bodisco is ® sensible man, and his experience in the United States has made him not only the more useful to his Emperor, but the more popular with our govern- ment, from his good sense in submitting to take things as he finds them. He is satisfied in discharg- ing his diplomatic duties, and when abused in the newspapers, or even in the Senate, he quietly strokes his moustache, and smiles. The great seeret of sound diplomacy is, not only to know when to speak, but when to be quiet. The owl ie a wise bird. Mr. Halsemann is out of his element in the United | Vine States. Kossuth runs at large—Webeter makes revolutionary speeches at Koseuth dinnere—the | newspapers are under no censorship—the ‘Poople are | entirely too free, and the Chevalier can’t stand it. We doubt not, however, that Mr Bolmont will prove a most acceptable substitute, both to our govern: ment and to Austria, in the interval to @ regular successor. He understands the newspapors, and is not afraid of Kossuth. That sterling patriot, John Barney, of Baltimore, \ has taken Monsicur Sartigee in hand, for shooting rats and cats on Sunday, and for his,total exclusion of ugly women from his soirées; and he hasbeen | reported to tho President for it, and published in all / the newspapere. Let Mr. Hulsemann congratulate ; bimeelf in having escaped the clutches of John Bar- ney. Will there be war? { KossvTa Goa, Go: Na, Gorne, Gorne.—The last | accounts from the eloquent Magyar represent him as going to the Falls of Niagara, thence going to the towns in Western New York, then going to Saratoga, then going to somewhere else, then going to Eng- land, then to Hungary, andsoon. When he left this city and weat to Philadelphia, he was in a great hurry there also, for he was “ going” to Europe the week after.
