Peake submitted the follow- ing resolution: — esolved, That Governor Johnson, in commuting the rentence of the slave Jordan Hatcher, convicted of the wilful murder of, William P. Jackson, has abated the trast eonfided to him hy the constitution, has outraged the feclings cf this community, and has given aa encourage- ment to insubordipation and crime, which calls for the indignant reprobation of the people of Virginia. A meeting was held at the City Hall last evening at 5 o’clock,.to take into,consideration the mob, aud matters thereunto pertaining. General Peyton was called to the chair, and Mr. Robert G. Scott pre- sented a series of resolutions from the Common Counoil, reprobating any conduct of an insulting ebaracter towards the Governor, and declaring it to bo the duty of the police to repress all sach eon- @uct, but at the same time, avowing it to be the unquestionable right of the people to. meet and ex- press their opinions regarding the public acts of public agents. These resolutions were adapted, af- ter some discussion. A resolution was then offerd by Mr. Roberts, to ihe effect, that the people of Richmond disapprove .of the disorderly proceedings at the Governor's House, Friday night; but that there was nothing in the action of the meeting which they condemned. Mr. Lyons, in the course of some -gnimated and pertinent remarks, observed that the fruits of the Governor's misplaced clemency had that day.been realized in the city, by the enaction of another scene very similar to that Which produced the death of young Jackson. In tiis case death had not occurred, though blood had been shed. ‘After much discussion by various gentlemen, D: Gooch—a gentleman and a democrat, who was pre- sent at the ‘‘mob,” and witnessed everything that passed—submitted a resolution, which declared, in substance, as well as we could hear, that there had ‘been no ‘‘mob;” that all the hubbub thereanent was fal-Jal; that-the people .of Richmond were the friends of, order, and. wo maintain it; and that they bad odie from which they would not shrink, &o. as adopted and the meeting adjourned. We see no foundation for these fluctaa- tions; but sellers are very apt to be led into operations by them. without knowing whether they can get out or not Morris Canal has been very quiet lately. and prices have fallen off 2 fraction, The receipts of the company for the week ending the 24th of April, 1852, were $2.548 75; week ending May Ist, $3,423 03; May 8th, $4,207 37. It will be seen that the ectual amount of the State’s liability on account of the public debt, apart from those portions of it which constitute a lien. upon the various public worke, and which are provided for by the re- sources of these works, and apart from jthe portion of it which is provided for out of the annual preceeds of the State's productive capital, 1s, in the aggregate, $6.733.611. Deducting from this the amount of the inking fund, ($2,258,796) the residue, which may be said to comprise the whole of the real debt of the State, amounts to $4.619.815. But inasmuch as the bonds in the sinking fund bear interest, as well as the outstanding bonds, the interest bearing liabilities of the State to be provided for out of the proceeds of taxation, may be estimated at the sum above named—$6,733,611. But four years have clapeed sinee the Ist. of January, 1848, when the regular resumption of the payment of the interest on the State debt commenced. This resumption ‘was commented under great apprehension on the part of many, and absolute predictions of failure on the part ef some. Eyer aince, however, the interest hasbeen pusc- tually paid at the precise periods when it fell due; and. in addition to this, there bas been paid daring the sam, {ime, om account of arrearsof interest, and of jnterest of said arrears, the sum of $1,084,817 07. After a careful review of the resources of the Treasury —after a full investigation into the finances of the State— the Committee of Ways and Means very wisely recom -mended a continuance of the system of taxation as it now exists. The Governor, in his last message to the Legisla. ture, recommended certaim alterations and reductions in the tax system; but the committee do not agree with him, and have reported accordingly.
