He said his health was precarious, and he might be unable, on au- other day, to conclude his remarks. Another reason was that (here was a necessity for action on this bill. The Quartermaster's Department bad no mouey. and, uniess appropriations were made, certain troops, now about to etart for Oregon, could not be despatched. The motion was agreed to. CLAIMS AGAINST CALIFORNIA ‘Tho bill tor the acttlement of claims arising out of the military operations in California, was passed THE DRPICIRNCY BIL, Was then taken up, and Mr, Peance, (whig) of Md., resumed hisremarks. He noticed one charge made by Mr. Gwin which he had overlooked yosterday, It was that General Wilton, Indian Agent of Utah. had resign bis office and pushed on to California, burying all his pri- vale property; and that upon his arrival in California, the War Department ordered a military expedition to proceed to where Mr, Wilson’s property was buried. take it up, and bring it to California—this expedition costing $100.00, ‘his was the cnarge made, ‘The fucts of the Cave wore very different, A ecouting party, under tho command of Captain Warner. had beeu attacked in the mountains by Indians, and were routed and dispersed, Warner being killed. An expeaition waa sent out tore- lieve thit party, and to pursue und punish tho Indians, ‘The service of those engaged in this expedition carried them neur where Mr, Wilson's goods were buried, On their return, they received an order to bring those goods in. The expeditiun was not sent out, therefore, for’ Mr. Wileon’s property, bub upon @ proper military’ service. He renewed his review of Mr, Hunter's suggestions of remedial measures of reform, and showed, by reading from recordsand documents, that the suggestions about a retired list for dicabled officers, had been repeatedly re- commgnded by the Secretary of War. ‘Tho abuse of of- ficers of (he army being engaged in contracts for sup- plics. had been brought to the attention of Congress by the Sceretary of War, and all that he could do had been done to cuppresa it, ‘The abuse of officers of the Quartor- master’s Department delaying the settlement of their accourts, was owing to a defect of Inw, allow ing them a prolonged time for that parpose. The Sccretary of War had done all in his power to check it. Ho find issued cireulars to 144 disbursing ofl. cers, insisting on a settlement of their accounts, and threatening to report them to the President for dismissal Grvat reeults had followed, He then replied at length to Mr. Hunter's strictures, upon tho system of transferring balaxces of one appropriation, to supply the doticiencies in others. He referred to Mr, Bertien’s opinion when Attorney General, in 1831, against this practice. That opinien; however, was overruled by Attorney General Grundy. in President Van Buren’s timo, and tho system has continued ever rince. According to Mr, Grundy’s opinion, this ubuse, if one, was chargeable to demooratio administrations, which adopted and continued it. and not to this administration, The abuse of allowing quarter- masters to draw upon each other, and to transinit these drafts, ax asort of currency. was next adverted to. This practice grow up during the war under President Polk's administration, and MM congequence of the measures adopted by Sceretary Conrad, existed now though oaly to comparatively limited extent He showed that the oxpon- diturce of the (uctter Muster’e Department have been an- nually dimini:hed since Gen, Taylor sadminiatrationc ms into power. He agreed with the honorable Senator that something ought to be done reepecting the better orgs sation of clorks in departmente, and that their merit and qualifications +hould be the requisite necessary f pointinents. He regrotted the policy “that to the victors belong the spoils,” It had produced mush smischiel by making politicnl influences the recomimendation to office. Te would rejoice to reo a return to the atate of affairs ax they existed previous to 1828 The administration would. in afew days. lay beforo Congress a plan for the ganization ot the clerical corps.
