They commence with circulating notes to the amount of two hundred and fifty thousand dollars, se- ured by a deposit with the Stute Treasurer, of Hlinois nnd Missouri State stocks. The circulation of this bank srill be increased as wanted, until it reaches half «mil. lion of dollars. A bank under this law will soon be started at Peru, Hlincis. under the name of Illinois River Bank, the circulation of which will be secured by deposits of Vir- ginia State Stocks. A new bank isabout being established in Troy, with a capital of $800,000, of which Geo, Law is to be President and principal stockholder. It iy stated that the Peoples’ Mutual Fire Insurance Company of Massachusetts has assessed its members fifty per cent of their premium notes to moet its losses. ‘The total value of oxports from Baltimore to foreign ports, during the week ending the 22d inst., amounted to $67,407 80. The Milwaukie Sentinel noticee a counterfeit three dol- Yar bill,on Burch’s Chicago Bank, in circulation there ‘and clsewhere, which is very well calculated to deceive the inexperienced or unwary. It is a very good imitation of the genuine bill, the main difference being that the words “Chicago Bank’ in the original are shaded, while in the counterfeit they are clear. It has been discovered that a great many French silver coin have been largely deteriorated in value. The pro- cess has been to remove one scale of a silver coin with a very fine saw, cut out the silver in the middle, fll up with bacer metal, solder on the surface again. and leave the Pieoe looking as before; those of the pieces thus altered bear the effigy either of Louis XVIIL., Charles X., or Louis Philippe. The frand was first detected in the Bani of France. The depreciation amounts to about seven- tenths of the first value. The friends of the Schuykill Navigation, we understand anticipate no difficulty in arranging the liabilities of the Company, under the late law of the Legislature. and are senguine of resuming the payment of interest on the com- mon loans within the present year. The Legislature of Maryland has, by a special act, which we annex, authorized the city corporation of Baltimore to issue ite bonds to the amount of one mil- lion five hundred thousand dollars, in aid of the con- struction of the ParkeMbarg Railroad. Be it enacted by the General Assembly of Maryland, that the Mayor and City Cuuncil be, and_ they are hereby authorized and empowered, to give such aid to the Northwestern Railroad Company of Virginia. as they may decm expedient ; either by leniling to the said Railroad Company the «tek or bonds of the said city, on condition that the said Railroad Company shall pay the interest on said stock or bonds, until the time when the suid raitrond shall be completed and opened to the Ohio river, or by a guaranty of the bonds of the said Railroad Company. Drovided, however, that the amount tor which the said city shall be responsible, shall not exceed the sum of one million five hundred thousand dollars. Exc. 2. The city of Baltimore has created a large indebtednesé in this way, and there is hardly a city of any magnitude in the Union which has not deeply involved itself in a similar manner. Baltimore very lately sold several thousand shares of stock in the Baltimore and Ohio Railroad at a discount of thirty per cent from cost twenty-five millions. f dollars. OD. and such is the mania for building railronds, in se, Sections of the country, that we have no doubt every ¢.'ty and county of any impor- tance in the Western State’; Will sooner or later find themselves burdened with imn’ense debts, the interost ‘on which they will find it difficuxt or impossible to pay. Indications have already appeancd, tending towards repudiation. Some time since an advertisement appeared in a Western paper, signed by several of the most promi- nent inhabitants of a county which had become largely indebted by issuing bonds to aid some railroad company, calling upon tax payers not to submit to the special tax levied for the payment of interest on those bonds. It was argued that the act authorizing the issue was unconstitutional, and that no one was bound to pay any tax except for county, State, or other public purposes. ‘There is certainly sound sense in such reasoning, and these questions will, before the lapse of many days, be- come very prominent and important ones in most of our State courts. The Supreme Court of the United States will, probably have the final disposition of some of the points that will be raised in those of inferior power. State governments, undoubtedly, have a right to make loans for the purpose of constructing public works—the revenue of which goes into its own treasury. Citios have, without doubt, the same power to create a debt for the purpose of supplying the public with water, for the improvement of streets, erection of buildings, &c., for public purposes, Counties, towns, and villages have the power, constitutionally, to raise money by an issue of bonds, for local purposes; but we doubt the constitution ality, or even the legality of States, cities, counties. towns, or villages, issuing bonds, or creating a debt in any way, for the purpose of aiding public improvements beyond their limits, or such as are in no way required to develope the resources of the section of country under their immediate and sole jurisdiction, ‘The annexed statement exhibits the quantity and va- lue of cortain articles exported from this port for the | weck ending the 24th of April, distinguishing tho destina- tion and extent of shipments to each place :— Commence or tHe Pont or New York—Werexy Exrorts, LIVERPOOL.
