Y., said be founds long ar- ticle in the Congressional Globe, which referred to him and he therefore asked leave to make a personal explana- tion. Cxres—“Agreed,” “Agreed; “Go ahead.” Mr. Stanzy, (whig) of N. C.. wished to know how fur other gentlemen would have # similar privilege? The Srxaxen asked—Does the gentleman object ? Mr. Stanuy—I only want all others implicated or in- volved to have the rame privilege as the gentleman from New York. Mr. Brooxs raid he would not ask the privilege if it was porsible for him, through the newspaper press, to make the record. Mr. Srany remarked that he would have no objection, if the gentleman would confine himself to what had beon said of himin the Senate. If the gentleman alludes to others, then let them have an opportunity to reply Crizs—"Very well;” “ Go on—go on, Gentlemen ciustered in the neighborhood of Mr. Brooks, and there was intense anxiety wil ova the hall to hear him. Mr. Brooxs, in his preliminary, said it had been his pride and ambition, while he had been a member of Cou- gress, to devote himeelf exclusively to public busines and upon all occasions, and at all tines, whenover a pro- per topic was before the House, to confine himself to it, There were in Mr. Mangum’s specch various allegations, and the first was, that a certain let- ter, which appeared in the New York Express, was writ or indited by him. Now in the most soloma mianner.he hadalready denied this, Lis position here as aneditor had often embarassed him, and he had taken cecasion to say, when he was first . member of House, that in all political or personal matters, or anything ap- pertaining to persons, he would have no concern what. ever, nor be in any degree responsible for what was in his paren, becuuse, thinking if he did not adopt that course he should be holding personal relations with genuemen of oppeeite polities or political relations, which from the x freedem of newspaper discussion than that which pon the floor of this house, would very often pain nberracs, He had refused to see anyth which written before the letters w and bis correspondents had mailed, but had insisted upon the striking out or omis- sion of personal atiaeks upon members of Congress, In accordance with this rule he had stricken from the letter adiuded to by the gentieman from North Carolina, retlec- tions upen that gentleman, Indeed, all the personal matters he wished to strike out, but reinonstrance was medeto him that the rumors which were put ferth in that paper, were rumors which were in the mouth of almost every man—romors of course. but the ¢xistenes of wiich the writer could not deny in the form ¢ were stated. He denied the paternity of the edi article which appeaced in the Kazress in connection with that lotter, Before (vd and Heaven. he never saw one word, or one item of that editorial, until he saw it in print; but it was sid, there is a vemarkabie similarity of language between that letter and the linuage he used in Having seen tho letter. and been fired by its s and true— it war but natural that, in t th wnd exciteznont, me thoughts and he shoula have given uiteran el and thoughts were wage; for the language his, and Une of many others assoc wich him There ix, wid he, in thie arc.cle, (moaning Mr, Mangura’s epeceh,) an insinustion that 1 sin no gentle Doy kncv sho constitutes the board which ix to past What otiGitea a gentlemen, and to adjust the tea snl character of # gentleman ’ ‘There is nothing arth more dificult to deserito-—though every one ee tes a ouch the detinition of is nothing upon which the idea (p bis mind-a beau ideal gentlonan: but when you a What constitutes gentility, th A will more diflex, cegettl man, there is really little di ameng mankind; and all the world will suyig that he wh ows feosh from Billings ve bot ag to what constitu of 1 opinion ngire pate and vent ap associate member of vss in another If gentiman. If there has been any mis- construction as regards that sentiment, [ withdraw it, as toall of them, In that trying scene which occurred in the cabinet, when the great body of the South felt it ne- | ceseary to separate from us Northern whigs, the sentimont of every Southern whig who remained behind was, that Northern men should be protectod—that the pledges of the compromise should be fully sustained, and that no candidate for the Presidency should be put forth who would not come out tor the finality of the compromise measures, and who would not ‘stand s0 recorded. It was due to us Northern men, that wo should have such support from them; for, in the great hour of trial, two kossions ago, our services were necessary for them, and were given to them, freely. r since that, we have been hunted down in the North, as the Missquri Compromise men were in 1820—but ono or two of them survived the political shock; the rest wero hurried into political death by their connoxion then with the South, if we feel sensitive upon that subject amidst the adverse political opinion about us, and if wejoined with them to execute an odious provision of the ‘constitution, and in creating an Amcrican sentiment for its vindication and support; and if we desired and claimed thoir protection, we claimed only what is our due and right, and which, if they give us, we can support ourselves and our country upon the basis of our constitution Mr. Staxiey remarked that he had not seen the ar- ticle in the Congressional Globe. ‘Tho gentleman has said nothivg which calls for a personal reply upon my part. T leave it for the gentloman, who has been assailed, to take care of himself as ho thinks proper, and can, if ho pleases. 1do not speak in his defence, He would not thunk me if I attempted it, for that would imply that Le needed it, Ho has spoken, to my regrot, inthe Senate, as I regret all personal matters here or elsewhere, If any defence were needed, I would callon my democratic coi- league, Gtr. I only rose tosay a tingle word in all calmness, and without ro- fleeting on any ybody. The only part of tho speech of tho gentleman Mr. Brooks) which’ touched mo tho other day. and which he has generously withdrawn, was the idea of Southern men wavering on the quostion of the compromise, I felt hurt at what I thought to be a chargo of infidelity to the people who had honored mo wish their confidence; and as the gentleman has referred to hiv remarks, made in the last Congress, of wooing tones towards Southern men, and flerce tones towards Northorn men, I will say that soveral gontlemen were restrained from replying to him in harsh terms, from the conside- ration that their previous relations had been friondly with the gentleman, and that it was improper to indulge in fierce tones towards gentlemen from his latitude. ‘The feelings I speak of actuated me. To accuse Southern men of wavering, in that respect, is to say that they are destitute of patriotism and of perdounl hopor, and regard for the rights of their constituents. No Southern man could hear the remarks without burning with indigna- tion, as did the hearts of Southern gentlemen the other day. He, however, bas made tho amende honorable, and upon this point, therefore, I have nothing to say. Mr. Bucoxs—I know the gentleman don’t mean to say that I made the amende by the suggestion, or advice, or inuation of any body from the Svath. I don’t desire that idea to goforth that I was intimidated into it. Mr. Staxir—I intimated no such thing as an in- timidation—not by any means. Bir biooxs—I would not make even the first qualifica- tion und: an intimidation. Mr. S:anty—I repeat I don't intimate such a thing. Ono word more. With regard to the remark of the gen- tleman that there was alarge body of Southern mon who left tho caucus; if the gentleman had counted the Southern gentlemen who were present, and those who left, he would have found that he was mistaken in point of fact. I think a majority of Southern men remained; that is my impression. MONROF, RAILROAD. The Houre then passed tho Senate bill for the relief of the Menroo Railroad Company and their securities, and agreed to a resolution to stop debate next Thursday on THE HOMESTEAD BILL ‘The House then went into committee on the latter bill. Mr. Yates (whig) of Ill, made « speceh in favor of it. He was followed by Mr, Sant (aem.) of Me., who procoded to show that the South bas made too much complaint about Northern aggression, and that the grievances of the first named haye not been so great as have been represented, Mr. Dean (dem.) of N. ¥.,madea speech about the po- sition of parties in New York, assailing the whigx, and claiming that, with a proper standard-bearer, the demo- crats can carry thut State in the Presidential contest.
