The bill regulating the salaries of territorial offi- ers was engrossed in the United States Senate yes- terday. This bill repeals the act which debarred the officers from drawing salaries when away from their posts over sixty days; but requires that their absonce must, hereafter, be approved by the Presi- dent. This measure is probably intended for the be- nefit of those gentlemen who deemed it advisable for their own individual welfare, to suddenly leave Utah. The bill for the establishment of a dry dock and navy yard on San Francisco Bay, was afterwards discussed. It is thought that this very necessary measure will pass; but the bill for a railway and basin in the same vicinity, will be strenuously op- posed, in consequence of the enormous outlay it will require. Among the various petitions presented, were two in favor of the Collins steamers, and one asking an appropriation for the establishment of a line of steamships between Brooklyn and Hamburg, Germany. Another long debate tock place in the House of Representatives yesterday, on the Deficiency Appro- priation bill. It was the old story. The democrats attacked the officers of the administration, and the whigs defended them. While Congressmen are thus engaged in exposing the vices and wasteful extrava- gance of each other’s parties, they appear to altogether lose sight of the indisputable fact that the inhabitants of the territories, particularly New | Means so clear and decided as it is in relation to | they sre wholly anrival! Mexico, are sadly in want of protection against the ravages of hordes of murderous Indians. Some measure for the especial and efficient protection of oor hardy pioncers should be adopted at once. The State Senate was yesterday engaged, in open executive session, on Governor Hunt's appoint- ments. This is the first time that the experiment of abolishing secret sessions has been tried, and we must say that it appears to work admirably. While it gives the people an opportunity of knowing why certain extraordinary appointments are sometimes confirmed, it also informs the unsuccessful appli- cant of the cause of his rejection. This will have the effect of making the Executive more careful in the selection of men for office, for the reason that he would dislike to have the fuulte or incompetency of the friends of his party exposed. It will be seen that a large number of the appointments for harbor ters, &Ke., were rejected. One of them, said to belong tothe “higher law” school—an especial friend of, and recommended by, Horace Greel only reccived nine of the sixteen whig votes. This does not speak very well forthe popularity of the “believer in all the isms,” even among the mem- bers of the political party to which he professes to belong. The discussion was condueted in a remark- ably calm and genteel way, and is in striking con- trast with the late boisterous proceedings in the Senate chamber. The members of the Assembly have likewise dropped the Boxiana style of legisla- tion, and are quictly and expeditiously pushing their work, in view of the approaching close of the ses- sion, An evening session was held, during which the report of the Canal Investigating Committee was debated. A movement was made by a democrat to virtually ratify the contracts, by directing the Audi- tor to pay the warrants. This was opposed by Mike Walsh and Mr. Hatch. Mike feels that the lettings were not made ‘upon the square,” and he will do all he can to expose the corruption. In the Board of Aldermen, yesterday evening, a report of the Committee on Ordinances, in relation to the Corporation papers, was presented to the board. The ordinance recommended the following apers to be employed by the Corporation:— Commercial Advertise, Morning Express, Evening Post, National Democrat, New Yorker Demecrat, (German,) and the New York Herald. It further proposed to pay the proprietor of the New York Herald three thousand dollars, and each of the other papers one thousand dollars per annum, for all the services to be rendered by them. On the presentation of the report, in favor of adopting the ordinance, Ald. Sturtevant moved to amend the same by striking out the Express, and inserting in ita place the New York Tribune. It is now before the eourts in two actions, in two separate causes— one brought by a private individual and a subscriber, and the other by the District Attorney on the part of the State. While this question is pending, it might have been expeeted that men in authority would try to withhold their opinions, and avoid an expression that would prejudice the final decision. We see that this is not the case.
