The bill amending the passenger laws, 80 as to prevent the owners of vessels from evading thoir eontract’, was yesterday ordered to be engrossed in the United States Senate. It is undorstood that Phese amendments have been made with an especial view of allaying the difficulty tfat has ocourred in the courts of thie city, with regard to suits brough’ by emigrants against thervossels which conveyed them toour gheres. All tho House amendments to the bill mak’ng land warrants assignable, wore ro- jected by the Senate. Another resolation was also adopted, that » epecial committee from each board proceed to Albany, to lay the facts of the present system adopted by the Commissioners of Emigration before the Legislature, and urge upon them the necessity of effecting immediate and thorough reformation in tho Emigration Department, by which the officers of that department be made elective, and stringent provisions enacted for the due performance of their duties, with a supervisory power in the Common Council to inveetigate their eSaire and correet their abuses. The Welsh of this city gave a banquet on Tues day last in honor of their patron saint. We be- lieve all the foreign saints arc now fully represented in New York—St. Nicholas, St. Andrew, St. Da vid, St. George, St. Patrick, and St. Donis. When are we to hava a St. Jonathan Society? It’s time. ‘There was an anti Maino liquor law mesting in Brooklyn on Tuesday evening last. We gives report of its proceedings. It was not quite equal 10 thelate meeting in Metropolitan Hall in thie city. Numerous interesting items from Havana, Mexico, Texas, &c., will be found under tho tele- graphic head. Tur Crry Wma ComMITrers, AND THE Ap- MINISTRATION.—We published, yesterday, a briof report of certain curious doings which took place on the previous evening, at the Broadway House, in the two whig committees of this city, in reference to the administration of Me. Fillmore, tho present whig President of the United States. Ae the pro- ceedings ef these committees are shrouded ia secrecy, itis very difficult to ascertain from any quarter what {6 done, or what is not done—what debates take place—what motions are proposed, carried, or rejected; or what is not debated or mooted, and never takes place at all. In the proceedings, however, of the other erve- ning, notwithstanding the attempt to mystify them, there is one simple, broad characteristic, which is exceedingly plain. Resolutions “of the same stripe,” approving of the Fillmore administration, were introduced rimultancously into both commit- tees. Resolutions of this kind, coming befere the ghe bill granting lands to Missouri for railread pur- poses. Hie proposal of a substitute to grant @ por fien of the public domains to all the States, was rejected by 70 to 96. The Free Farm bill, whica gives one hundred and tixty acres of lana to every head of a family who will cultivate the same, was supported at length by Mr. Dawson, of Ia. @xe or more memorials have been presented to the U. S. Senate against any additional appropria— tien to the Collins nine day steamers. ‘Those me~- morials are enid to emanate from the owners of can- vaes back ships, and take the n-rrow and inoorroot view that government sid to stoamsbips is an inja- ry to thore propelled by wind. After reading those memorials, look at the increase of ship building in all parte of thecountry in the past yoar; look at the size, the splendor, and tho swiftness of the ships built; look at the American clippers that @ot the Atlantic and Pacis, and which have asto- mished tho world with their more than racehorse speed; look at the recent passage of the Game Cock from the Sandwich Islands to Hong Kong, at the average daily speod of two hwudred and sixty ome miles for thirteem consecutive days, and three hundred and twenty-tight miles for twenty-four hours. Te what are we to attribute these magniii- eent results, if not to the increase of our steam marine! One improvemen! begets another. Our steamships, carrying passengers and mails rapidly from point to point, increase international commu- nication, augment trade, call into service an in- ereased number of ships sf the clipper order to earry cargoes, and bring our merehant marine tos perfection unequalled and uasurpessed in any othor part of the world. Ought not the gevernment to en- eourage all this! Will the narrow-minded policy of those memoris lead to such results? Do not Jot us go back to the old Dutch galliots and sugar box ships. Very little businoes was transacted by the State Legislature yesterd: The Senate was tho en- tire day on the bill appropriating $10,000 a year for two years, for the purpoze of avsisting colored | foiks to emigrate to Liboria. Tho measure meets | with considerable The Assombly | passed a roaclution raquosting Congress not to re~- | new the patent for Woodworth’s plaging machine. j Mr. Wright made an attempt to renew the oxcite- | ment on the cane! question, by offering a resolution to the effect that it is wrong for tho joint commit- tee of investigation to inquire into any facts which may be a ground for imps g any of the off- vers concerned in the le he reason that they are matters for tho exclusive consideration of the two bouzes of the Legislature. He therefore wished to have the committee re ort forthwith and @isehsrged from any farther consideration of the subject. But, singular to relate, it seems that, in the Old Mon’s Committee, the reso- lutions approving of tho administration were handed over for consideration to another committe; while, inthe Young Men’s Committoe, they pro- voked a very violent and excited debate, in which agreat many hard thiegs wore eaid of the whig leaders, and dreadful impuatations thrown out against the whig candidates for the Presidenzy. The resolutions, however, approving of tho Fill- more administration, passed in the younger body by a considerable vote. On ordinary occasi such rosolutions would be pasted without any difficulty. Indeod, we bolieve that similar resolutions had passed the same com- mittees. But, atthe presont timo, a very ambitious effort is being made, as is evident from the exhibi- tions of the last wock, to bring forward the name of Mr. Webster, Seeretary of Siats, as a promi- nont candidate for the Prosidoncy, in deroga:ion of the claims of Mr. Fillmore, the head of the prozent whig administration; and it is believed that the gtoat quoetion of the next Prosidontial election has produced all the excitement, debate, and confusion, in both the whig eommitieos. As far as thoir pro- ecedings can be understood, it would seem that neither of the three whig candidates for the Presi- doney hada majority in either of tho committecs. We allude to Soott, Webster, and Fillmore. if j the design of those who moved in the matter was to get an endorsement of Webster, they have sadly failed in accomplishing it; for the result of the vot- ing in the committees, if it means anything, means that they approve of the administration of which Mr. Fillmore is the head. The matter, however, is not of much importance beyond the committoes thomscives; for the organi- zation of the whig party, and the origination of their movements, depend less on such committecs than upon the voluntary, independent movemonts and associations among the people at large. The whigs in these regions seem to bo working at cross purposes, and creating iaternal difliculties among themselres. In the South, the whig party is united and in favor of Fillmore, and in the North and West, out of the large oities, Scott is tho only man thonght of. Among the moneyed interosts, Web- stor is the strong man; but tho influence of that dl reaches very little boyond Wall stroot, and is seldom felt among the mass of the people. All these movemonts andall this effervescence among the whigs here, have been broaght about in consequence of the very active preparations made by the Wall street financiors to got up the nominate Webster. The friends of all tho other whig candidates will organize an opposition, and we may expect, in a sh: time, all over the coun- similar movemonts, counter move’ nizations for or against the several ¢ a the whig ranks. There is no necessity for any fuss or excitement on the subject. {f the Pennsylvania Contral Rail- road Company aro so far blind to their own inte- reats as to make such an absurd regulation—if they areso narrow in their views as to aitempt to eoerce Western merchants to efloct their purchaaos only in “the City of Brotherly Love,” whose charity or love not only begins at home, but ends thore— why, they will bethe groatest sufferers themselves; they are only cutting their own throats—and that is their own business. If a man in Pittsburg, for example, wants te pur- chaze goods in this groat commerc'al metropolis, be can have them iransported by two other routes besides the Ponnsylvania Central Rail- road. He can have them sent by way of Baltimore and Cumberland; and after the navigation opens, by the Erio Railroad—one of these lines being south and the other north of the recusant line.
