Such appear to be the causes of the war panic in England. They are vague and intangible, but net without some show of consistency aud wise discretion. A late letter from the Paris correspondent of the London Times—which e re-publish in our columns this morning—discloses, on the other hand, a now and very significant cause of perplexity to the Pre- sident of France. The Emperor Nicholas has thought proper to admonish “the nephew of his uncle” that he is going ahead a little toe fast; and that in reviving the national symbols of the Empire, ho is treading upon dangerous ground. Nicholas is dictator ef the Continent—that must be understood. The symbols of the Empire may re- quire the subjugating campaigns of the Empire— the absorption ef Belgium, tho reduction of the Rhesieh provinces, the annexation of a portion of them, the occupation of Italy, and tho provecation® to a general war, which may endanger the safety of the frontier dominions of the Czar himself, and destroy that equilibrium of power onthe Continent of which, since the revolution of 1818, he has been the arbiter. He also gives Louis Napoleon to un- dorstand that he is regarded as a mere locum tenens amopg the rulers of Europe—-that he is not a le- gitimate among them, and isonly to be tolerated as temporary necessity. The same objection to the great Emperor brought him finally down; and Russia wag a potent instrament in the work. To this audacious advice of the Czar, Louis Na- poleon is reported as having replied with the humility becoming a neophyte among the despots, His adoption of the symbols of the Empireisa matter of the most porfect innocence. It is not done to re-establish the Empire, te disgute the control of European affairs with Nicholas, nor for the re-establishment of a dynasty horotofore rejoot- ed by the legitimate powerz, nor for the disturb- ance of the peace of Europe—not at all. It is simply for the tranquillity of Franoe. The imperial emblems of his unsle have alone the power of quist- ing the traditional aspirations of the French people. They are only intended for Buncoombo—nothing more. This ought to be satisfactory to the auto- crat.
