Mr. Bontany introduced a joint resolution declaring that each State, at the next Presidential election, shall be entitled te electoral votes equal to wat she is entitled to under the enumeration of 1340. He said he had no doubt that such # course was proper and just, and was in accordance with the constitution; but to settle it au- theritatively, he heped this joint’ resolution would be paseed. Referred to the Judiary Committee, THR BRAZILIAN COMMISEION. Mr. Mason cated up the joint resolution extending the time for closing the commission under tho treaty with Brazil. The time of extension was fixed at four months; and the resolution passed. THE (OWA RAUKOAD LAND BILL. The bill granting land to Lowa, to aid in the construo- tion of certsin railroads, was taken up, and Mr. Geren, (whig) of Mo, commenced @ speech in support of it. He referred to, and read all the legis!ation relative to publio lands, from the time of the Continental Congress to the yretent day. Hemaintained thatthe new States had rot the same rovereignty over the tetritory within their mite as the old States. The old Stat of land within their limite, while the new States had power to tax butasmail portion. He examinedand resd etatistics, showing the immense value to the United Btates of this immunity from taxation, and held that the States had an equitable right to this tax. Ia esti- mating the amount of the fund arising from the equitable right to receive taxes from the United btater, he adopted Mr. Sumuer’s calculation, and ex- tended it s0a8 to make an estimate of what was due to each Btate. He eaid there were 20,000,000 of acres in Missouri yet undisposed of, from which the State, of course, derived no texes. Without concluding, Mr. G. gave way to a motion to adjourn—and the Seuate adjourned, House of Representativer. Y., presented the memorial of the Chamber of Commerce, of New York, asking for the removal of the mint from Philadelphia to that city. Louis to the western line of that State, Mr. Orr, (dem) of 83. C, said he had examined the bill, and had come to the conclusion to vote for it. He argued that Cangress has the eonstitu- tional power to make the donation asked for, and quoted Cwhoun, Cass, and others, in support of his position. He said that this bill was not tobe scouted—first, elther on the plea of unconstitutionality, or, eecondly, on the pisa that it is anti-republican or anti-democratic.
