The cause of this is the absence of outside speculators, The only fancy in which there has been any inflation of conre- quence is Reading Reilroad; and, by the combinstion of several etrong cliques in this city and Philadelphia, epeeniation has become quite active, and the prospect 8 favorable for a greater expansion. Itis reported that a large amcunt of Englith capital has been employed in the recent movement. There is some truth in this, bat the etucements that a large quantity of the stock has lately been sent te London, and that it will hereafter be reguiatiy bought and sold at the London Stock Px- change. are without foundation, Most of this stock late Jy wold inthis market hos been sent to Philadelpbia where it will probably rema'n nutil the bubble burste when it will come back at greatly depreciated prices. Speculators in Boston and Philadelphia frequently re. With the exception of Beading, the bulk of al! the leading fancies is held in Wall street, and we fear they are likely to remain there. Outsiders are not disposed to touch them. It may be that prices are not high enough. They do not like to touch » fancy when ti is low and chesp. If a fancy stock i not active, they will have nothieg to do with it and it, therefore, is necessary for holders inthe stro: to get up an infistion. and get the market active before outeiders will take hold. Asa general thing, they come im at the height of an expsnrion, and when the celiapse takes place, large lots of fancy stocks remain in their hande at bigh prices, The preseat movement in Reading shews this, A few weeks since that stock was selling at fifty to fifty-two per cent, At those prives, no one out of Wall street would touch it, and the sales in the sireet amounted to only a few hundred shares daily. During the year 1851, there were exported from Alex. andria, Va , to foreign porte, $453.166 worth of bread: stofls, being an increase of $52,107 over the previous year, The imports during the same time are valued at $106,566, which is an increase of $11,383. The duties paid at the Custom House amounted to) $29,212 90—inoreasse $3,173 85. The entrances and clearances were 111 vessels in the foreign, and 608 in the coasting trade, During the month of January the whole number of clearances from Baltimore, for foreign ports was 25, viz Ssbips, 5 barks, 10 brigs, and 7 schooners; with a tota! tonnage of 6,604 tons, and uavigated by 238 men. Of these veesels 18 were American, 6 Britieb, 1 Bremen, andl Spanish; and their destinations were as follows, viz.:— West Indies and British Provinces, 11; Pernambuco, Cape de Verds, 1; Liberia, 1; Rotterdam, 1; Bremen, Gibraltar, 1; Trieste, 1; Rio de Janeiro, 1; Demarara, 1° Talcahuana, 1; Laguayra, 1; Malaga, 1; and Liverpoo!’ 1. The total value of the experts by these vessels was $888,342 08. There entered at the Baltimore Custom House from foreign ports during the same period, 6 ships, 6 barke, 14 brigs, Techooners; total 32 vesrels. O, these 26 were American vessels, 4 were B:itish, 2 Bre- mer, and 1 Danish. With dutiable cargoes, 24; with free cargoes, 7; and in ballast, 1. The total amount re. ceived for duties during the month of January, 1852 War $34,619 59, againet $66,245 95 for the same month In 1851. The Galveston News furnishes a synopeis of a bill which it describes as having passed both houses of the Legislature of Texas, providing forthe payment and li quidation of the public debt. The bill appropriates two out of the $5,000,000 bonds, to pay certain aceumuiated debts immediately, The debts sre soaled and classified under tixteen heads. The immediate payments ordered are, of thore under the third head of that clarsification 246,062 for ten per cent, funded debt of February 5 1840; the fourth hend, $7,248 for eight per cent funded debt of February 5, 1840; the ninth,5$69,451 for audited poper—verious enactments; the tenth $26,129 for mis- cellaneous liabilities; the fourteenth, $679,222 for second class debt; the fifteenth, $16,467 for third clase debt, lately admitted as second; sixteenth, $72,077, less $38,053, amount acknowledged by joint resolation, ‘There appropriations amount to $1,058,542 —lesving $841,467 unappropriated, specifically. This is to go into # fond for the payment of claima embraced under the second olass of debts, being the class for which the im- post duties were not pledged. Specific appropriations cut of the five millions of reserved bonds which the United States keeps yet in its curtody, are made for the following debtr, numbered as In the same olassification, thus i= 1, $442,768 for the ten per cent conaclidated fund o June Tth, 1887. 2. $7,970 for ten per cent fund of same year, for the relivf of Swartwout and ethers. 5, $153,560 for eight per cent treasury bonds, of 1540, 6, $41,€80 for tem per cent treasury notes of 1837. 7. $965,085 for ten per cent treasury notes of 1837, second intue, 8. $457,048 for treasury notes, without Interest, of 1837. 11, $100,000 for the bond issued from the Unit» States Bank; $07.950 for purchase of steamer Zaval! $140,000 for payal vessels contracted for with F. Dawson. 12. $1,468,165 for interest on above. | 13. $113,664 for additional interest by act of 1850. ‘These appropriations amount to $2.506,t11 of princ!- pal, and $1,081,819 of interest. Total, $4,089,920—loar- ivg $911,780 of the reserved five millions, which is added to the $241457 surplus from the two million fand— waking $1,853 237, which is directed to be appropriated solely for the second class debts.
