According to our Washington correspondent, there appears to be great bustle and activity in the Navy Department. Vessele have beon ordered to ypropare for sea, and supplies and munitions of war aro being collected with alacrity. What has pro- @eced this cxtraordinary commotion is not posi- tively known, but it is intimated that, among cther things, the Mediterranean eyuadron is to be strengthened by tho addi ion of two or three men- efwar. We hope that Secretary Graham—now | that he is fairly arcused to the importance of pre- | ering our naval force for any emergency wriee-~wil! cast bis eyo in a Raery ‘eepecialiy ta the Mos: have 4 man of-war to prota merce in that quartor Mr. Bradbury yesterday oor mm the United States Sonate, viding for the printirg, in one volume, of a cumpeniium of the seports from the beads of departments, and other Bublic papere, instoad of tho documents in detail. We are gratified to observe that many Senito fre beginning to opon their eye: to the corruption prodsced by the present syatom of giving prin ug out by contract. The debate on the consas printing bill, shows plainly that the present plan is ovidently used by both political parties a3 a means of keeping up partizan mowspapers, w. aro solely eustained in this way. Lot the systom be abolished at once. A bill was reported by the Jadiciary Committeo, Sa the House of Rep tatives, to prevent the Beads of departments, and all members of both branches of Congrese, from prosecuting claims Sgaingi the government. Ifpassed—and it certainly @aghtto be—this bill will put an effectual check wpon all Galphin operations. In reply to a resolu- sion of inquiry, the Presidont transmitted a letter from our Minister to England, which states that Be has been assured by the British government tbat it nover intended to sanction or sugge:t the employment of negroes from the United States, in the West Indies, in any manner that would conflict with the intereste of our people, by inducing slaves de runaway, &e. On the coniray, they merely | @esigned, in their original plan—which appears to | have fallen through—to prevail upon free blacks to emigrate to and cultivate theislanda. The Koseuth intervention excitement still goee shead, like s great snowball, increasing in size as it rolla—vires acgwirit ewndo. It proceeds from State to State, enrolling fresh converts in each; and seeme likely to extend over the whole Union, from Maine to Texas. Already in the following States has tho Kossuth doctrine been introduced, and, in some of them, resolutions paseed, more or less strong, but all of them recognizing and advocating the principle ef active sympathy in European affairs in general, and in the cause ef Hungary in particular .— New York, Obio, Magsachusette, Kentucky, Maine, indiana, Pornsylvania, Tennessee Maryland, Alabama. Hi the movement procecde over the Union at this rate—embracing North, East, Wi and South— itis going to produce as great an effect upon the politics of the country, and its external rola- tions, as the Texan excitement in 184‘, or the ad- vent of the [rish exiles to our shores, after tho abortive inaurrestion in “ the erald Isle,” in 1798. 1s is well known that the first orgaaization, tho struggle, and final euccess, of the domooratio party, in tho time of Jeforson, grew out of oimils historical facts to those we aro daily rosor¢ the Koveuth excitement. The Emmet, the Sampsons, and the other Irish jatriots of that day, wore received with the same éclat ae Kossuth. Chey wero ho- nored with the same triumphs in New York, and in the city of Philadelphia, which wag hon the eoat of the general government. The popular exeitemont rose as high then as now, and the triumpha of the exiles were much the same. Some ofthem were, by special oct of the Logisla ture of this State, enrolled members of tho bar, and admitted to practice at once, without any previous logal education er training in our courte. | All received public honors or favors of some kind or other. The Irish sympathetic movement of that day tended toe produce an eptire revolution in the do- the govornment of the coun- y. John Adams opposed it, and se did Rufas King, the American Minister at London, who» like Louis Napoleon in the case of Kosauth, went the length of insisting thet the Irish exilos should not be permitted to land in the United States, or if they landed, that they should be expelled as dangerous frebrands. Adams and his party failed; and the democratic party, under the | tremendous excitement of that day, completely trium phe¢ In the present day, both p 8 are ranning into the .ania, together with a third party that did not thon exist. Thoro is 2 generalrush inthe Northern tates, emong tho democrats, whigs, and froe scilerr, to seo who will bo able to appropriate the excitement started by Kossuth, as an element Juasi now, it is cificult to determine whish of tho three parties are moat deeply immersed in the popular fanatioiam. ‘The young politiciane of the whiga are perfoctly crazy on the subject; and the youthful democrats, who rejoico in the “style and title’ of “Young America,” goom to be cquaily insane; while the cun- ning, energetic free soil faction are working liko moles in the dark to outstrip both parties, and epgross Kossuth and bis movement entirely to themsolves. Which of thom is destined to suc- ceed is one of those questions which time alone can solve, andis at present wrapped up in the womb of faturity. Kossuth, meantime, is holding on by them all, end is playing them as a skilful apglcr plays a trout or a salmon. Under the intiuence of this excitement, even Webster comes out as stropg as any of the ardent young lots of the dey, and iz no longer looked upon, ason “old fogie,” but ata warm, sympathetic” young man; while Goneral Ssott, with all the Llushing honors of his battles mantling in his cheeks, is regarded as an old war nae past sor- Pe nm een tt paler enitad fi the slaughter house, to oaich alls such superamnuats 4 animals are destined.
