Lowis Nopoleon amd the Nutional Assembly—The Electoral Law--The Presidents Speech t >the Army ‘Officers— Assembly Proceelings—General Affairs of the Continent, &. ‘Since the re-opening of the National Assembly, ‘and the publication of the mossage of the Pres: deat, a very peculiar agitation is felt in all the po- litical circles. The repeal of the electoral law, de- manded by the President, will no doubt create ‘mauoh trouble in the country; and if | am well in- formed, there is every prospect that this will be the cause of his fall from the position which he now occupies. It would come too late for the readers of the Hexatn,to reproduce here the opinion of the Freneh press upon the message of the President. ‘The party of order has pronounced itself against uch # retroactive measure, and no doubt the pro- ject of law will meet with a refusal, or, at least, in case it should be modified, the President will not bacaye a full return of the suffrage of 1848. I may y, also, that should the law be entirely repealed, re reece turn against Louis Napoleon, and not against the pretender to the Presidency, as he sus- pects. The socialists would also gain much by it. ‘Weill, we shall soon see what will ba the fate of both the electoral law and the President. Six months ig a short time in our age, where we “live quick,” and time itself goes by steam. A very significant speoch was pronounced on Monday last, by the President, to the officers of the army who bad called upon him. The most exciting pagsage of this discourse is the following:— “Should circumstinces force me to make an ap peal to your devotedness, | am sure you would no fail to answer, because vou know | would never ask apything which would not be in agreement with soy rights, with military honor, and the interest 0, our country; because yeu bave for chiefs mon gelected by me, in whom | have full confidence, and who deserve to have yours; because, if ever the day of danger arrives, | would not act as the men — have been before me at the head of France| would not tell you, ‘go, and | follow you;’ but, * | qmarch—follow me!’” Such ambitious words are, no doubt, the bes: — that Louis Napoleon hae not at all abandoned projects of a coup deat. By this uneonstita tional ge he tries to discover what hy sion he cana i ay luce upon the country; but, as it goes, be has not yet bit the right mark. Tae promotions and uew selections he has made in the rank ef the army, are also the proof of his private aims. A number of Colonels and G, , whose opinions in his favor were considered as doubtful, have been promoted te bigherranks. Well, what next? Butter has beon missed from the above store before. and it is now believed that these men are the rogues. Robbing a Canal Boat.—Three men, employed as hands on board the canal boat Flamingo, lying at the foot of Broad street, named Patrick Kosch, Joha Hall. and Joba — bell, were arrested yesterday by officers Elder and , of the lower police. on @ charge of breaking the boxes of goods placed on board the boat in charge, and extracting portions of the property there- from, and then forwarding the case as per direction. Several boxes, shipped by Jobn H. Rediield, of No. 16 South street, as also by other shipping their arrival at their destination were found to have been broken open, and portions of the goods extracted. On the return of the boat, the nom was made known to Mr. Redfield, who procured a search warrant issued by Justice Lothrop, to rearch the boat. The officers in so do- ing discovered in the trunks of the accused twenty ins of dress boots, @ large quantity of [ndia rubber shoes, ladies’ comforters, &e ; also 25 yards of crash, all of which bas been identified. A bank book was found on Roach, showing a deposit of $300 to his credit in the Chambers Bireet avings’ Bank. On bis person wis found $104 in cash; in his pocket was found a number rivate marks, taken from goods stolen from the under their charge. In this way it will be seen these men have been carrying on quite an extea- sive business. Justice Lothrop committed them all to priron for a further hearing. Caught in the Act.—A young man, known to the police, named Michael Douovan, about twelve o'clock on Wednesday night was caught in the cabin of the schooner Jobn Clements, by the mate, James Martia, who detected the rogue riffing his pockets. Mr. Mar- tin sprang out of bed, seized the rascal, and secured him until the police came, who conveyed him before Justice ‘Timpson, when he was committed to prison for trial Charge of Embezzlement.—On Wednesday night, Henry McKay, s young man, clerk im the employ of Dian & Smith, merebapts, doing business at Nos. 11 and 13 Stone street, was arrested, at the Bowery Theatre, on ac! of embezzling $75 from the safe im the store,and with appropriating the same to bis own use. was conveyed before Justice Timpson, who detained him for @ further examination. A Quarrel between Two Artists Officer Westlake, of | | the lower police yesterday arrested a Mr. George Man- ning, of No. 202 William street, an artist, on # warrant issued by Justice Lothrop, wherein he stands charged with violently assaulting Hemry Haye, also an oreist, deing business at No. 342 Broadway. inflicting a stab in the side with a graver, a tool used by engravers. The wound was alleged to have been inflicted in a vital spot, although not of sufficient depth to take life.
