Charges of Bribery and Corruption. The Commissioners of Bmigration. LIST OF BILLS PASSED DURING THE SESSION. THE GARDINER CLAIM AT WASHINGTON, &o., &e., &e. Highly Interesting from Albany. BY MORSE’S LINE, OFFICE 16 WALL ST. PROM OUR GPECIAL CORRESPONDENT. Axvany, July 10—9 P. M. ‘The most important transaction which occurred in the Legislature to-day, was the proceedings in the House upon a report of the committee instituted, no doubt, to investigate tho alleged offer of bribe to the Attorney General. Mr. J. J. Townsend, chairman of the commit- tee, arose and gravely stated that he had received a most insulting and abusive letter from Mr. Chatfield, in answer toa summons to appear before the committee and testify, The Attorney General's letter, dated the 8th inst., was read; in it he acknowledges that a bribe of $10,000 was offered him some two weeks since—but he considered the matter by no means criminal, because the Canal bill was not thena law. In alluding to the corruptions of the Legislature, Mr. Chatfield stated that the House had suppressed the report made by the late Canal Fund Investigating Committee, to screen a whig office holder; that a very important bill, which passed both houses, taxing certain great interests, and deeply interesting to a large portion of this State, mysteriously disappeared when in charge of a public officer, between the Senate chamber and the executive chamber; that a Public officer of high trust was accused before the Assembly, of making a report to the Commissioners of the Canal Fund and transmitting it to the Legisia- ture, without authority, and with the names of the commissioners forged upon it; and that upon this charge acommittee was raised, but investigation was smothered; that @ pnbise officer, having custody of the public money, has without authority of law, taken the Sinking Funds, and used them for unlawful purposes, but that no in- quiry has been madr; that some twenty persons have been Gesignated as an organized company to take the entire contracts under the (anal law; and then, he soys, if these matters are not of sufficient importance to engage the attention of the House, with what pro- piety can it take cognizance of the alleged bribery case? The House, feeling itself insulted, adopted a revolution returning the communication to the Attor- ney General; but be re-transmitted it, demanding ite insertion upon the journals of the House, Tho whole ailair bas ended in siaoke. Astrong effort was mude, in the Senate, to run through be bill abolishing capital punishment. Mr. Baboook eucereded in deveating it, He thonght the question would bearheavily on political elections A compromise bas been made with the Commissioners of Em gration. and Dr. Stewart remains in office until the first of January. Wonderful pressure is being made to secure the mea sure ousting George W Matvell from the office of Chief of Police, New York The strongest whig delegation that has Leen here during the session, are now urging vey means, but the firmness of Mr Babeock, of the Senate, willeave the chief, Mr, Bb. absolutely refuws to countenance any movment to late Mr. Matsell cut of office ‘The bill abolishing tolls on railroais has just passed the floure; and the House bas also just adopted a reso- lution extendiig the sessien until noon to-morrow. The fens te will agree. ‘The resolution offered a few days since, by Mr Dewey, in the Assembly, appointing a committee to invertigate the traneactions of the Commirsioners of Emigration, was adopted this afternoon, (Teli Messrs. Develin, Min- turn & Co., to set their houses in order.) A very stringent bill has just been introduced by Mr. Beckman, as drawn up by order of the Commissioners of Emigration ; it porsesses mony extraordinary features, but remorkable as they are the bill will both Houses. It is said that this will be (he means of giving power te the commissioners to unite with the steamboat and rail- read monopolids, in forming # combined monopoly for the transportation of emigrants from Quarantine to Chi- cago. This will disband emigrant robbing between New York and Buffalo. Wm F. Russell, democrat, and R. J. The Medraw bill amaizamation soboot having araln been frustrated ip the House, in obtaining an amount of public funds, succeeded this morning in ru nin the Senate a bill giving it $1.00. It was Mouse, together with bills granting large amounts to the Rochester ,Upiversity) Albany sectarian concern, and the Genewe College. From the feeling in the Houre to-night, there is no prospect that either will pass. ‘The Goveroor has appointed John C. Spencer, Wm. L. Marey, Rev Dr. Fe? Frauklin Towasend, F. A. and James H.
