Wasurxotom, June 17, 1851. Eprtona oF rie N.Y. Tarmusn:— A friend has just called my attention to an editorlet article in your paper of the Sth imst., headed “The St. Domingo Annexation Scheme,” in which I find the following statements:— 1, That I was sent to that isiand by Messrs. Polk an@ Buchanan 2. (It is insinuated) that while there, as the diptomatie representative of the United States, I made proposals, aa the agent of « company of American speculators, to sup- oly Deminican government with war steantors aud lonists from the United States. &. That the ultimate object of the United States go- vorpment in sending me there, as well as the of te proposals so alleged to bxve been made by me to thas. jovernmen?, was the annexation of the island as rlave erritory to the United’States, Ly it me to aay that the siaguiar confusion of dater in tie editorial referred to, and the “startling politioad tions” extracted from a purely commercial enter- prise, might seem to have been ingeniowsl prema for the purpose of catering to the appetite of your ers, avd of showing on what small capital an 2 cling leader can be manufactured in these quiet times. as I wish tc believe that you were actuated by a better motire, 1 beg leave to iaake known to you and your venders, Ist. That I was not sent to Saint Domingo ON Pvik and Buchanan, but by Gen. Taylor and Mr. Olay- tom; that I was not selected because I was # Southerm men, skilled or zealous “in the annexation line,” bus because the government required some confidential tial pee son,who spoke Spanish to repa‘e immediately to the Indies. Nor did I accept the missicn out of any seal for onpexation, but reluctantly. aud, as it tured out, un- fortunately for myself, as the conditionson which I con~ rented to go, and which were inter ded tocompensate me for the interraption of my business, were not fulfilled ag the time of Gen. Taylor's sudden death. As the govern- it proper yet to make public the ob- ject and results of my mission I do not feebat liberty to State what was the object. But I may with propriety” soy, that it was not cither annexation or the extension: ¢f slavery. as charged by you; that so faras | am imform- ed or believe, neither ever occurred to sg mninds of those who sent me. or was contemplated dy mi 2. I trust thet you have not availed yourself of this circumstapee to misrepresent my conduet, bus have rather been misled by your informant. I made no overtures, while at San Domingo, for con- overnment cither with colonists or stenmers; but my advice was frequently asked by the President, and by many other influential persone, as to the best means of procuring bc th, and I promised that ( would be the mediam of communication.on the subject, if on my return to the United States, I should meet with ary one derirous to undertake such contracts. 1 lef San Domingo in May, reached here in Jue, and several monthé after my connection with the goverument had or September,) forwarded from, Warhington propossls in my name. For my Cwm part, however, I wish not to con- ceal that, in becoming the medium of communication for there proporals, I bad « pol.tical, as well as @ money making object. That object was, not the extension of slavery, or the annexation of slave territory, but solely te nid in protecting the Pominicans from the attacks of their biack neighbors, the Haytiens, and from a repeti- tion of the secres of crime and hoiror which marked the victory ef the blacks over the French eolonists, and | ould again surely follow» suecessfal invasion by thems be Dominican end of the island.
