It is, perhaps, not generally known that there has been, for some time, a co-operative movement going on in Hayti between the English, French, and United States agents, to induce the Dominicans, or whites, of the independent white section of the island, to haul down their flag, andcome under the government of the black Emperor. The ostensible object of this movement is to put a stop to the wars between the two sections of the island, by blending them under the same authority. It has been urged upon the Dominicans that this would restore peace—that pledges of security could be exacted of Soulouque—and that only in a restoration of some- thing like a permanent peace can the commercial resources of the island be developed. The eembination has, however, failed. The Dominioans refuse to submit. Negotiations, though, are still going on, and the plan may succeed in the end. But what object is to be achieved, so desir- able to Mr. Webster, in placing the whole island under the dominion of the blacks?
