The Character of the Admumstration—Singular Apporntments—Collectorship of Philadelphia. The truth may ae well! be told first as last, The | present administration, composed of most excellent, amiable, and upright men, is vastly wanting in energy and moral courage. Would to Heaven it could have infused into it a due proportion of + | Jacksonism, that it might act with energy in cer- tain vitally important matcers, and fearlessly take | the reeponsibility. Thea, a Marshal Devans would not have it in his power to commit @ second official oflence. The truth 1s, Mr Fillmore and Mr. Webster are rival candidates for the Presidency, and each has acted in such a manner as to divide and distract the whig party atthe North, and to lose from that party all the New Engtend whig States, while aot @ State at the South has been gained. ‘Talleyrand said a bluuder was worse than a crime. Let Mr Fillmore remember the declara- tion, Why nominate George Evans, Arthur F. Hopkins, and Joseph R. Ingersoll, to offices far beneath their acceptance? Why resolve to super- cede Commissioner {wo ink, upon charges against him, which he could not relate, and then hesitate and procrastinate action 7 Why not dismiss Devans now! Why not dismiss Ewoank at once, if he has been proved incompetent, uniit, partial, and unwortby of the station he holds? Why not di- rect Mr Collector Greely to show whether he is flesh, fish, or fowl, in the matter of Opposing or not © ing Mr Wenster’s appointment to the State Department?) Why not remove Mr. Collee- tor Lewie, Mr: Surveyor Norris, and Mr. Weigher Read, of the Philsdelphis Custom House, after they have been proved te have been guilty of all that Mr. Francis E. Brady charged them with ? By the way, | have the pamphlet exposé of these Custom House functionaries, by Charles Gibbons, Esq , of Philadelphia, and I intend to make some rich extracts from i! tor the He:a/d, with your per- mission. Mr. Secretary Corwin’s letter, in the pimphlet, to Mr Collector Le wii niains some high-ton and high-top-lofty promises, it the charges are not at onee cleared up, which contrast finely with Mr. Corw: action in the matter, now that all the charges are proved to be true to the letter. Wasuinaton, March 13, 1851. Adjournment of the Senate—Scenes to Come—Cue ban Affairs—The Commisstoner of Patents, &c. The Senate have adjourned sinedie, and many of the hidden mysteries of executive and legisli tive action, which have pwexied and perplexed the outsiders during the past three months, will now be disclosed in the correspondence of the Herald. There are lessons of wisdom, chapters of amuse- ment, and columns of entertainment, to come forth, from cabinet councils, Congressional cau- cusses, and midnight revelsin Washington, which will be served up in the Herald, from day to day, in a sort of Pickwickian style. The conservative feeling of the country has been more manifest this winter, than at any for- mer period of our history ; and its influence, north and south, on all classes, correcting and controlling all questions, has been manifest and apparent to all. There are no secret expeditions fitting out against Cuba or Canada; and the course and feel ee of the present admiaistration, of the mem- bers of the Congress just expired, and of ninety- nine out of every hundred of the American people, ae ainst any outbreak or enterprise of the kind. ‘he letters from Cuba the past winter, have done ae towards enlighteniog the people on the sub- ject of Cuban history and goverament as now ex- isting there; and] venture the assertion, that no future enterprise will ever embark from the United States to invade Cuba, and overthrow its form of government; and should 1t be attempted, the Uni- ted States goveroment, now ana henceforth, will be prompt to seize, imprison and punish, all ‘such be may be engaged inany euch treasonable attempt m Cuba, or other foreiga Stste or government. This is the senument of the administration, of the members of Congr nd ef the American people—and this feeling has had its influence upon the agitations of the day The ultras, North and South, are tame, and |-es dixp ssed to agitate, ex- cite, and ype on the sudject of slavery than for- merly, and seem more disposed to respect the rights and feelings of each other on this and ail other questions It seems that the Comm ssioner of Patents, Mr. Ewbank, of your city, was sot removed as re- ported It was determined upon, (as the Secretary of War informed a gentleman connected with ‘he press,) but Mr Seward (a Senator, | believe, of your State,) hearing of it, and not wiehing "the commissioner removed jus’ at this time, signified to the President of the Uwit'd States his wishes on the subject, and the President immed ately ace corded to them, reversing his course of action, aud throwing the cherges against the commissioner under the table Ex Senator Phelps, cf Vermont, is quite ill, and not expected to recover Col. The Winding Up—ltems of the Day. Some twenty-four members of the Senate met this morning, to accomplish the adjournment, sine dv. Brother Gurley delivered an impreasive prayer; there was a very short executive session, and a very short open session, during which a re- solution or two—ortering certain lithe jobs of printing, intended for Father Ritchie's benefit, were passed; aresolu'ion of thanks to the Chair was paseed ; the Chair did make a proper speech in ree ply, and the Senate dispersed, not sine die, though vo declared, for they are bound to reassemble om the first Monday in December next. The expenses of thi ten days extra session might have been saved, with ‘he addition of half an houra day to the ettiogs of the last month of the regular s ssion ; but the whole cost, pay end constructive mileage, will hadly exceed $100 000, it is a baga eile of wastage, too (rifling for turther commentery. One of the extra jobs given to Father Ritchie, is 46,000 extra copies of the patent report, on the pirat, whien looks like heaping 1a- eult upom iejary, al t is said, that money can be made by it. Boyd Hamblen, however, should carry (he question ito court, on the ground that this printing belongs to him, as it does, to the Thitty-eecoad Congress, it is possibile the Senate may be required te indemaify (wo coatractors in- stead of one The three last Senstors to leave their seats to-day were Foote and Davis, of Miesarippi, and wia, some ¢ vondence.
