New ‘York, § jarday, March 15, 1851. “Whe Foreign News—Arrival or »f the A Asia, The British steamship Asia arrived at this port yesterday, from Liverpool, bringing us one week’s later intelligence from Europe than we wove provi oucly in puosession of. The Asia made a very good trip for this season of the year, but the run was not equal to that of either the Baltic or Pacific, of the Collins line, which recently made the two shortest western winter passages that were ever accom- plished. The Collins line have now got all the ex- perience they require, and it is mot likely that we shall hear of any more accidents or detentions in any of their splendid steamships. We learn by this arrival, that the public mind of England continued to be excited by the resignation of the Russell ministry, and that up to the time of the sailing of the Asia, no new cabinet had been formed. Although apparently the late ministry failed on a motion iutroduced by the tories to ex- tend the suffrege, there is every reason to believe that the Catholic church question had more to do with it than anything else. The tories taking ad- vantage of popular excitement enthe subject of pepal encroachments, as they are termed, thought the Queen’s speech was too weak, and judging from the tenor of that document, that Lord John Russell would not introduce any bill of pains and penalties, to pat @ stop to such fanciful eggress'o.8, and the free traders, headed by Cobden and others, seeing their favorite principles in jeopardy, by the intro- tion of a measure which showed a disposition on the partofthe ministry to revert back to protec- tion, formed a coalition, and the result was the de- feat of the ministry. A great deal of excitemeat has followed the downfall of the ministry; but we think it is entirely uncalled for. The French go- vernment is inthe same predicament; and here in the United States, our administrations, for fifteen years past, have been more or less in a minority in Congress. Neither Captain Tyler, nor Mr Polk, at the latter end of his administration, nor General Taylor, had, nor has Mr. Fillmore at the present time, a mejority in Congress. The government, however, gets along very well ; its wheels m_ve as usual, and legislation progresses as usual. Ja the United States we do not care anything about such a state of things ; it creates neither alarm nor excitement. Nor should the people of England take a serious view of it. If the government al- weys had a majority of the representatives of the people in its favor, it would become their slave, and reform would depend entirely upon the acci- dental circumstance of the greater portion of a large body of the people thinking alike on certain subjects of weight and moment to the interests of the State.
