NEWS BY THE MAIL Our Albaoy Correspondence, Axsany, March 11, 1851. A Combination of Speculators to Break Throwgh the Fimancia! Article of the Comstitution. The fact has been brovght to light to-day, that a siroag combination has beea formed among canal contractors, money brokers, corrupt politicians, stock jobbers, legislators of easy virtue, and others, to obtain the passage of Burroughs’ bill. Con- spirators to overleap the sound injsaction of the constitution of this State, have never presented a more flattering or more plausible attitude. It un- doubiedly extends throughout the State, from Montauk to Erie, from the St. Lawrence to the Hudson. Perceiving that some portion of the members of the Legislature have questioned the constitutionality of the bill, the conspirators have retained some of the ablest counsel in the State to instruct the members upon that question. though a reference to the provisions of this bill was made a few days since in the Heradd, still itmay not be deemed inappropriate on this occa- sion, to recapitulate them. I¢ authorizes the Comptroller to issue certitica es, founded solely upon the surplus reveaces ot the canals for their redemption, principal aud interest. Persons re- eeiving certificates are to deposit an equal amount inavailable funde in the Siate treasury, upon a six T cent interest, which funds are to be applied to Fishing the State canals. The bill also Ponies the toils on the canals so as to ensure a surplus Teveaue of $800,000 annually, until the Erie canal enlargement shail be completed, and thereafter te one million of dollars, unul the certificates thus sstied by the Comptroller shall be redeemed. The wire workers, in this operation, have com- menced the scheme very aaroitly, and exhibited a skill in log rolling equal to the baak corruption days of 1836 and '37. The bill was introduced by Mr. Burroughs, the emoodiment of hunkeroburner democracy of the house, end referred to the Com- mittee on Canals, of which himself and Mr. Or- Jando Allen, of Bufialo, a silver woolly, are the prominent members. The bili was referred to Mr. Jobn C. Spencer, requiring his opinion whether he thought it conflicted with the constitution. About three weeks since, the house of Messrs. Louis Pouilh & Co. was robbed of thirty thousand Haytien dollars. Information was given immedi- ately to the chief of police, who, upon the whole, is aemart fellow. He is the son of the former emperor, Desselein, after whom he is named. He, with his force, instituted 4 search for the money, and recovered about $2,100; but in making the search, they | ave dtecovered a quantity of papers, the correspondence of a very extensive conspiracy against the present goverament, and they are ar- resting som» of the most influential men in every part of the empire. But there has not a mulatto yet been arrested, as the letters have not implicat- ed any persons of that color. which, for that class of persons, is a very lucky circumstance, as then it would have been a good pretext to annihilate thay race of people. The brother of Franciaque, the Grand Judge, has been arrested; and on Friday, the Lith, the Grand Judge was removed, and an- other appointed. It is said that he ia a prisoner. If you remember, Soulouque has had Gea. Maximil- lium in prison for about two y he is afraid to shoot him, ze he is a great favorite with the black population. He was to have been the leader in this conspiracy, and I suppose, eventually, at the head of the government.
