The Last day— Terrible State of Affairs. “ That awful day will surely come,— ‘The eppointed hour makes haste.’ The two houses of Congress are in a fix- They knew, at the beginning, that the session must ex- pire with the 3d of March, and that certain appro- priation bills were indispensable to the support of the government, for the six months after the first of July next. The appropriations of last year run out On that day. The constitution inhibits the president from spending money out of the treasury, not authorized by law. If the appropriation bills fail there ie no law, uo authority to the president to touch a dollar for the support of the government, excepting unexpended balances, after the first of ne The treasury may be full of money ; and the office-holders may be starviag ; but the money can’t be touched till authorized by Congress. Now, how do we stand! The civil and diplo- matic bill, for ie. pay of the first session of the next Congress, and from July next, for the sub- sistence of the executive departments, the judi- eiary, the general land establishment, and our establishmant, “c., &c., the army |, and the ay bill, have ail yet to be acted upon by the Senate. To do them justice, and to the pubhe treasury, these three bee, eught to take up two weeks steady deli- beration. They all depend upon the last day of the session. But good may come out of it. The Senate may be driven to take the Army and Navy bills as they come from the House, re- Pc aa the estimates to the tune of some If they do notpass in that form, there at danger of these bills going by the board. it in adaition to these bills, the Senate have to act upen Father Ritchie’s resolution; and the old man is in great er. If he has a single invete- rate enemy in the Senate, his case is gone. Again, the House have made some amendments to the Senate billon cheap postages, which oaly Tequire the action of the Senate, to become a law, upon the three and five cent rates. But there is, also, the River and Harbor bill frem the House, standing over as the unfinished business of the Senate from Saturday night, or rather Sunday morning; and upon that issue, the question of an extra session depends. If the ma- | ority imsist, and the m-nority do not give way, the appropriation bills will be swamped, and an extra | session will become a necessity.
