Wasuinoton, Feb. 9, 1851. The great race is begun, but it is not an cay matter yet to determine which is the best nag. The course of Mr. Fillmore’s administration has been very satisfactory to the whole country. In fact, he has not yet had an opportunity to ao any- thing thet was net just what everybody expected he would do. This is net capital enough with which to enter on a new campaign. But no one can tell what exigency may arise which would render it pecessary for sober, quiet men to throw themeelves back upon @ well ascertained certainty, rather than fly to evils that they know not of. I: is on this principle that the poet so exquisitely illustrates and embellishes, that “The tree of deepest root by ye Least willing still to le grou: ‘Twas therefore said by ancient sages That lo life increased with years ; ‘When pains grow sbarp and sickness rages, The etronger love of lite appears.” Mr. Fillmore is graceful dignified, and fa. miliar in his own house. He receives all his guesis with courtesy aud geniality. He shows very little party partiality in his appointments or iMhis attentions. He comes nearer to the idea of being the President of the whole nation, than any man since Washington; for even in Jackson’s time, no man hoped, or dared to hope, for an a that did not run up the hickory flag, and cry, long live even the specie circular Mi. Pol never dreamed of appointing a Palisioa) antagonist to office; andas for Geueral Taylor, his whole ad- ministration was a dream, and he only awoke from it during the last few hours of his life; but he hag gone to his high reward, and the Galph 3 have one into other! business. Mr. Webster is the co- ossal genius of this nation. Tom Corwin, the wagon , knows where every cent is that Uncle Sam owns, and that 1s all a Secretary of the Trea- sury can be expected to know; but still Tom knows. a greatdealelse. Mr. Crittenden is a dry, severe, analytic jurist. It were easier to bend the ridge of the Rocky Mountains, than to make him swerve from honest jurisprudence. Mr. Stuart, nobody seems to have any objection to, and filling so difficult a post as he does, this is a great compli- ment. Mr. Graham has a hard battle to fight in his department, because, with the izterest of the navy at heart, he is notable to get capable com- mittees of either House, to take off from the naval erererelitions those enormous charges which be- to sectional docks in California, to the tune 1,650,900 a piece; nor of $3,500,000 for mal eeauar service—none of which appropriations have anything more to do with the navy than one of Rowland Hill’s sermons had to do with the text; for, asit was remarked when a gentleman friendly to this aforesaid Mr. Hillonce asked a Quaker to go and hear him preaci, Mr. Hill, on rising, an- nounced a text hick was distasteful tothe Qua- ker, who immediately said, * 1 emnacinns to leave.”” “Why, my friend?” ** Because | don’t like the text.” rh , ifthat is your trouble, allay rand apprehensions. You will hear no more of the text.” Itis thus contemplated that one of the arms of he national service must be crushed and pal- ied by having the prejudices of the whole nation excited against it, siace by burdening it down by these appre riations, which ought to belong to the Post Office Department in the one oase, or to @ general appropriation like one for harbor defences inthe other, the ap- propriation for the navy appears to be swollen up to nearly $10.000,000 a year; whereas, really, not six millions of this money goes to keep a navy atloat for the protection of a commerce which now ex- ceeds in maguitade, in wealth, in navigation and in tonnage, by sixty thousand tons that of the Bri- tish empire. Think, Mr. Beanett, of this last item of statistics I give you. Llearned it on authorit: which will not be questioned, and I cannot we wait till the facts come out to show that our com- merce now exceeds that of Great Britain by sixty thousand tons. She has five hundred and agey seven war 4 We have ten or twelve afloat, and the great bulk of the money appropriated to the navy every year is ‘used up,” in stationing offi- cers, and hiring men to keep great rotting hulks, built twenty, thirty, or forty years ago, from sink~ ing in our harbors: Whea the ques on was recent- ly raised about sending the ‘ennsy lvania, line of battle ship to the World’s Fair, ia London, it turaed out on ¢xaminatioa that her principal timbers | were the only portion of that splendid vessel that were in a sound condition, and that it would cost ex hundred thousand dollars to fit her to encounter a gale at sea. Burn her to the water’s edge, and let her wreck float out on the next tide; but for God’s sike doa’t tax tue Ame- rican people $600,000 to keep her from siaking in the Hampton Roads. Such is the policy and the economy of even the preeent administration; and Mr. Graham is a man of too much sense and saga- bs fh not to see that this policy is suicidal, fratrici- ruin, deadly ruin Our commerce is with- out protection This is one reas: Our peo- ple are going everywhere. The days of peace are on us, and, God grant, long to remain; bat a collicion is possible, and even if it were not, look at 145 vessels in dis‘ress, beating imo New York harbor, relieved during the storms of last winter by a single cruiser along the coast. Peopte talk about compelling Americ 19 merenaats to mount guns eround the bow and stern, and bore the hulk of their commercial vessels, to fight their way, like privateer: the last war. We are now nearly driven to this; and any agitation ameng for- eign countries closes all the healthful valves of commerce, unless we do one of two things, viz.: either make our merchantmen privaterrs, and make anavy at once of 32,000 vessels, or give to our commerce efficient protection, in the form of a large number of active naval steamships, thitcan 0 rapidly from nation to nation, carrying Frretligenes, peseengers and even freight to avcom- modate our pr ople, but, above all thiags, giviog (hem the means of a certain, safe, reliable and rapid in every part of the world; or tell them at oace, “we have aban- doned you to your own fortunes—tignt your own battles.” It matters little, | coutess, which ; but let Congress and the goverament tell the people what they ifttend to do. If they will withdraw all tection from our commerce, let us understand 3 and then we will make the cabias of our mer- unter bristle with finely arranged bavonets, well mounted on good muske's, and in our lock= ers we will never find the last shot for aa enemy. We will have enovgh for him before we get through with him. But will your ageats, who con- trel the goverament, inculcate the idea oa the people of this country, who are risking hundreds of millions upon the uncertain waves of the ocean, incurring all ite dangere, that you will not tallow their commerce, nor even lead the way to protect where it goes. Leta line of steamers be started, as has been proposed, irom the great ports of the wrstera side of our continent, aod let them plough the kind weters of the Pacific in their voyaging to the shores of A and open vew fields for empire and progress. Let the wiogs of civilization streteh themselves for a bolder and a longer flight, for there are unnumbered millions, of whom a census never has been made, among those hoary hives of = | antiquated men in the old Asiatic world, that are waiting to cast into our bosom the hoarded trea- swes of ahtiqui Yy and change the current of com- merce from the Cape of Good Hope, and from the overland route by the Isthmus of Suen Let another line be stired from the cities on the Atlantic coast, to Africa, and dor ot make the mere size of a city ike New York the only a et Which entiles her to government tavor Charleston, and Mobile, and New Ortean Galveston, those newer commercial ports of the jon, participate in there advantages, and you will thus consolidate the interes's ant the hearts | of the American people fondly together. e shall al! feel proud of a couatry which can afford to extend its arms to protect the most feeble and distant branches of this great concretion of men and of States. This is the policy that shall yet rule this country, and to talk about dividing and splitting asunder a Union on which Heaven itself has rained down such superior blessings - it is the medaess of the maniac, ry of the de- magogue. Give us men to rule oar couneris and guide our debates who will talk beter stoff thaa this in the ears of the great republic Oar Patlade!p) Correspondence.
