“NEWS” BY THE MAILS | Our Wasbingtu Correspondence. Wasuineron, Feb. 8, 1851. ‘Tne Branch Mint Bill—The Treaty between Eng- fand and Spam for the Suppression of the Slave Trade—Interesing Exposé. The defeat of the New-York branch ‘mint ia the House, continues the theme of conversation mong our politicians. The New-York delegation are bitter towards the representatives from Penn- wylvania, on acceunt of their laying the matte rout @traight, and killing it without the benefit of clergy. Some of them vow they will be revenged on Phila- delphia forthe part Mr. Chandler took in the matter. Information has recently"been received here frem England, by which I learn that some parties here hhave | fted the curtain which concealed the mixed commission in Havana, established by Spain and Great Britain, in pursuance of the treaty for the auppression of the slave trade. The whole affair, from beginning“to end, is a humbug of the rankest kind. Mr. James Kennedy, the British judge under the commission, resides four miles out of the city of Havana, and spends his time in writing doggerel poetry,for coaverting good Spaniah poe- try into English nonsense. He has neld the office of judge for thirteen years, at a salary of sixteen hundred pounds sterling a year. Previous to his appointment he was a member of Parliament for the borough of Tiverton, from which he retired to make room for Lord Paimerston; and, ne doubt to his own astonishment, he was appointed to the office of judge in the court in Havana, with house- rentand other expenses paid, and nothing to do. ‘Now mark the humbug of this commission. It is notorious that a vast number of slaves are annually imported into Cuba, notwithsiandiag the treaty and ‘the existence of the mixed commission, and the @ppointment of Mr. Kennedy as juige. That } gentleman is stationed in Havana, at which | place a slaver has not been adjudicated upon for } the last nine years. They do not ge into Havana with their living cargoes, but into other ports where | ghey are net troubled by the mixed commission, by Mr. Kennedy, the judge, or any one else. Ia formation has been received, which places it be- yond doubt, that within the last year, some twelve Wessels from the coast of Africa, laden with slaves from Africa, have run into different ports in Cuba and Janded their cargoes without any interruption; and that three or four other vessels, now in port, are gecretly preparing for similar expeditions. Mr. Mennedy enjoys no social or uny other position in Cuba. He is hardly reeognized by the Captain General. He lives within a hurdred pounds a year; sees nobody, and nobody visits him; and having nothing to do, he spends his time as I have already stated, in converting good Spanish poetry into English doggerel. Could anything be more transparent than this bumpug—this gross deception on the people of England, and of the whole world? This is a spe- cimen of the philanthropy of the British govero- Ment towards the unfortunate African, and the — in which it attempts to put down the slave trade. if the honest intention of the parties to this trea- ty, atthe time when they entered into it, was to sicp the slave trade, they deserve the censure of athe whole world for allowmg the treaty not only 20 become inoperative and obsolete, but for allow- ing the mixed commussion, as it is called, to de- enerate into a faree, and permitting the office of dge \o becomea sinecure.
