The case of Commodore Moore, and the other officers of the late Texan Navy, is one of the most remarkable in the annals of legizlation, and 1! is surprieing that Congrees hesitates to do them jus- tice. The subject has been for some time before Congress, and a fruitful topic in the newspapere, and in private circles, everywhere; and still I ap- | prebend that it is not yet fully understood by the people. It is high time that its real merits snould be appreciated. It has been 80 mixed up with ab- stract questions of annexation, and of the persona) views of the officers of the navy, as te create an externa! prejudice and outside pressure against it. | “The whole matter lies in a nutshell, and needs only to be fairly stated to obtain the assent of every intelligent man in the Union. Allow me simply to state the case, for the information of your | numerous readers. In 1845, Texas was a free and independent repub- | lic, acknowledged as such, by the United States, | Great Britain, France, and other governments. | She was one of the recognized nations of the | earth, fully capable of self-defence and self-go- vernment,,and entitled to all the attributes and pri- vileges of other nations. She had achieved her | gudependence by the valor of her citizens and the | good conduct of her army and navy; and in a po- litical aspect, she wes on a perfect equality with other nations. In this point of view all indepen- | dent nations enjoy perfect equaliay with each other, however different any two may be in power. No- body will dispute this While Texas occupi«d this commanding position, it wae deemed expedient, for weighty reasons, that she should be annexed to this country. Our Con- gress made overtures to her, on certain conditions,1o consent to be annexed to this Union,and thereby to merge her national existence into that of this coun- try,and to exchange her character as an independent republic for that of a State in this confederacy. | One of the conditions precedent of the proposed contract, in the nature of a treaty, was, that her navy should be incorporated with the navy of the United States. That was a component and ma- terial erticle in the treaty, or joint resolutions of annexation. The constitution declares that all treaties are to be considered as * the supreme law of the land.” This treaty, thus proposed on our part, was assented to by Texas, and under it her gallant officers and her people had @ right to ex- pect that her navy should at once be incorporated tite our own. In fulfilment of the treaty of aa- nexation, her veseels of war were all delivered up to our government, and it was expected that their officers would accompany them, and that they would all be furnished with new commissions from our Navy Department, and ordered into actual service. But, after her veseels had been handed over tothe orders of the Navy Department, and al! the benefite of annexation—real or imaginary, it matters not which—an invidious, unjust, pre- posterous distinction was raised between the nav, and its officers. It was pretended that, altho the navy was to be incorporated into our owa, its officers Were no!—as if the officers and the men were not a part of the navy. Will any intelligent man pretend that our old Commodores and other officers are not part and parcel of the navy? They are, in a very important ingredients of the navy, Do they not always style themselves as part of the ee ? Do they not register themselves in the books of the hotels as “of the navy?” Are they not addressed as such in official decuments ? Bo not the people, generally, ard them as much ingredients of the navy as timber, and ropee, and guns of the ships? Ships may be built and equipped in a tew weeks, but it requires years of study, labor and experience to learn haw to to command and manage them. What isit? It is urged by some that it will be @ charge on the treasury. But whatcharge? The bill Teported by the Committee on Naval Affairs, last session, pro- vides that “the number of officers to be incorpo- rated shall not exceed one — six lieutemanta, one surgeon, three pursers, and two masters.” Since the period of annexation, the number of of- ficere has been reduced about one-third by death. But suppose they were all alive, what would be the additional expense of adding a bake soma 4 to the number of officers now in the navy? A drop in the bucket—a few thousands to millions as of expenditure—a mere matter of a few dollars and cents. A fair and honest stipulation in a treaty is to be nullitied for the sake of a few paltry doliare. We make nothing of fitting out a squadron, at vast expense, to demand satisfaction from France, Mexi- co, Portugal, or any other powerful nation, and en- force redrees at the cannon’s mouth for injustice done to a merchant; and at the same time we haggle about carrying out the treaty with Texas, lest t should cost a few thousands.
