Such is an outline of the bill It will be seen that the system of rewards enters largely into ita fea- tures. But nearly all the punishments, perhaps from neceal y, consist of confise;ent; and the fatal ob- jection to this exists in the fact, that a commander Cannot resort to it without leaving his vessel short handed. The truth is, no efficient punishment his yet been substituted for flogemg, and the passage of the present bill, as far as its punishmen: col will leave the matter not a jot better than it is at present. The system or rewards may answer; but any one who remembers the compo- sition of the navy, and how improvident sailors proverbially are, at best, can have but faint hopes of the success of the proposed plan. It has now been definitely arranged that Mr. Strong is to bas in a bill for the mo- dification of the tariff, by the establishmen: of home valuations, taking the average value for the last ten years, and increasing slightly the duties on iron, coal, and woollens; cotton to receive a dead cut. The measure 1s not entirely satisfac. tory tothe whigs, but will be taken for want of something more favorable. Oar Balttmore Correspondence. Bavtimore, January 1351. Life Inswrance— Remains of Wells and McComas. Mrs. Ann S. Fulton, the widow of the late Thos. H. Fulton, cotton manuficturer, who, through the recent reverses in business, died a bankrupt, acknowledges the receipt, this morning, from the Connecticut Life Ineurance Company, of a check for $5,000, being the amount of insurance effected by him on his life on the 12th of June last, he hav- ing paid but $87 50. He was at the time in prime health, but doubtless feared that he would not be able to breast the storm that he saw brewing in his businese affairs. He wasa man of the most ener- etic business its, aud prided himself on having en able to weather the storm that swept off most of our menvtacturers two years ago, and dreaded bankruptcy worse than death, not for the sake of the money, but for the upholding of his business integrity. A committee of the Baltimore Sharp Shooters } preted disinterred the remains of Wells and cComas, the two youthful and gallant Sharp Sheoters who shot General Ross at the hatte of Mount Point, from an old graveyard within the city limits, which is about being devoted to buiid- ing lots, and deposited them in Greenmouat. This company have secured the use of Ashland square, in which they have already laid the corner stone for a handsome monument to commemorat: the memory of these gallant youths. They have also collected some two thousand dollars towards the accomplishment of the object, which will give our city another claim to the title ef the“ City of Monuments ” Our Philadelphia Correspondence. Puwapetraia, Jan. 29, 1851. The Charges Against Collector Lewis —Monu, ment to Mujor Twiggs, $c. The investigation by Mr. Dunlevy, U. S. Com- missioner, into the cherges breught by Mr. Brady acainst Collector Lewis, were concluded yester- day, after forty-two days sitting. As the sessions were secret, it is c-flicult wo arrive at the nature of the evidence, the friends of Mr. Brady asserting that the charges were iuily made out, while the other party are es strenuous in persisting the very reverse. The latter seems to be the true state of the case, however, for the Commissioner was him- self heard to declare afew days since, after the | conclusion of the evidence for the prosecution, | that it was of the mos: frivolous character, and command, by solitary their ravens even thought that it was uonecessary to go into the examination of witnesses on the opposite side. Meesrs. Struthers & Son have completed a hand- some monument, in red sandstone, which is to be | erected at Laurel Hill over the remains of te late | Major Levi Twiggs, und his son, George Decatur Twiggs. The design of the monument was far- nizbed by Mr. Frederick Greeti, ahd is emblema- tical of the profession of the deceased.
